Reconstruction -東日本大震災からの復旧・復興-
Reflection on study sessions I attended the other day.
以前参加した勉強会で思ったことを。
（前回の投稿：国連事務総長（当時）の講演）
1. 報道側から見た東日本大震災とは
元アナウンサーで今コロンビア大学で客員研究員をされている久保田智子さんを呼んで、ジャパントリップ参加者と東日本大震災の体験について共有する会がありました。
実際に当時報道に携わっていたこともあって、当時の鮮明な体験を語ってくださいました。
印象に残った点は、
・当時は、官邸さえも最新の情報をニュースで把握するような状況だった
・テレビ局も、中央と地方での役割分担があり、それぞれの自治の他方は介入できない（すべきでない）
・テレビ局には、理系の知識を持ち合わせている人があまりおらず、政府からの情報をそのまま伝えることしか出来なかった（＝原発の状況について自分なりの言葉で語るための知識を持っていなかった）
といった点です。
The other day, we invited Tomoko Kubota, who was a famous TV anchor and now Columbia Univesity's visiting researcher. She shared her experience of broadcasting the Great Earthquake at that time and her inner conflicts.
Impressive to me were
・At that time, even OPM was not aware of the current situation and knew it only from TV.
・Local TVs are branches but have some autonomy
・Few TV anchors had sufficient knowledge to convey with their own words, so most of the time just delivered information that was obtained from the government
2. 震災を契機としたSocial Entreprenuership
そして、昨日はWIT（World In Tohoku）の代表の方を招いて、震災を契機としたSocial Entreprenuershipの取組についてお話を伺いました。
And yesterday, the representative of WIT（World In Tohoku） made a presentation about social entreprenuership which emerged with the Great Earthquake as a turning point.
ビジネスモデルはファイナンスモデルに左右される、という言葉がとても響きました。
私からすると、震災後に色々なNPOが生まれたのですが、断片的で全体としてそれを必要とする人達にベストなサービスが提供できているのだろうか…というとこが気にかかります。
それぞれの団体が目的、利害、ターゲット、インセンティブを異にしているので、調整がとても難しいですよね。
She said "Business model is subject to finance model", which struck me.
To me, there were many organizations emerging after the earthquake, but most of them are too fragmented to provide better service as a whole to those vulnerable.
Coordination between these orgs should be strenuous because each org has different goal, interest, target and incentive.
3. 雑感（思うがままに）
震災から12年が経ち、震災からの復興はもちろん、次なる大震災にどう備えるのか、そういったことも考えなければならない時期なのでしょう。
やれることは山積していますが、トップダウンとボトムアップの双方を組み合わせ、かつセクター間の協働を日常的に積み重ねていくかが鍵な気がしています。（ぼんやりしていてすみません^^;）
Almost twelve years have passed since the earthquake, so we should not only reconstruct but also prepare for a future tragedy.
Much things to be done, but to me best mix of top-down and bottom-up policies and daily coordination between private, non-profit and public sectors are the key. (Sorry for vagueness)
ちょうど、近いうちに、SIPAの学生をジャパン・トリップに案内するために日本に一時帰国します。
私は宮城でNPOや農業関連企業、JICA東北、京都での文化体験、そして東京では萩生田内閣官房副長官（当時）、小池都知事、各省庁や民間企業への訪問・意見交換を予定しています。
その様子についても、また発信したいと思います！
One week ahead, I'll go back to Japan temporarily to bring SIPA students to Japan Trip.We'll visit Miyagi (NPO, agricultural corporation, JICA tohoku), Kyoto (cultural heritages) and Tokyo (Deputy Chief Cabinet Secretary Hagiuda, Governor of Tokyo Koike, ministries and private companies).
