●Decline in Japan's research capabilities

  In 2015, the School Education Law was revised and the authority of the University Faculty Council was largely killed. The university became a "stock company-like" top-down organization with authority concentrated in the president and chancellor. This was supposed to make the university's organizational management revolutionarily more efficient. Perhaps "efficiency" was achieved. But the result was a "selection and concentration" that reduced personnel, cut budgets, and allocated funds only to research programs that were likely to be successful in the short term. But the result is this bottomless decline in research capacity. How do those who have led educational reform sum up this miserable result?

That is a rhetorical question, and I know the answer. I know the answer, which is that there was not enough reform. The government's policies were 100% correct, but they did not achieve the desired results because of the stubborn and perverse teachers and staff on the front lines who resisted their implementation. Therefore, the authority of the top management should be further strengthened and the right of self-discretion should be taken away from the frontlines. If only yes-men who faithfully follow the agenda of the top management are employed, and those who oppose the agenda are eliminated, Japan's research capability will recover in a V-shape. As long as those who believe so remain in key policy-making positions, the decline of Japan's research capabilities and the democratization of universities will not stop.

集団ストーキングは別名を「ソロ・ホロコースト」という緊張感を強いるような表現をされることがあります。私も体験するまでは、名前だけは聞いたことはありましたが、正直のところ6割は信じていない程度の認識でした。

NPOの専門家に「集団ストーカー」と指摘されたのは2年程も前になります。ご指摘を受けてから、「何とかしなくては」とあれこれ行動を起こすのですが、今考えると休みがちでのんびりしたものだったと思います。頭では理解していても、真に受けてはいないという感じだったかもしれません。「急速に拡大する」「最後まで行われる」とその特徴を伝えられました。「最後」とは何か。身動きが取れなくなって、部屋に引きこもりになり、そこれでも止まることはないというご説明を受けました。

事実を記述し、公開するというのは、その後に起こるであろうハレーションを考えると緊張を強いる行為です。書く人間にも大きな痛手を負わせるのが、周知の大きな難関になっています。それら含めたシリアスな性質は、事実の衆知という行為自体に伴うものですので、ある程度の深刻さはどうかお許しいただきたいと思います。

私は社会的には底辺に属する立場です。ここでは周知するという立場であり、騒動は昨日、今日、始まったことではなく、社会に拡大されてきましたので、不調法を押して記述したいと思います。敬意は欠かさないように注意しながら。

また、皆様とはコンセンサスの共有に大きな壁が立ちはだかっています。私は一次ソースのURLを知りません。皆様のご反応を確認して、応答することができません。ストーカーのかたに提供されている情報群とそれによって展開されている世界観、歴史観は私のものとは一致はないでしょう。これをコインテルプロと言います。しかし、残念ながらそこには事実が含まれ、不信を買っていることと思います。それについてはSNS上に半永久的に漂い、私は人生で背負っていくしかないと思っています。

現在進行中の集団ストーカーには前段があり、その期間は集団ストーキングよりも長期に及びます。集団ストーキングは3年近く、騒動自体は前段を含めてますと、かれこれ8年になります。ますが、その発端から現在まで中心となって指揮、扇動されてきたのが内田樹先生となります。

個人的には、どの考察よりもはみ出すことのない、もっとも端的で包括された表現だと感じてきました。集団ストーカーが開始される以前からの考察です。

それは、私に強い同意や、時には強烈な一致を見る思いと、信じがたいような違和感が衝突するような感覚を呼び起こしてきました。騒動が始まる前、私は内田先生の愛読者でした。日本を代表する識者によるご著書を次々読破していくような季節を持っていました。映画批評の書籍は第一作目ではなかったでしょうか。一方的に共感を持たせていただいたのを覚えています。

先生の洞察には、騒動の第一者の主観でありながら同時に第三者の客観性という困難な両立を見ることができると思います。

では、その変遷をご紹介してまいりたいと思います。

(特に私に対するメッセージと思われる部分を抜粋)

相模原の大量殺人事件のもたらした最大の衝撃は、植松聖容疑者が事前に安倍晋三首相宛てと大島理森衆院議長宛てに犯行を予告する内容の書簡を届けていたことにある。

自分の行為が政権と国会多数派には「好ましい」ものとして受け止められ、権力からの同意と保護を得られるだろうという期待をこめたものだった。逮捕後も容疑者は「権力者に守られているので、自分は死刑にはならない」という趣旨の発言をしている。

もちろん、これは容疑者の妄想に過ぎない。けれども、何の現実的根拠もない妄想ではない。彼の妄想形成を強化するような現実が今の日本社会内部にはたしかに存在しているからである。
アナウンサーの長谷川豊は事件の直後の2016年9月に自身のブログに「自業自得の人工透析患者なんて、全員実費負担にさせよ!無理だと泣くならそのまま殺せ!今のシステムは日本を亡ぼすだけだ!!」というタイトルの記事を投稿した。

重篤な病人や障害者に対する公然たる差別発言にはまだ一定の社会的な規制が働いており、有名人の場合には、それなりの批判を受けて、社会的制裁が課されているが、在日コリアン、生活保護受給者やLGBTなどの社会的弱者に対する差別や攻撃の発言はほとんど何のペナルティもないままに垂れ流しされている。

際立つのが片山さつき議員で、生活保護受給者は「実質年収4百万円」の生活をしているという無根拠な都市伝説の流布に加担して、生活保護叩き発言を繰り返してきたが、最近も捏造投稿に基づいてNHKのニュース内容にクレームをつけて、生活保護受給者が社会福祉の「フリーライダー」だという世論の喚起に励んでいる。もちろん、本人がそう「信じている」という信憑の問題もあるのだろうが、「そういうこと」を公言すると選挙で票が集まるという現実的な打算も同時に働いているはずである。

