OHAOプロジェクトは、文化交流や料理体験だけでなく、災害に備えた訓練を行う大切なプロジェクトでもあります。私たちは、自助のシステムを築き、災害時におけるコミュニティの協力を重要視しています。

災害が発生した際、公的な支援に頼ることは最終手段とすべきです。なぜなら、役所の関係者は業務に追われ、災害時に最前線に立たされ、クレームを受けることが多いからです。そのため、まずは自己支援が大切であり、地域のコミュニティや企業を含む協力体制の構築が不可欠です。

災害は予測不能で、避難所で提供される食料は冷たく、ストレスがかかる状況です。しかし、知識があれば生命を守る手助けができ、感染症対策も効果的に行えます。そのためには日常的な訓練が欠かせませんが、訓練は楽しみながら行うことが大切です。

例えば、沈む船での危機的な状況では、人々が協力し合うことが生死を分ける要因となります。異なる人々がお金を差し出し、生き残りを図る一方で、キャベツを高額で販売する人も現れるかもしれません。阪神淡路大震災では、1つのキャベツが5000円で売られたこともありました。東日本大震災でも留守宅への不法侵入が発生しました。将来の日本社会では、江戸時代のような状況になる可能性があると言われています。重要なのは、人々が協力し、信頼関係を築くことです。そして、困難な状況下でもモチベーションを維持し、協力体制を構築するために、訓練と良い意味での慣れが不可欠です。

災害時には子どもと大人が一緒にいるとは限りません。そのため、日常的な訓練が欠かせず、親以外でも信頼できるコミュニティに所属することが、生命を守る鍵となります。

また、東日本大震災の際、海外からの支援に来た指導者の中には、幼少期にその地域に住んでいたという記憶が蘇り、地域への支援を決意した方もいらっしゃいました。大使館と地域住民との交流は、未来への希望を育む種まきとなると信じています。

OHAO Project's Disaster Preparedness Training and Community Cooperation

I have an important announcement to make.

OHAO Project is not just about cultural exchange and cooking experiences; it also involves disaster preparedness training. We believe in establishing a system of self-reliance and emphasizing community cooperation during times of disaster.

When a disaster strikes, relying on public assistance should be the last resort. This is because officials are often overwhelmed with their duties, and they end up at the forefront during disasters, facing numerous challenges and complaints. Therefore, self-help is essential, and building a cooperative system involving the local community and businesses is crucial.

Disasters are unpredictable, and the food provided at evacuation centers is often cold, leading to stressful situations. However, having the right knowledge can help save lives and effectively manage the prevention of infectious diseases. For this reason, regular training is essential, and it's important to make these exercises enjoyable.

For instance, during a crisis like a sinking ship, people's cooperation can be a matter of life and death. There may be individuals willing to contribute money to survive, while others might try to profit from selling items like cabbage at high prices. The Hanshin-Awaji Earthquake saw a cabbage being sold for 5000 yen. Even during the Great East Japan Earthquake, there were incidents of unlawful entry into vacant houses. It is said that Japan may return to a society resembling the Edo period in the future. The key is for people to cooperate and build trust. Moreover, to maintain motivation and establish a cooperative framework in challenging situations, training and positive familiarity are crucial.

During disasters, children and adults may not always be together. Hence, regular training is indispensable, and being part of a community that can be trusted even outside one's family can be a lifesaver.

Furthermore, during the Great East Japan Earthquake, some overseas leaders who came to assist in the relief efforts were motivated by childhood memories of living in the affected areas. We believe that the interaction between embassies and local residents sows the seeds of hope for the future.
