Hi there. Happy Halloween!
こんにちは。ハッピーハロウィン。

There is a custom that they *do(=use) fire works on halloween in Vancouver.
バンクーバーではハロウィンに花火をあげる習慣がある。

It's not a *event for public(=public event), *they do it for personal (=teenager just do it for fun.) Because fire works is usually forbidden for personal use in Vancouver *they can do only Halloween(=except Halloween.)
これは公共のイベントじゃなくて、個人で花火をあげるの。(彼の英語の訂正だとティーンがただ楽しむために花火をあげるってなっちゃうけど。この表現が適切らしい、彼の考えでは。)
なぜならバンクーバーでは花火を個人で使うことはハロウィンを除いて禁止されています。

First year I came here, I was surprised. I thought it was gun shots. Lol But I heard this many times. I looked outside from the windows and I could see the fire works here and there.
初めてここに来た年、私は驚いた。私は銃声かと思った（笑）でも、何度も聞こえるから、窓から外を見たらあちこちで花火を見ることができた。

But this is the final day today. Because Vancouver City council decided that people can't sell, buy and use fire works for personal use without excluded days.
でも、これは今日が最後です。なぜならバンクーバー市議会で、除外日なしに人々が個人使用のために花火を売ることも買うことも使うこともできないようにすると決めたからです。
I thought I would see many fire works today.
私は今日は沢山の花火を観れるだろうと思った。

なんで花火するのかわからないけど。個人の花火できないの寂しい。
