かつては秘書が上司の口述筆記をしていた
学生だった頃、弁護士ペリー・メイスンを主人公とする、推理小説を何冊か読んだ。
デラは、うしろの寄っかかりのまっすぐな椅子を引き寄せて、膝を組み、ノートブックをテーブルにおいて、鉛筆をかまえた。ペリイ・メイスンは、早口に、二十分ほど口述した。
この小説が書かれた１９３０年代のアメリカでは、秘書の仕事の一つは口述筆記だった。
今では、スマートフォンがあれば、自分の声を自動的に文字に変換してくれる。変換精度もかなり良い。
しかし、私は記事を書くとき、キーボードを使っている。家人に聞かれると恥ずかしいのだ。
裁判所と国会では、専門家が速記をしているが、数年前から音声変換を取り入れている。
衆参両院は段階的に速記を廃止する方針で、現在は速記と機械を併用している。
衆院は２０１１年から、音声を自動で認識するシステムを導入。現在は本会議と議院運営委員会、予算委員会、憲法審査会などを除き、多くの委員会でこれを用いて議事録を作っている。専門用語を登録することなどで、平均約９３％の音声認識率を誇っており、「あー」など載せなくていい発言も自動で省略する。速記者らはシステムが聞き取った発言を手直しすればよく、作業の迅速化が進んだ。
参院も２００８年から、本会議と予算委、決算委員会、党首討論を除いて手書きの速記を取らず、パソコンに直接入力する方式に切り替えた。
速記の内容は、このように見ることができる。
「あー」など載せなくていい発言も自動で省略する機能を備えた、国会の音声変換システムは特注なのだろう。一方、無料で会議の音声をＰＣで文字に起こせるソフトもある。
無料のソフトをいくつか試したが、その中ではWordの文字起こしの精度が一番良かった。しかしまだこれも実用的ではない。
この記事で書いた、ポートフォリオとか可視化とかいう気取った言葉をやり取りしていた市議会の動画は、ここから見ることができる。しかし、国会と違って、議事録はない。
この会議の動画の音声について、Wordの文字起こし機能を使ってみた。その結果については、ここに書いた。

Secretaries used to dictate to their bosses
When I was a student, I read several detective novels featuring lawyer Perry Mason.
In 1930s America, when this novel was written, one of the jobs of a secretary was dictation. Now, if you have a smartphone, it will automatically convert your voice into text. The conversion accuracy is also quite good. But when I write articles, I use the keyboard. I feel embarrassed when my family hears my voice.
The House of Representatives and the House of Councilors are planning to phase out stenography, and are currently using both stenography and machines.
In 2011, the House of Representatives introduced a system that automatically recognizes speech. Currently, except for the plenary session, the operation committee of the House, the budget committee, and the review committee on the constitution, many committees use it to make minutes.
By registering technical terms, it boasts an average speech recognition rate of about 93%, and automatically omits unnecessary utterances such as "ah". The stenographers only need to correct what the system has heard, and the work has been speeded up.
Since 2008, the House of Councillors has switched to a method of directly inputting information into a computer, except for plenary sessions, budget committees, settlement committees, and party leaders' debates.

The parliamentary voice conversion system, which has a function to automatically omit utterances that do not need to be included, such as "Ah," must have been custom-made. There is also free software that allows you to transcribe the audio of a meeting on a PC.
I've tried several free programs, but Word has the best transcription accuracy. However, this is still impractical.
