安心と台北

　騎楼で暑さを遮り、バイクのエンジン音と排気ガスに飲まれながら、台北を歩く中、目に映ったのが、格子だらけの建物たち。どの建物にも、まるで檻のような格子がつけられている。それは、一般的な窓に限らず、トイレやお風呂にある小さな窓から、キッチンの換気扇の排気口にまで、いたる窓に取り付けてあった。

これは、鉄窓花(てっそうか)と呼ばれるものだそう。鉄窓花がつけられた理由は、第一に「防犯」であった。台北の住宅地では空き巣の被害が多く、ベランダの塀や屋上、下水管などあらゆる場所を経由してくるそう。鉄窓花以外にも、有刺鉄線の代わりに、ブロック塀の上に、ビール瓶の破片を埋め込んで、防犯対策をしている家も見られた。
　そのため、鉄窓花は、安心な暮らしをしたい人々の知恵から生まれた都市の風景であった。
　しかし、最近では、鉄窓花を取り外し、あえてつけない選択をする住宅も増えてきているそう。それは、「安全性」からである。台湾は、日本と同じく、地震や台風、ゲリラ豪雨など災害が多い地域である。そして、災害について議論をする際に、重要なのは「逃げ道の動線」であり、鉄窓花は、「災害時に避難できない」動線を妨げるものとされてしまった。また、防犯性能の向上により、新たに建設された住宅では鉄窓花の痕跡も確認できなかった。

　しかし、現在でも鉄窓花をつけ続けている家も観察できる。その理由は、伝統や先祖からの継承であった。一軒家がなく、ほとんどがアパートやマンションの台北では、家の特色・アイデンティティのようなもの魅せる一つとして鉄窓花を利用する人が多いのではないか。これは、自分を地域に在ることを表す「安心感」から来てるのではないだろうか。

　このように、「安心」と「安全」の狭間で、取り壊しと継承が繰り返しおこなわれつづけている鉄窓花は、台北の都市と人の情緒の関係性を読み解くうえで、重要な要素であると思う。

As I walked through Taipei, keeping the heat off by the Qui-low and overcome by the sound of motorbike engines and exhaust gas, I saw buildings covered with grating. Every building has lattices that look like cages. They were not limited to ordinary windows but were attached to every window, from the small windows in the bathrooms and toilets to the exhaust ports of the fans in the kitchens.

These are called "Tiechuang hua". The first reason for installing them was to prevent burglary. In residential areas of Taipei, there are many burglars, and they come via balcony fences, rooftops, sewage pipes, and all other places. In addition to Tiechuang hua, some houses use pieces of beer bottles embedded in the tops of block walls instead of barbed wire as a security measure.

Therefore, Tiechuang Hua was an urban landscape born from the wisdom of people who wanted to live a secure life.

Recently, however, an increasing number of houses have been removing them and choosing not to put on them. The reason for this is "safety". In Taiwan, many disasters like earthquakes, typhoons, and guerrilla downpours, occurred just like in Japan. And when discussing disasters, what is important is the "escape route flow". Some people regard Tiechuang hua as an obstacle to the flow line that "makes it impossible to evacuate in disasters. In addition, due to improvements in security features, no traces of them could be found in newly constructed houses.

However, we can observe some houses that continue to have them even today. The reason for this was "tradition and inheritance from ancestors". In Taipei, where there are rarely solitary houses and most of the houses are apartments or condominiums, many people may use the Tiechuang Hua as a way to show the characteristics and identity of their houses. This may come from a "sense of security" that expresses one's presence in the community.

In this way, Tiechuang Hua is one of the important elements to understanding the relationship between the city and human emotions like "security" and "safety," in Taipei.