アメリカではドナルド・トランプ大統領が「弱者叩き」の代表格である。「ラストベルト」のプア・ホワイトたちの輿望を担って登場したはずのトランプだが、就任後実施された政策は富裕層への厚遇措置ばかりで、移民排斥や、海外企業の国内移転への圧力などの「雇用対策」は今ここにいる社会的弱者のためには何の利益ももたらしてはいない。

今の日本で起きている「弱者叩き」はアメリカ原産のリバタリアニズムが日本に漂着し、日本独特の陰湿なしかたで退廃したものだと私は理解している。

他者からの同情や公的支援を当てにしてはならない。医療保険制度はいらない(医療は「サービス」なのだから金を出して買え。金がないやつは死ね)。公立学校も要らない(教育は「サービス」なのだから、金を出して買え。金がないやつは働いて学費を稼ぐか、有利子で借りろ)。社会福祉制度はいらない(他人の施しがないと生きていけないやつは死ね)と、ずいぶん非人情ではあるけれど、バケツの底が抜けたように「あっけらかん」としている。

しかし、さすがに日本では(心ではそう思っていても)そこまでは言い切れない。居酒屋のカウンターで酔余の勢いで口走ることはあるだろうが、公的な立場ではなかなか口にはできない。

その不徹底をとりつくろうために、日本的リバタリアンは「排外主義」的イデオロギーを装飾的に身にまとう。そして、貧乏人も、病人も、障害者も、生活保護受給者も、みな本質的には「外国人」であるという摩訶不思議な理説を噛ませることで、話のつじつまを合わせようとするのである。

植松容疑者がこれは「日本のために」したのだとか、「社会が賛同するはずだった」とかいう自己弁明を繰り返し、「国益を害するものたち」を「処分」する「官許」を首相や衆院議長に申請したことには論理的には必然性があったのである。彼は自分が「○○○リバタリアン」という政治的奇形物であり、現在の日本の政界の指導者たちの多くが程度の差はあれ自分の「同類」だと直感していたのである。

【『GQ』の原稿、4500字をリタッチ。共謀罪の話。これ先月号にも書きませんでしたっけ?まあ、いいや。機会がある限り「共謀罪のどこが問題か」は書いておかないとね。僕が恐ろしいのは「国内に国を滅ぼそうとしているたくさんの人々が共謀の機会をうかがっている」という法制定の前提です。

処罰のおそれも報復のおそれもないと知るといくらでも卑劣にも暴力的にもなれる人間がこの世には一定数存在していることを僕は経験的に知っています。ふつうの市民社会では出番がない彼らですが、共謀罪は彼らに「政府がオレたちの活躍を期待している」という錯覚をもたらします。

(続きです)【もちろんこれは妄想に過ぎせんけれど、妄想に燃料を備給したのは、ヘイトスピーチや生活保護受給者への罵倒や「病気は自己責任」論や嫌韓・嫌中本であり、特定秘密保護法や共謀罪の前提にある「国内に反日勢力がうじゃうじゃいる」という現実認識です。それらはリアルに今ここに存在しています。

上からの一連の流れから「嘘も百回」や「印象操作」「子ども」といった言葉が文脈を知る人たちから上ります。

共謀罪について、『権力者の全能感が見える』の文章。
権力者が全能感を覚えるのは、不合理で、不適切なことをしても誰もそれを咎(とが)めない時である。だから歴史上の独裁者たちはまったく無意味な苦役をその臣民に強いることで、おのれの全能を確認しようとしたのである。


そして、
〇 【朝稽古だん。共謀罪は採決されました。この法律によって政府は「気に入らない人間をいくらでも拘束できる法律」を手に入れました。共謀罪に賛成の議員たちの多くが「理想郷」として思い描いているシンガポールに一気に近づきました。 】

法の執行機関と制定機関が同一であるような同一形態のことを 『独裁』というわけですから】


テレビを通じたメッセージは、多くの賛同を得る一方、「権力の私物化」「個人攻撃」「悪意と憎悪」といった批判も受けます。


●文章アップ後の反応。

現在から約1年10ヶ月前になりますが、当時の反応も記しておきます。この文章のテレビ出演の流れから説明を求められる交信は、他の方の助力もあって、後に先生から事実確認をいただきました。ただし、3日後には否定のメッセージが散見され出します。

ホロコースト虚偽説を描いたDenial という映画があります。歴史修正主義はどんな妄説も、その正否にかかわる論争に持ち込みさえすれば、それなりの学問的根拠があるように見えることを利用する、という実話の映画化。歴史修正主義は「両論併記に持ち込んだら勝ち」なんです。

(続きです)【Denial の邦題は「否定と肯定」。いきなり「両論併記」に持ち込んで歴史修正主義者に軍配をあげてしまいました。配給会社は映画を観ないでタイトルを作ったのか、悪意があったのか、どちらか?でも、この「両論併記」による迂回的な妄説支援はどうやら今の日本のメディアの常套手段であるようです。】

このテーマは、ギャングストーキングが始まる以前から、多くのかたから批判が上がっていたもので、批判する方のメッセージ、対する内田先生のメッセージの応答は他の記録でも取り扱ってきました。

内田先生のメッセージです。
今の日本のメディアは「言論の自由」の名において「権力のある人間」「声のでかい人間」が言論の場を支配することを無批判に看過しています。常識の名において「いい加減にしなさい」と良俗に反する言葉をたしなめることもメディアの仕事のうちだとは思いませんか。

(続きです)【今の日本医決定的にかけているのは「常識」だと思います。「それは非常識だ」という判断が現実的な抑止力にならない。法律に基づかないと、あるいは実力による禁圧がないと「非常識な言動」が抑止できない社会は「野蛮な社会」です。

