安全保障理事会 (The UN Security Council) がパキスタン (Pakistan) における残虐な自爆テロを非難した (condemns heinous suicide bomb attack) という記事。

heinous = odious, wicked, evil, atrocious, disgraceful, abhorrent, loathsomeなど。

安全保障理事会は、パキスタン北西部で行われた政治集会 (a political meeting) で起きた凶悪かつ卑怯な自爆テロ (heinous and cowardly suicide bombing) を最も強い言葉で (in the strongest terms) 批判しました。44人以上が死亡し、100人を超える負傷者が出たようです。

こちらの記事によれば、イスラム教系政党「JUI-F」が実施していた集会だったようです。JUI-F (Jamiat Ulema-e-Islam-Fazl) は「イスラム聖職者協会ファズル派」と呼ばれるパキスタンの主要宗教政党の一つで、現在の連立政権に加わっています。こちらの記事も参照。

理事会メンバーは声明を出し (issue a statement)、犠牲者の遺族 (the families of the victims) とパキスタン政府 (the Government of Pakistan) に深い同情と哀悼の意を示し (express the deepest sympathy and condolences)、被害者が早く全快するよう祈りました (wish a speedy and full recovery)。

どんな形態で、どんな実行のされ方であってもテロは、国際的な平和と安全への最も深刻な脅威のひとつである (terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security) と述べられていました。

terrorism in all its forms and manifestationsという文言は、国連関係の記事でよく見ますね。manifestationsがちょっと解釈しにくいですが......。manifestations は「示威的運動」とか「デモ」という意味もありますが、ここでは「現れ方」の方だと思います。
