But just as the Country Mouse was about to nibble a dainty bit of pastry, she heard a Cat mew loudly and scratch at the door.

英文は、だれが→どうする→何をといった順番で並んでいます。
意味のかたまりで区切って、日本語を当ててから、解説にとんでみてください。

それでは、説明していきたいと思います。

But just as the Country Mouse was about to nibble a dainty bit of pastry, / she heard a Cat mew loudly / and scratch at the door.
しかし、田舎ねずみがおいしいペストリーを少しかじろうとしたとき / 彼女は猫が大声で鳴くのを聞いた / そして、ドアをひっかくのを (聞いた)

ここでの as は「時」を表す接続詞です。
the Country Mouse … pastry と並行して、誰が何をしているのか？というとshe heard… というように読んでいくとよいと思います。