‟悲しいですが、本邦は古から「いじめればいじめるほど、成員は言われるがままになる」という手段が効果的なんでしょう。

対して内田先生のメッセージです。

これはほんとうにその通りですね。政治家がどれほど理不尽なことをしても「この人は理不尽なことをしても罰されないほど権力があるからそうしているに違いない」と国民は推論してくれる。だから「威張れる立場になるためには威張ってみせるのが一番効果的」という経験則が通用してしまう。

若い経済学者が高齢社会対策として高齢者の「集団自決」を求めた発言がニューヨークタイムズに大きく報じられた。
【「権力者支配(powercracy)」「パワークラシー」は違う。権力者の正統性の根拠が「すでに権力を持っている」ということだからである。

「パワークラシー」の国では、権力者批判が許されない。権力者を批判できるのは、権力者だけだからである。

わが国が「パワークラシー」の国だと考えると、当今の権力者たちの異常な言動が理解できるはずである。彼らの非論理性や非倫理性は、別に何らかの政治目的の達成のために採択された非情な手段ではないのである。権力者であるために必要なのは、卓越した政治的見識を持つことでも、雄弁の才に恵まれていることでも、人心掌握に長けているからでもなく、「現に権力的にふるまっている」という既成事実だったのである。

 だから、彼らは自分たちが「法の下の平等」から除外されていること、「非常識」という評言が自分たちには適用されないこと、他人に無用の屈辱感を与える権利があることを繰り返しアピールすることになる。
まことに困ったことに、「パワークラシー」の国では、権力者だけでなく、権力を持たない一般市民までがその影響を受けて、「権力者であるような顔つき」を競うようになる。】

答えは簡単と言えば簡単なのです。反ユダヤ主義とパレスチナ問題は同根の問題だからです。これを生み出したのはどちらも「他者との共生を拒む心」ですそのような弱い心情に人が屈する限り、同じ種類の問題は無限に再生産されます。「理解も共感も絶した他者とも共生し得るような人間になること」、それ以外の解決法はありません。

後者のテキストに関しては、すこしわかりにくかったかもしれません。また、コンテクストに依拠する度合いの高い日本の言語、それの機械翻訳(私がするすると英訳できればいいのですが…)を考えると、「ほのめかし」の意味もダイレクトに伝わりにくいかもしれません。ですので、私が伝わりやすいように(注)を付けていきたい思います。日本で騒動を古くから知り、内田先生のメッセージを読んできたかたには、こちらはさほど難度は高くなく、しっかりとした間主観性があるものだと思います。どのメッセージも内田先生の騒動への指令としては頻出しているものです。また、一読して簡単に注目部分を傍線を引いて行ったのですが、新たに詳細に引き直していきたいと思います。
これでご理解の一助になりましたでしょうか。内田先生には、「ハラスメント」(内田先生曰く)を長年受けている身とはいえ、また、皆様に事件を周知する立場とは言え、「ほのめかし」を解説するというご無礼をどうかお許しいただいと存じます。

内田先生は、大学の理事長やそのほか多数の組織で重要な役職に就かれ、教科書にもその文章が採用されるような日本を代表する知的エスタブリッシュメントだというのは、多くのかたがお認めになるところだと思います。もちろん私もその一人です。その特権的なお立場が示すように、日本を善導するコメントやテキストを残されています。そのような立場に立つかたがなぜ、世界や日本を表向きとは逆の方向(上述「瓦解」「死」「新しいナチス」「不寛容」「退行」「憎しみの連鎖」、私との応答でご確認いただいたのが「朝鮮人虐殺」の志向です)に導くような指導をされるのでしょうか?
お手数をおかけして恐縮ですが、ご教示いただけますよう何卒よろしくお願い申し上げます。


●『愛と幻想のファシズム』再読

【しかし、何よりも私が驚いたのは、メディアからは「ファシスト」と呼ばれ、アメリカを相手に戦いを挑む主人公鈴原冬二の思想が現代の「加速主義」そのものだからである。え
 加速主義というのは、アメリカに発生したポスト資本主義を望見する思想で、シリコンバレーの若手ビジネスマンたちの間では支配的なイデオロギーとなっていると聞く。
 資本主義はもう限界に来ている。しかし、人権擁護や政治的正しさや環境保護を言い立てる人々の干渉で、資本主義はいくぶんか「耐えやすい」ものになり、そのせいでむしろ延命している。それよりは一気に資本主義を終わらせる方がいい。そのためには社会福祉制度や保険制度を廃止し、医療も教育も商品化して金がない人間は受けられないようにする。そうやって、弱い個体を淘汰し、生き残ることができる強い人間たちだけでポスト資本主義の新しい世界を構築するという冷酷でハードな考え方である。
 この思想を鈴原冬二はそのまま口にしている。
「大切なのは、人間があまりに動物から遠く離れてしまったということだけだ。人間は、ただの動物だ。(...)俺は、人間を動物へと戻す。」「幸福にならなければならないという妄想が奴隷達を苦しめている」だから、「日本を一度徹底的に破滅すればよい」と鈴原はつぶやく。
 この破壊的なイデオローグに多数の日本国民が拍手喝采を送り、彼の支配を懇請するようになるというこの小説の展開に現代日本人はもうそれほど違和感を覚えないだろう。少なからぬ数の日本人たちはすでに「人権や政治的正しさ」を嘲り、弱い個体は野垂れ死にすればいいと揚言する政治家たちに拍手喝采を送っているからだ。彼らは自分たちのことを「生き残ることのできる強者」だと信じているのか、それとも絶望のあまり「死なばもろとも」と念じているのか、いずれであろうか。

