1. どんな授業？

このEffective Management in the Public Sectorのクラス、教授はProf. William B. Eimickeです。
彼はBloomberg政権下でFire DepartmentのDeputy Commissionerを務めたほか、Leadership, Housing, Economic Development, Public-Private Partnership (PPP)といった幅広い分野で活躍しています。

This Effective Management in the Public Sector is taught by Prof. William B. Eimicke, who served as the Deputy Commissioner at FDNY during the Bloomberg administration, in addition to many fields such as Leadership, Housing, Economic Development, and Public-Private Partnership (PPP).

コースの構成ですが、シラバスによると以下のとおり。
As I pulled from the syllabus, the organization of this course is as follows.

ご覧のとおり１回１回のテーマがそれだけでもっと掘り下げられそうな幅広いものなのですが、、、
必修科目ということもありこれらを広く浅くまずは学ぶという形になっています。

As you may already notice, each topic is broad enough to dig deeper, but because this is the core course, we cover a variety of these topics rather than dive into details.

2. 授業スタイルは？

授業スタイルは基本的には50人程度が参加する講義形式ですが、最近の授業ではPublic, Private, Non-profitといった多様な分野で活躍しているGuest Speakerを呼んで話を聞くことにより重点が置かれています。

The style of the class is mainly lecture-oriented, with roughly 50 students in a classroom. However, in recent sessions he invited guest speakers from public, private and/or non-profit sectors.

またGradingですが、50%がPolicy Memo、35%がGroup Paper/Presentation、15%がParticipationとなっています。

Policy MemoについてはDigital IndiaというID認証システム、NYCのホームレス問題、Central ParkにおけるPPP、そしてまだ明らかになっていないのですが最後の課題はNegotiationのようです。
2頁という限られた分量の中で、問題点、解決策、代替案そして実行手順を明らかにすることを求められるので簡潔に書く力がとにかく求められます。

Grading consists of three parts: Policy Memo (50%), Group Paper/Presentation (35%), Participation (15%). So far the memoes touch upon such issues as Digital India, Homelessness in NYC, PPP in Central Park, and the last one will be about negotiation. Brevity is crucial in writing this memo since we explain the problem, solution, alternatives and implementation in no more than 2 pages.

3. グループプロジェクトについて

Group Projectについては、5～7人の生徒から構成されるグループが医療や教育、インフラといった様々なテーマに分かれリサーチを行います。
私のグループはtelemedicineという、医者が患者と対面で接することなくビデオ等で診察・処方を行う新たな医療実践について研究しています。

このDasgupta & Deb (2008)でも触れられているとおり、大きなメリットの１つはアクセスの改善です。医者は人口過密の都心部に集中しているため、telemedicineは普段良質な医療へのアクセスが制限されている地域への恩恵が大きいという訳です。

ただ特にアメリカでは州政府の制限や法的責任等色々なハードルがあるようで、それらについてrecommendationを書くというのが今後の作業になります。

With regard to group project, 5-7 students are assigned to one of the groups inc. medicine, education and infrastructure. My group is conducting research on telemedicine, a new medical practice that enables diagnosis and treatment without face-to-face interactions bet doctors and patients.

As you can see from the work of Dasgupta & Deb (2008) (URL above), one of the advantages are increased access. Because doctors concentrate on urban, populated areas, telemedicine can improve access for those in underserved areas. However, especially in the U.S., there are many hardles such as state regulations and legal liabilities, on which we will craft some recs.

4. これまでの学び

普段教育政策のことばかり勉強していると、これまでのPracticeの枠内で発想が縛られてしまいがちになるのですが、この授業で学んだinnovativeな取組はとてもeye-openingで、常識にとらわれない発想の重要性を痛感します。

Many innovative practices articulated in this course are eye-opening, and brought home to me the importance of thinking outside the box, for sometimes I tend to think about solutions within the existing framework in education system. I'll also elaborate on other courses as well in the coming posts!
