マウイ島の大火災ニュースから学ぶ災害英語

天国から一転、突如として地獄と化したマウイ島。
5日前に発生した未曾有の山火事はいまだ多くの死者・行方不明者を出し、現地や米国民はもとより、ボクを含めハワイを愛する多くの日本人も心を痛めています。

一刻も早い鎮火と関係者の無事、そしてその先の復興を心から祈るばかりです。

今日は、気にせずにはいられない窮状について、災害に関する英語表現を学びながらアメリカのABC Newsのリポートを観ていきましょう。

■ヘッドラインから

深刻な面持ちで現地の被災状況を伝えるアナウンサー。一文一文の中にこの災害に関する報道のほとんどで繰り返し聞かれるワードが頻出します。

We do begin with a terrible reality sinking in after wildfires raced across Maui, the death toll rising and likely to go higher.

The urgent search for the missing and the painful questions about the state's disaster warning system. The stunning aftermath, historic buildings turned to ashy rubble. The once vibrant landscape now devoid of color. Along the waterfront, cars are abandoned and burned. New images tonight of homes on fire the fierce wind that fueled them whippingthe flames.

Families are now being allowed to return home even as firefighters are still tamping down the building embers. But some are coming back to very little and struggling to find a place to go. But in the midst of the staggering loss are stories of generosity and grace. The people of Maui tell us they are finding strength in community. ABC's Whitt Johnson leads us off tonight from Maui.

消防士たちがまだ建物の残り火の鎮火を続けている最中でも、家族は家に戻ることを許されていますが、何人かはほとんど家に戻れず、帰る場所を見つけるのが困難な状況です。しかし、甚大な損失の中にあっても、人々は寛大さと優しさを忘れていません。マウイ島の人々は、コミュニティに強さを見出していると語っているのです。ABCのウィット・ジョンソンがマウイからお送りします。

wildfires
一般的に山火事と訳されますが、山で発生しない場合も含め「野火」というのが本当は適当です。

死者数（死亡者の数なので、通例単数形で使用）。コロナのパンデミック関連のニュースでもしょっちゅう出て来ました。the death toll is rising / goes higherで、死亡者数が増えているという意味になります。

災害や戦争が起きた直後のひどい状態のこと。数学（math）の勉強や試験を受けた後の頭の中…も同じと言えるかも。

fuelは燃料という名詞のほかに、燃料を共有するという他動詞の使い方があります。議論を「煽る」、という時にも使えます。

whipは何かを刺激して盛んにすること。ホイップクリーム（whipped cream）はクリームを激しくかき回して泡立たせたもの。イメージが湧きますね。

何かの真っ只中、真っ最中。一語でamidとも言います。「midst」はミッストゥのような発音となり、dはほぼ発音しません。

■現地リポート

衝撃的で生々しい現地の惨状、関係者の記者会見など、緊迫した様子がリポートされます。「当局」「避難」「被害」といった災害関連の表現に注目してみましょう。

The massive fires claiming the lives of at least 67 people.
"I do not know what the final number is going to be..Um..and, and, and it's going to be horrible and tragical when we get that number."

And with no power, no internet, and no way to communicate in some places. Authorities are still desperately to locate as many as a thousand people.

The shelters here, overcrowded. Hawaii's governor saying some residents will be able return today to see their homes for the first time while others to open theirs.
"If you have additional space in your home, if you have the capacity to take someone in from West Maui, please do."

今夜、マウイ島全域で、この歴史的災害の壊滅的な被害が明らかになりつつあります。

"Did you receive any kind of warning that fire was coming into the town?"
"No warning. We, we are supposed to get, you know, on your cell phone evacuation notices alerts…we got nothing.. nothing. Not one alert to evacuate."
"So your only signal to get out was the explosion and the fires?"
"Yes, and the smoke and people leaving town."

警報がなかったことについて、消防局は責任を否定します。火災があまりにも早く広がったことで打つ手がなかったと主張します。

"Our department is not responsible for that. The fire that day moved so quickly that, from where it started in the brush to where it moved into the neighborhood, the communications back to those who make those notifications were physically and nearly impossible."

私たちの部署にはその責任はありません。あの日の火災は、草むらから始まって近隣に移動するまでの動きが非常に速かった。ですから、そのような警報を発信する方々への連絡は、物理的に不可能に近いものでした。

カメラは、かつてハワイの州都だったラハイナが炎上し文化的歴史的に重要な資産が全て消失した様子や、海上から変わり果てた姿となったハーバー、ただの灰色の廃墟と化したビルなどを映し出します。

"People tell us that it all happens so fast. The flaming embers started raining down from the sky igniting buildings all around them and many had just seconds to flee. Some even jumping into the harbor, into the ocean to escape the flames."

みんな、あっという間の出来事だったと言います。燃えさかる炎が空から降り注ぎ、周囲の建物に引火して、逃げる時間はほんの数秒しかありませんでした。炎から逃れるために港…海に飛び込んだ人もいたということです。

最後に、焦土と化した住宅跡から、リポーターがいかに被害が甚大であるかを伝え、現地リポートは終了します。

"We're here in the Kula neighborhood and you can see behind me this is just one of the several homes burned to the ground. We can hear the water-dropping helicopters overhead giving you a sense of widespreaddevastation across the island."

私たちはクラ地区にいます。後ろに見えるのは、全焼した家屋のひとつです。頭上からは水を撒くヘリコプターの音が聞こえ、島全体が壊滅的な打撃を受けているのがわかります。

停電や通信障害もあってサイレンが鳴らなかったり避難勧告が行き渡らず、被害拡大につながった可能性があるということはいたたまれないですし、決して人ごとではないと恐怖を覚えました。ほら、J-アラートだってミサイルをすぐに検知できなかったり、誤作動しまくってたじゃないですか。

危機管理をすべて人のせいにしても始まらないけど、税金を投じて構築したシステムがいざという時に機能不全では、情けないやら腹立たしいやら、呆れるやら悲しいやら…

間違っても、中抜きでゴミ屑みたいなシステム組んでました…なんてことのないようにしてもらいたいものです。

今回の火災被災者への義援金については、今後いくつか窓口が報道されると思いますので、心ばかりの金額を寄付したいと思います。（義援金詐欺には十分注意しなきゃ！）