ご紹介は以上となります。
上記のテーマ「前近代のパラダイムへの後退」は、一番最初にさせていただいたご質問のなかで、その中心としてまとまっているかと存じます。

●複雑系と破壊のよろこび

【(政治やビジネスの世界と、社会的共通資本の間には、乗り越えてはならない厳然たる境界線がある。その常識をある時期から日本人は放棄してしまった。たぶんわずかな入力で長い間続いていた堅牢な制度が激変するのを見ると(自分がその被害者である場合でさえ)、ある種の全能感のようなものを感じるのだろう。  私は合気道の師の多田宏先生から「破壊することは、創造するときに要する力の100分の1でできる」と教わった。だから、全能感を手早く求める者は必ず破壊に走る。先生の教えはそう続いた。
 破壊することで得られる全能感に淫する人が今の世界にはあまりに多い。年頭に師の教えを改めて肝に銘じたい。 】

●ウクライナ危機と「反抗」

(※ウクライナ侵攻のおける「【ウクライナ】=私、【ロシア】=先生」という絵図はよく使用されていました。)

 ウクライナへのロシア軍の軍事侵攻が始まってから、いろいろな媒体から意見を求められた。

それが今回はまったく様相が違う。これまでとは違うことが起きているということを誰もが感じ取っているのである。

 アルベール・カミュは『反抗的人間』という長大な哲学書の冒頭に、同じような出来事が続いても、ある時に「何かがこれまでと違う」と直感すると人間はそれまでにしたことのない行動をすることがあるという話を記している。主人の命令につねに唯々諾々と従ってきた奴隷が、ある日突然「この命令には従えない」と言い出すことがある。「今までは黙って従っていたが、さすがにこれには従えない」と言い出すのだ。

(※【アルベール・カミュ】【『反抗的人間』】は先生が頻出されるワードになります。だれでしょうか…)

 これは今のウクライナとロシアの関係を言っているようにも読める。でも、ここでカミュが書いているのは、領域侵犯行為に対して、人が反抗を選ぶのは、単に「もう我慢ならない」という感情に衝き動かされているだけではないということである。これを受け入れてしまうと、自分ひとりでは弁済し切れないほどのものを失うと感じた時に人は反抗を選ぶ。それがカミュの考えであった。

 自分ひとりが屈辱に耐え、苦痛を甘受すれば済むことについてなら人は必ずしも「反抗」を選ばない。「私一人が苦しめばそれで済む」と思えるのなら、権利侵害を受け入れることは心理的にはそれほど難しくない。私ならそうするかも知れない。だから、人が死を賭しても「反抗」を選ぶのは、ここで権利侵害を受け入れたら、それによって失われるのはその人ひとりの権利や自由ではなくなると感じるからである
 カミュはこう続けている。
人が死ぬことを受け入れ、時に反抗のうちで死ぬのは、それが自分個人の運命を超える『善きもの』のためだと信じているからである。人が自分が護っている権利を否定するくらいならむしろ死ぬ方を選ぶのは、その権利を自分自身より上に位置づけているからである。人がある価値の名において行動するのは、漠然とではあっても、その価値を万人と共有していると感じているからである。」(Ibid., p.425)
 そうだと私も思う。だから反抗的人間は孤独ではない。その反抗の戦いを通じて、潜在的には万人と結びついているからである。
 
 でも、もしいまカミュが生きていたら、ウクライナで戦っている人たちやあるいはロシア国内で投獄のリスクを冒しながら「反戦」を叫んでいる人たちは必ずしも「愛国心」からそうしているのではないと言うだろうと思う。彼らはそれよりもっと上位の価値のために戦っているのだ、と
 愛国心のための行動と、それよりもっと上位の価値のための行動は、外見的にはよく似ている。ほとんど見分けがつかないほど似ることもある。

 私たちは他国の人が愛国心を発露しているのを見せられても、ふつうは特段の感動を覚えない。「ああ、そうですか。そんなにお国がお好きなんですか。よかったですね」とにこやかにスルーするか「愚かな。空疎な幻想に取り憑かれてしまって」と冷ややかにスルーするか、どちらかである。
 だから、いまウクライナやロシアで「反抗」の戦いをしている人たちの動機を「愛国心」だと私は解さない。それより「上位の価値」のために彼らは戦っているのだと思う。
 私たちが反抗の戦いをしている人たちから目が離せないのは、彼らがその戦いを通じて、遠く離れた、顔も知らず名前も知らない私たちの権利をも同時に守ってくれていると感じるからである。だから、彼らを孤立させてはならないと思うのである。
 たしかに不合理な話である。
 でも、この反抗者たちが敗れたときに私たちが失うのは小麦やトウモロコシの輸入量とか天然ガスの供給量とかいうレベルのものではない。もっと本質的な何かが失われる。そのことを私たちはたぶん直感的にはわかっているのだと思う。

(※ 美しく引き込まれる理説ですね…そして、先生のロジックは一貫していて理解しやすいと思います。
(先ほどは、おそらく海外の皆様にはご非難を受けたかもしれません。失礼しました。昨日のこの文章が頭の中では鳴っていました。読んだものが影響として出てしまうことがあります。)

(日本と海外のかたでうけとりに大きなギャップがあることをお聞きしています。私もギャップを埋めるべくいろいろとつまずきつつ足搔いていますが、先方の報道メディアを通して主張するとことは、先生の前述の例に従えば、ロシアの報道でゼレンスキーが主張を唱えるということになるのかもしれません。

