Japanese always say "Sorry I can't speak English". BUT THEY REALLY CAN DO.

日本人はよく「すいません、英語できません」と言う。でも、本当はできる。

What they really want to say is, "Sorry I can't speak English correctly".  Incorrect grammar, strange accents, or some misunderstanding the other person's English. They, in fact, just want to avoid to be ashamed by some mistakes.

彼らが本当に言いたいのは、「すいません、英語をじょうずにできません」ということだ。文法が間違ってるとか、発音が変とか、あと相手の英語を勘違いしたりとか。彼らは、実際には、ミスって恥をかきたくない、と言ってるだけなのだ。

Of course I know, we Japanese pronounce computer as 'konpyuutaa', McDonald's as 'makudonarudo'. But does it a big matter? 

もちろん、われわれ日本人が「コンピューター」や「マクドナルド」の発音を間違えていることも知っている。けどそれってそんなにマズいことかな？

Indians speak Indian accented English. Singaporeans speak English with a Singaporean accent.　Germans speak... It ’s a matter of course, isn’t it?

インド人はインドなまりの英語を話す。シンガポール人はシンガポールなまりの英語を話す。ドイツ人は... 当たり前の話だよね？

African Americans may also use special grammars such as "you was".

また、アフリカ系アメリカ人は「you was」などの特殊な文法を使うこともある。

The difference between human race is definitely not a shame. Firstly, the American pronunciations of Ichiro and Shohei Ohtani are very weird.

人種における違いは、決して恥ではない。だいいち、イチローや大谷翔平のアメリカ発音もそうとう変だしね。

Cause I speak incorrect English sometimes. Even this article also has many mistakes of grammar, maybe. 

I am Japanese. I use J-English. 

だからおれは間違った英語をときどき使う。この記事だって、文法とかいっぱい間違えてると思う、たぶん。

おれは日本人だ。おれは和風英語を使う。
