Mayoral Control in NYC -市長による教育行政の管理-

This post focuses on education policies in NYC.
今回は、ニューヨークの教育行政について学んだことを少しだけ。

1. Mayoral Controlとは？

ニューヨークでは、州から市への権限移譲の一つとして「Mayoral Control」が2002年から認められています。
これは、従来の教育委員会型に換えて、市長により多くの権限（学校の閉鎖や人事等）を与えることで、腐敗を防止し、説明責任を向上させようというものです。

In NYC, mayoral control, in which the state gives to the city the authority to close schools, change chancellors and so on, has been implemented since 2002.
This system was devised for preventing corruption and improving accountability by replacing board of education with mayoral control.

2. 日本との比較

日本と対比してみると、日本の教育委員会制度は戦後（昭和２３年）アメリカの制度を参考にする形で導入されたので、起源は似ているものがあります。
もともとは日本でも教育委員は公選制だったのですが、党派的対立を教育に持ち込ませない趣旨から１９５６（昭和３１）年には公選制が廃止され、任命制となりました。

When comparing with Japan, its system of BOE was introduced in 1948, referring to that of the U.S. after the World War 2. Therefore, these systems have much in common.

他方、教育委員会が合議制の機関であり、かつ首長部局から一定の距離を置いていることは、しばしば事態の隠蔽につながると批判されていました。

一例として、２０１２年の大津市でのいじめ事件での教育委員会に対する批判を契機として、法律改正が行われ、２０１５年から首長による大綱策定、総合教育会議の主催といった一定の関与が可能となりました。

（※制度の改正前も、首長には地方自治法に基づく総合調整権限はありました。）

On the other hand, BOE is criticized for hiding inconvenient facts because it is a council system and in principle independent of mayor's influence.

With a suicide of junior high school student in 2012 as a turning point, the amendment was enforced in April 2015, in which mayors can exert such powers as making a guideline about education policies and holding a conference to discuss important or urgent education issues.

3. 賛否と顛末

話をMayoral Controlに戻すと、これも賛成反対両論のようです。
賛成派は、説明責任と首長のリーダーシップの発揮。
反対派は、マイノリティの意見の軽視などを主張しています。

I found both positive and negative opinions toward mayoral control.
Suppoters insist that this system will lead to better accountability and leadership, whereas those who are against point out the marginalization of opinions of minorities.

このMayoral Controlは市長側は長期間の延長を求めていましたが、２年の時限での延長になるといった記事が出ていました。
教育と政治の関係は、いつの時代も、どこの国でも流動的ですよね・・・。

The NYC mayor Bill de Blasio called for long-term extension of mayoral control, but lawmakers agreed to extend it for one year.
The relationship between education and politics is always transient and subject to change in any period, any country.