皆様には私が憎悪の対象となっているかもしれません。一方で当事者間、つまり先生と私の間では騒動の見方は一致していると言っていいでしょう。私は、先生がノイズなく綴る洞察にねじれた共感と信じがたい違和感を覚えてきました。もっとも客観的かつ包括的な見方のひとつであると。ですが、今の状況は、それ以外のかたが逆とも言えるビジョンを通して見ているというこです。私の言葉がことごとく通じなくなっていますというのは、そういうことなのかもしれません。「超能力」問題も同様にあるかもしれません。現実に暮らす当事者間はお互い納得づくで、あるいは抗議しながら、同じ理解を共有していますが、メディアでは別の情報が供給されていると見ることができるよう思います。先生の例をお借りすれば、ロシアとウクライナの国内では同じ歴史観でこの「侵略戦争」をとらえています。でもそれ以外の国々が「ウクライナがナチス」というコンセンサスで統一されているになっていると譬えられるかもしれません。

私はひとつのヒントになるのが、先生のテキストにある感覚は皆様の中にいつ存在したのか、という問いであるのかもと考える時があります。おそらく皆様がこの騒動に出会ったときに抱いた違和感と一致しているのではないかと、見えないながら想像します。人間の認識が簡単にゆがむのは私自身ネットでよく経験することです。自分の不出来を脇に置いて考えると、ゼレンスキーはどうすれば、ロシアの国営放送を通して皆様に主張を認めてもらえるのかと、考えると容易くはない話です。別の物語が存在して、それは他の誰でもない当事者が当事者を記し、当時を知る第三者のご確認をいただきながら進んでいるこの記録にある。それを知っていただきたいという気持ちでやっています。)

●危機の危機

『新潮45』という雑誌が以前存在した。ある時期から極右的な論調に変わって、質の悪い記事を掲載するようになってそのうち廃刊になった。まだまともな雑誌だった頃にはよく長いものを書かせてくれた。

危機いうのはね、あれは二〇世紀に入ってから、はやりだしたんよ」と言われて、「おおっ」と思いました。

ところが、このとき幸福論が哲学の主題であることを止めて、代わりに危機論が前景に迫り上がってきた。そのときに、「どうして危機論がその時期に流行りだしたのか」その歴史的理由を二人であれこれ考えました。
 
 貨幣価値が長期にわたって安定していると、それ以外の時代には存在しえない階層が棲息可能になります。それは「高等遊民」という種族です。彼らが生き延びる条件が整うのです。
 このランティエの消滅こそが1910年代の危機の実相ではないか。

そういう意味では、レーニンも、ムソリーニも、スターリンも、毛沢東も、20世紀的な「大衆」の力に乗って出てきた政治家たちであるという点では「新興階層」の人々なのです。彼らはまさに旧時代の貴族たちをその「ノブレス・オブリージュ」のモラルごと蹴散らして登場してきたのです。
 貨幣と軍事力、それがこれからは国際政治の力学を決定してゆくのだという新たな社会観の前に旧世界の貴族やランティエたちが膝を屈します。

これまで彼らが独占してきた芸術や学芸や政治や科学や冒険や快楽が、リアルな実力を背景にした新興階層に次々と奪われていく。その救いのない被侵略感と被略奪感がおそらく「危機」という言葉を基礎づけた生々しい身体実感ではないか。僕はそんなふうに想像するのです。
 
 近代科学技術がもたらした大量殺戮というトラウマ体験、国民国家間の全面戦争を抑止してきた貴族たちの超国家的連帯の喪失、知的なイノベーションを担っていた階層の没落と貪欲な「大衆」の出現・・・これらの与件全体を俯瞰すると、たしかにこれがいちどきに現実化したのは「危機」と称するにふさわしい事況だったと言えそうです。

 爾来、このときに原型が作られた「危機」的状況は、様々に意匠を変えながらではありますが、ここ100年の間、同一の構造を維持してきたように僕には見えます。ごくおおざっぱな言い方を許してもらえれば、この100年間、思想のたたかいは、世界を単純な論理や図式で「正邪、理非、善悪」の二元論で割り切ることをめざす「敵をつくる思想」と、個人と集団の奉じる多様な価値の共生を受け入れる「敵をつくらない思想」が拮抗してきた過程として見ることができる。そう僕は思います。戦況は一貫して「二元論」的、対立的な思考とそれが分泌する他責的で攻撃的な語法が優勢で、「いろいろあっても、いいじゃないか」的な寛容の思考を壁に追い詰めつつあります。「敵をつくらない思想」は今や土俵際で「徳俵」に足の指をかけて、全身を弓なりにして必死に耐えているといった状態が続いてきています。

 このような全体的趨勢の中で、メディアの語り口はほとんどつねに「正邪、理非、善悪」の二元論に寄り添ってきました。その定型的な語り口のせいで、たしかに一時的には、世界の見通しはよくなったように思えます。けれども、このクリアカットな思考は、「うまく説明できないもの」を嫌います。そのようなものは存在しないことにするか、存在するが観察や分析には値しないものとして、テーブルの上から掃き落としてしまう。それを繰り返しているうちに、世界の現象のうち「うまく説明できるもの」だけがテーブルの上に残り、「うまく説明できないもの」が足元にうずたかく堆積するようになった。たしかにテーブルの上を見る限り、話はたいへんすっきりしている。すっきりし過ぎるほどすっきりしている。でも、足元にはテーブルから叩き落とした不定形のものが、行き場を失って、粘ついた汚物のように堆積し、私たちの足に絡みついている。その不快が逆にますます「話をすっきりさせたい」という私たちの無謀な欲望を亢進させる。

 私たちの時代の病は、あらゆる領域で、「フラット化」志向というかたちで発現しています。政治の領域での「フラット化」はたいていの場合、「問題は非常に簡単である」というワーディングを枕詞にして語り出されます。ある制度なり、慣習なり、法律なり、集団なり、さらには個人が本態的に邪悪であったり、無能であったりするために、私たちの社会はこれほど不幸になっている、だから、「諸悪の根源」を特定し、それを摘抉するならば、すべての問題は一気に解決し、私たちの社会は「原初の清浄」を回復するであろう、と。

