WSJ Minute Briefing - Russia Raises Nuclear Threat, Orders Reservist Mobilization

Here's your morning brief for Wednesday, September 21st. I'm Keith Collins for the Wall Street journal.

In a major escalation, Russian President Vladimir Putin raised the threat of a nuclear response in the war with Ukraine, blaming the conflict on the west. Putin also ordered Russia's reservists to mobilize, as Moscow seeks to bolster its army's flagging manpower and regain the offensive after suffering significant losses on the battlefield. On Twitter, the US ambassador to Ukraine responded by calling the mobilization a sign of weakness and Russian failure. Earlier, the White House had said President Biden would renew his calls for world leaders to oppose the war in a speech today at the annual meeting of the UN general Assembly. Putin isn't expected to attend the event.

The CEOs of several large US Banks including Citi Group and JP Morgan Chase are scheduled to appear before Congress for the first of 2 days of hearings. The executives are expected to face questions from lawmakers on a number of hot button issues, including the state of the American economy and scams involving money transfers. The CEOs planned to offer a favorable picture of an industry they say, help the economy recover from a pandemic-induced recession, according to prepared remarks.

An internal review by the Food and Drug Administration found that several shortcomings hampered its response to a Nationwide shortage of baby formula this year. Among the issues cited in the report were outdated technology, and limited trading on formula among FDA investigators. The agency said it agreed with the report's findings, adding that it has already updated some of its processes and procedures to be able to respond more quickly to public health emergencies.

Markets in Asia closed lower, and European shares were mostly higher in early trading. US stock futures has waivered following yesterday's declines on Wall Street. Investors will be watching sales figures for existing homes due out this morning. And the Federal reserve is scheduled to release its interest rate decision after it wraps up its two-day policy meeting.
