Liz Truss 英新首相に学ぶ「所信・決意」にまつわる表現

今回は、イギリスの新首相に就任した Liz Truss 氏が、10 Downing Street（イギリス首相官邸）前で行った、首相として最初のスピーチから、「所信・決意」にまつわる英語表現を抜き出してみます。

「役目を引き受ける」ことにまつわる、それぞれ個別にも存在感がある言葉ですが、背負う役割への前向きさと謙虚さが表れる、まとまったフレーズとして覚えておきたいなと思いました。
face sth
〈人などが〉〜（困難・問題など）に直面する
所信や決意を表明するにあたり、まずは目の前にある問題を示すことができる語です。
Now is time to do ~.
今こそ〜すべき時なのです。
「今という時」を［主役］にした、ドラマティックな表現ですね。決意や信念の、熱量の高さが伝わってます。
tackle sth
（強い決意を持って）〈課題・問題など〉に取り組む
あとで登場する deal with の類似表現ですが、こちらの方が気持ちが前のめりです。「組む」だけでなく「組み伏せる」くらいのイメージを持つ語です。
We need to / can / will do ~.
我々は 〜 しなければならない／することができる／してみせる のだ
we を［主役］にすることで、その後に続く内容が「共有のもの」である、また自分もあなた方のうちの一人なのだと、聞き手に訴えることができます。
need to do は、そうしなければならない切実な背景があることを示唆し、can do はそれを為し得る力があることを、will do はそれを成す確固たる意志があることを表すことができます。
we と need / can / will などの組み合わせからは、集団の意識や士気を高め、巻き込もうとする勢いが感じられます。
I know that ~
〜だとちゃんとわかっている、十分に承知している
know は、情報を「知っている」という意味合いだけでなく、自信や信頼、確信を伝えるツールにもなる語です。
take action
行動する、やる
シンプルですが力強いフレーズです。しかし、注意も必要です。例えば、消防士や救急隊員の take action は容易に思い浮かびますが、場合によっては、気合だけで中身の無い言葉のようにも受け取られかねません。そこで、次の語をみてみましょう。
pursue sth
〈計画・方針・目標など〉に従って／向かって行動する、準拠する
この語を用いることで、行動には柱なり方向付けがあって、ただ「頑張ります」みたいなぼんやりした話ではないことを示すことができます。ですから、もちろん具体論を続けなければなりませんね。
get sth/sb doing
〈人・物事〉が〜するよう働きかける、仕向ける
get はたくさんの語義を持つ語ですが、このフレーズにすると、人の行動や物事の進展を促すという意味合いになります。getsth/sb to do という形でも用いられます。
drive sth
〈物事〉を進展させる
上の get に近い意味合いですが、あたりの強さに違いがあります。get がお願いや説得というソフトな促しなのに対し、driveは、影響力を行使して、あるいは原動力や推進力となって、物事の進展を進める、「強制」のイメージがある語です。

〜するという私の使命・責務において
mission は、もともと宗教的な語で、主に海外派遣の公務や任務のことです。一般の文脈では、任務というよりも、本人が使命感や責任感を抱いている仕事・事業を指します。
get spades in the ground
（重要、あるいは大規模な土木工事の起工式で）鍬入れの儀式をする
＝事業に着手する
spade はシャベルやスコップのことで、起工式では日本の鍬に該当するわけですね。政治という事業の重要性を比喩的に表した、Truss 首相 のスピーチでは mission と地続きの言葉という印象です。
make sure (that) ~
〈後に連なる文章で述べる事柄〉が実際に達成されるとの確証を得る
「確かめる」ぐらいの意味合いでカジュアルにも用いられるシンプルなフレーズですが、「約束する」「誓う」などに近い、上の解説くらいの重さも持つこともあります。
deal with sth
〜に取り組む、対応する
解説以上でも以下でもない、見た目も意味合いもシンプルなフレーズです。具体性に欠け、意欲の程が見えないという弱点がある気もしますが、そこは、その場でそこまで踏み込む必要があるかどうかの判断によりますね。
shouldn’t be daunted by sth
〜にたじろいではならない
should は、need と違い、必要に迫られてというよりも自らの意思として「こうでなければならない」「こうであってはならない」という思いを伝える、力強い語です。
「不安させ自信を奪う」という意味合いの語である daunt に、should と not で抵抗しているこの迫力あるフレーズは、単語別でなく丸ごと刻んでおきたい鼓舞表現だなと思いました。
As strong as the storm may be, sb is stronger.
嵐が強さは計り知れないが、それと同様に〈人〉もより強くあれるのです。
鼓舞表現が続きます。「どれだけ大きな困難でも我々には乗り越えられる」というメッセージを、比喩を用いて詩的に伝えています。
政策や方針のみならず、教養や表現力もリーダーの資質として注目が集まることを意識した一節なのでしょう。これはスピーチの締めへの前振りになっており、その締め部分が多くの誌面を飾りました。
こういった文化的土壌がある欧米が、本当に羨ましいです。それだけにトランプ米前大統領の台頭はショッキングでしたね。
This is sth to do
〜することは…である
英語には、今ここにいる自分との距離で物事の重要性や臨場感・現実感を増減させるという、面白い特徴があります。それは、具体的には it / this / that などの選択です。
「〜することは…である」という意味合いの文章は、多くの場合 ‘It is sth to do’ の形をとります。Truss 首相はなぜ this を選択したのか。「…である」という結論を、自分ごととして示すためです。It だと一般論として語っているようにも聞こえてしまうんですね。

Good afternoon.
I have just accepted Her Majesty the Queen’s kind invitation to form a new government.
Let me pay tribute to my predecessor. Boris Johnson delivered Brexit, COVID vaccine, and stood up to Russian aggression. History will see him as a hugely consequential prime minister. I’m honoured to take on this responsibility at a vital time for our country
What makes the United Kingdom great is our fundamental belief in freedom, in enterprise, and in fair play. Our people have shown grit, courage, determination time and time again. We now face severe global headwinds caused by Russia’s appalling war in Ukraine and the aftermath of COVID. Now is the time to tackle the issues that are holding Britain Back.
We need to build roads, homes, and broadband faster. We need more investment and great jobs in every town and city across our country. We need to reduce the burden on families and help people get on in life. I know that we have what it takes to tackle those challenges.
Of course it won’t be easy, but we can do it. We will transform Britain into an aspiration nation with high-paying jobs, safe streets, and where everyone everywhere has the opportunities they deserve. I will take action this day — an action every day to make it happen.
United with our allies, we will stand up for freedom and democracy around the world, recognising that we can’t have security at home without having security abroad.
As Prime Minister, I will pursue three early priorities. Firstly, I will get Britain working again. I have a bold plan to grow the economy through tax cuts and reform. I will cut taxes and boost business-led growth and investment. I will drivereform in my mission to get the United Kingdom working, building, and growing. We’ll get spades in the ground to make sure people are not facing unaffordable energy bills, and we will also make sure that we are building hospitals, schools, roads of broadband.
Secondly, I will deal hands-on with the energy crisis caused by Putin’s war. I will take action this week to deal with energy bills and to secure our future energy supply.
Thirdly, i will make sure that people can get doctors’ appointments and the NHS services they need. We will put our health service on a firm footing.
By delivering on the economy, on energy, and on the NHS, we will put our nation on the path to long-term success.
we shouldn’t be daunted by the challenges we face. As strong as the storm may be, I know that the British people are stronger. Our people was built by people who get things done. We have huge reserves of talent, of energy, and determination. I am confident that, together, we can ride out the storm.