 この政治的説話は大衆に対してつよい魅力を発揮しています。わが身の不幸を説明することに困難を覚えている人々にとって、「悪いのはあいつらだ」という有責者の名指しほどフラストレーションを緩和してくれるサービスはありません。現に、私たちの社会における政治的ヒーローたちは「『悪』に対する過剰な攻撃性」によって高いポピュラリティを獲得しています。「語り口が穏やかである」とか「考えが深い」とか「反対者に対して忍耐づよく説得を試みている」といったことを政治家の美質に数える習慣をメディアはほぼ完全に放棄しました。そのような文言を僕は久しくメディアで見聞したことがありません。メディアを徴する限り、今政治家に求められているのは、何よりも「スピード感」であり、「わかりやすさ」であり、「思い切りのよさ」のようです。

 たしかに、そういう人たちはテーブルからてきぱきと「ゴミ」を掃き落とすことは得意でしょう。でも、「掃き落とされた人々」は(強制収容所に幽閉するか、粛清するかしない限り)、結果的には、その政治家の掲げる政策を失敗させるためにしか行動しません。
短期的なコスト削減策が、長期的には巨大な損害を生み出した実例を私たちは福島の原発事故で学習したばかりのはずなのに。
 
知性の深みや、ひろびろとした展望や、人間的器量の宏大さを感じさせてくれるような言説に触れる機会はますます減っています。僕はそれこそがこの時代の危機のもっとも危機的な徴候ではないかと思います。

「危機だ、危機だ」と警鐘を乱打することは少しもむずかしいことではありません。「危機はここにある」と名指すこともそれほどむずかしいことではありません。でも、「危機を回避するために、人々が知恵を出し合い、手持ちの資源を分かち合うための対話と相互支援の場をどうやって立ち上げるか」という実践的な問いに答えることはむずかしい。たいへんにむずかしい。そのような場を立ち上げるためには、何よりも他者に対する寛容と想像力が必要なのですが、まさに「寛容と想像力」の必要を訴える言葉がどこでも聞かれなくなったという当の事実が、つまり危機を回避するためのただ一つの道を人々が寄ってたかって塞いでいるという悲しむべき事実こそが、この社会の危機の実相なのだと僕には思われるのです。

●現代における信仰と修業

 私が研究していたのはエマニュエル・レヴィナスというフランスのユダヤ人哲学者である。リトアニアに生まれ、フランスとドイツで哲学を学び、ホロコーストを生き延び、タルムード解釈学を相伝され、その学知によって崩壊寸前だったフランスのユダヤ人共同体の精神的導師となった人物である。

「1944年の今日7月20日は、ヒトラーの暗殺未遂事件があった日。軍の一部の将校らがナチス支配に対抗し、クーデターを試みました。結果は失敗におわり、この事件に関わったとされる多くの人が処刑されました(画像)。そしてその中には、外務省の職員も13名いました。」】

 私が研究したレヴィナスという人は先の大戦で応召したのち、捕虜となり、捕虜収容所に終戦まで収監された。戦争が終わってみると、リトアニアにいた親族のほとんどはアウシュヴィッツで殺されていた。帰化した第二の祖国フランスのユダヤ人共同体は崩壊寸前だった。

 そういう人たちに向かってレヴィナスはこう語った。では訊くが、あなたがたはこれまでどんな神を信じてきたのか? 善行をするものに報償を与え、悪行をするものには罰を下す「勧善懲悪の神」をか? だとしたら、あなたがたが信じていたのは「幼児の神」である。

 ホロコーストは人間が人間に対して犯した罪である。人間が人間に対して犯した罪の償いや癒やしは神がなすべき仕事ではない。神がその名にふさわしいものなら、必ずや「神の支援なしに地上に正義と慈愛の世界を打ち立てることのできる人間」を創造されたはずである。自力で世界を人間的なものに変えることができるだけ高い知性と徳性を備えた人間を創造されたはずである。

 レヴィナスはこの峻厳なロジックによって、戦後いったん崩れかけたフランスユダヤ人共同体を再建した。二十代の私はこのレヴィナスの複雑な弁神論につよく惹きつけられた。信仰を基礎づけるのは市民的成熟であるという言葉は私がそれまでどの宗教者からも聞いたことのない言葉だったからである。  

 最後に個人的なことを書く。レヴィナスの哲学と合気道修業の間に二十代の私が「同じもの」を感じたまま、その内在的連関を言葉にできなかったと書いたけれど、四十年も同じことを繰り返していると、さすがに少しはわかってきたことがある。
 それはこのどちらもが人間の生身感覚の上に構築された体系だということである。
 
 そして、なるほど私は成熟を遂げたのだという成熟のありありとした実感を最終的に担保するのは理知や概念ではなく、生身なのである。幼児のときには見えなかったものが見え、聞こえなかったものが聞こえ、判別できなかった香りや味がわかり、かつては感知できなかったものの接触や切迫がありありとわかること、それが成熟するということである。霊的成熟とは徹底的に身体的な、誤解を怖れずに言えば、生物学的な経験なのである
 レヴィナスは「生身を持つもの」にしか真の信仰を担うことはできないと教えたのである20世紀の戦争と粛清と強制収容所の痛ましい経験からレヴィナスが学んだのは、悪とは「スケール」のことだということであった。生身の人間の尺度を超えたスケールで「人間的な社会」や「人間的価値」を作り出すことはできない。それがわかったときに、レヴィナス哲学と武道の内在的な関連が私にも少しだけ腑に落ちたのである。


●『撤退論』まえがき

今回は「撤退について」という主題での寄稿依頼です。まずは編集の趣旨についてご説明致します。

 というのも、国力が衰微し、手持ちの国民資源が目減りしてきている現在において「撤退」は喫緊の論件のはずであるにもかかわらず、多くの人々はこれを論じることを忌避しているように見えるからです。「撤退する日本はどうあるべきか」について衆知を集めて論じるという機運が高まっていない。

 僕が「撤退」と言っているのは、具体的には、この国力衰微の現実に適切に対応するということです。痩せて腹回りがへこんだらベルトのボタン穴を一つずらすとか、寒気がするので厚着するとか、そういう種類の、ごく非情緒的で、計量的な問題です。にもかかわらず、そのことが制度的に忌避されている。どうしてなんでしょう。

 システムを補正し改良するということはシステムに瑕疵があったということを認めることからしか始まりません。でも、現在のわが国の為政者たちは「失政を絶対に認めないという」立場をこれまでかたくなに守り抜いてきました。そして、「誤りを決して認めない」という態度を取り続けることで長期政権を保ってきた。「決して失敗を認めないこと」が成功体験として記憶されている。だから、成功体験に固執する。
「撤退」をめぐる議論は、これまで採択されてきた政策の適否についての精密な点検なしには成り立ちません。どの政策がうまく行って、どの政策が失当だったか、それを吟味することなしには、議論は始まらない。でも、それは現在指導層を形成している人たちが「それだけは絶対にしたくない」ことなのです。

 第二の理由はもう少し複雑です。それは為政者たち自身も「日本はこれからどんどん衰微してゆく」ということは客観的事実としては認めており、その原因も理解しており、それに対する対策もすでに講じているのだけれども、そのプロセスを国民に対して開示する気がないということです。 
 喫緊の政治的課題が「目減りしつつある国民的資源を誰にどう分配するか?」ということであることもわかっている。
 ですから、当然にも自分たちなりの「撤退戦略」をすでに構想している。それくらいの知恵がなければ、政権は担当できません。でも、それについて公的な場面で話題にする気はない。というのは、それが国民資源のかなりアンフェアな分配をもたらす計画だからです。僕はそう思います。
 彼ら指導層のこれまで思考と行動のパターンを考えると、それは新自由主義的な「選択と集中」をさらに徹底したところの「強者にすべての資源を集中し、弱者は見捨てる」というものになるのだろうと思います。それ以外の解のために知恵を絞るほどの倫理性を僕は日本の指導層に期待しておりません。

 でも、「強者が総取りする」という「撤退」戦略を、パンデミックとインフレと貧困で人々が苦しんでいる状況下で公開したら大多数の国民の怒りを買うことは間違いありません。さすがに大多数の有権者の怒りを買ったら政権の維持が難しい。だから、それについては腹に納めて、黙っている。
 いかなる国民的議論も経ずに、政府部内では「撤退計画」はすでに起案され、着々と実施されている、僕はそう考えています。そして、ある日「ポイント・オブ・ノーリターン」を越えたところで、つまりもう政府主導の「撤退計画」以外の選択肢を採る可能性が失われた時点で、はじめて「日本は沈みつつありますが、生き延びる手立てはもうこれしかありません」という手の内を明かす。そういうシナリオができていると僕は考えています。それがどういう「シナリオ」であるかどうか、それは別稿で書きたいと思います。

 「多様性と包摂」という看板だけは掲げていますけれども、今の日本人は人種・国籍・言語・宗教・生活文化を異にする「他者」たちと共生できるほどの市民的成熟には達していませんし、そもそもそのような市民的成熟が緊急に必要であるということについての国民的合意さえない。そんな国が人口減を移民で補うことができるはずがありません。
 でも、今のままでしたら、「日本はこうやって撤退に失敗した」という「やってはいけない見本」を提示するということでしか世界の役に立たないということになりそうです。

大変僭越ですが、記録ですので事実を述べさせていただくと、今までは提出された後しばらくして、通常の動作にお戻りになられて現在に至るというのが私の認識になっています。

【「ジャンプ40年史の旅(後編)の巻」でも逸話が語られていました 】


先生のお言葉を拝借しますと「私たちは人間のかたちをした獣(human animals)と戦っている」ということに、見えておりません私は遅まきながら昨日身をもって気づくことができました。日々更新される「個人情報」をごらんになっている方には、完全には少なくとも、ある程度は浸透されている感覚かもしれません。
一方で、おそらくこの体験は、集団ストーカー被害に遭われる多くのかたが覚えのあるものかと思われます
(私のリポストです。他の被害者のかたのポストを英訳させていただきました)

「みんなの命を守らなければいけない。やらなければやられる」というような伝達情報も拝見いたしました。これを見たとき、皆様としては「どっちもどっちなのだろうが、リスクの低いほうを選ぼう」という結論に落ち着くかたが多いのではないだろうかと想像します。

しかし、理論的には奇妙です。日本の認識では「撤退」という言葉のニュアンスが感覚としてピタリとはまります。「撤退論」は2年前から頻繁にメッセージされ、しかもリスクの質を考えると、リスクの高低は変わらないはずだからです。

こちらも他のかたにご紹介していただいた記事ですが、数日前、ローマ教皇がウクライナに「白旗」の進言をアナウンスするということがありました。その際のゼレンスキーの反論をご紹介させていただきたいと思います。
「2500キロも離れた場所で、生きたい人と滅ぼしたい人の間を事実上仲介するような場所ではない」
集団ストーカー被害者の心情もきっとこういうものではないかと思われます。)


●憲法空語論

 今号は憲法特集ということなので、憲法についての私見を述べる。

「空語であるのが当然」であり、少し喧嘩腰で言えば「空語で何が悪い」ということである。
 あらゆるタイプの「宣言」と同じく、憲法も空語である。ただし、それは「満たすべき空隙を可視化するための空語」、「指南力のある空語」、「現実を創出するための空語」である。
 
 しかし、「人間は邪悪で愚鈍な度し難い生き物であって、これからも改善の見込みはない」というような言明は居酒屋のカウンターで酔余の勢いで口走るのは構わないが、公文書に書くべきことではない。というのは、いったんそのような人間観を公認してしまったら、これからあと、その社会の成員たちは「より善良で、より賢明な人間になる」という自己陶冶の動機を深く傷つけられるからである。

 全成員が邪悪で愚鈍で嘘つきであるような社会でも「生きていける」ように制度設計することはたしかに現実的であるかも知れないけれど、その制度がよくできていればいるほど、その社会の成員たちが「善良で賢明で正直」になる可能性は減じる。
 成員全員が邪悪で愚鈍で嘘つきであっても機能する社会があるとしたら、それは原理的には一つしかない。「神がすべてを統御する社会」である。神が万象を俯瞰し、成員の行動も内心もすみずみまでをも見通す社会なら、全員が邪悪で愚鈍で嘘つきであっても、社会は機能するだろう。でも人間は神ではない。

 だとしたら、次善の策としては「神の代行者」を任じる権力者が全成員を「潜在的な罪人」とみなして、その一挙手一投足を監視する社会を創る他ない。自民党の改憲草案を読むと、彼らがまさにそう推論していることが分かる。
「人間はすべて邪悪で愚鈍で嘘つきであるから、全権を持つ権力者が全員を監視しなければならない」という彼らの国家観と「憲法と現実に齟齬がある時は現実に合わせて書き換えるべきだ」という憲法観はまったく同型的な思考の産物なのである。

●『複雑化の教育論』をめぐるロングインタビュー その2

フィリピンの人がこう言っていました。「英語が母語同様に使えることはたいへんpracticalであるが、母語では英語と同じ内容が話せないことはtragic である」と。これはほんとうにそうだと思います。タガログ語では、政治や経済や学術について十分に語ることができない。そのための語彙がない。そのためのレトリックや複雑な構文が洗練されていない。「言語の植民地化」というのは、そういうものだと思います。宗主国からすれば、現地住民の創発性の「芽を摘む」ことが植民地支配においては必要だったわけですから、母語を痩せ細るに任せて、宗主国の言語を学ばせた。それは日本が朝鮮や台湾でやったのと同じことです。母語を使わせず、宗主国の言語を使わせることで、彼らの「母語のアーカイブ」へのアクセスを妨害した。でも、「母語のアーカイブ」に深く沈潜することが、新しいアイディアの発生にはどうしても必要なのです。

(私が現在の劣勢に変化し始めた頃、状況が見えない私は、空気が物理的に読めず、「なぜ、人権や国際法といった西側諸国の普遍的な価値が侵害されても許されるのか、そのロジックを教えていただけないでしょうか」と周囲の皆様に聞いて回っていました。その際の内田先生からのご返答になります。

これって「ルールを変えたければまずはルールに従って、ルールを変えられるほど出世してからやれ」「システムを変えたければまずシステムに順応して、システムを変えられるほど出世してから変えろ」と同じで単なる現状肯定主義なんです。


●選挙では誰に投票するのか?

 私はどの候補者についても私の政治的意見との完全な一致を求めない。かなり違っていても構わない。「私が個人的に暮らしやすい社会を作ってくれるかどうか」を基準にして私は選挙に臨むことにしている。極端なことを言えば、権力者が「内田に発言機会を与えない」「著書を発禁にする」「投獄する」というような命令を下した時に身体を張って反対してくれそうな人であれば誰でもよい。

 それでも、歴史を振り返ると、どういう政策が国を亡ぼすことになるのかはだいたいわかる。それは「わが国の本来の姿に戻る」ことをめざす政策である。わが国が「こんなありさま」になっているのは外部から異物が混入してきて社会を汚染したせいである。だから、その異物を検出し、排除すれば社会は「原初の清浄と活力」を回復するであろうというタイプの言説である。

 このタイプの妄想を信じた人たちによってこれまでたくさんの人が殺され、多くの価値あるものが破壊された。いまウクライナでロシアがしていることも、新疆ウイグルや香港で中国がしていることも、この「あるべき国の姿」幻想に駆動されているのだと私は思う。だから、これがいずれ両国の「亡国」の遠因になると私は思う。今は中ロどちらの国民も権力者に圧倒的な支持を与えているけれども、国民ひとりひとりが「わが国はいかにあるべきか?」よりも「これがほんとうに私の暮らしたい社会なのか?」と自問する習慣があれば、今あるような国にはなっていないはずである。

 だから私は「わが国の本然の姿はどうあるべきなのか」を論じない。そんなことを論じてもろくなことにはならないからである。それよりは「これがほんとうに私の暮らしたい社会なのか?」を問うようにしている。私は基本的人権が尊重され、市民的自由が守られる社会で暮らしたい。それだけである。国が貧しくてもいい、軍事的強国でなくてもいい。金があり、力があり、隣国から畏怖されているが、権力者におもねる以外に国民に生きる手立てがないような国では暮らしたくない。だから、「私が暮らしやすい社会」にしてくれそうな人なら誰でも私は応援する。

●安倍元首相銃撃の報に接して


 原稿を書き上げた直後に「安倍元首相が銃撃されて心肺停止」というニュースが飛び込んで来た。
 いかなる政治的立場にある人間に対しても、その活動を妨害するために暴力を用いることは絶対に許されない。「絶対に許されない暴力」の犠牲になった安倍氏に対しては、立場を越えてすべての国民がその無事を祈っていると思う。私はほとんどすべての政治的イシューについて氏の掲げる政策に反対してきたけれども、今はただ彼の健康の回復と政界復帰を願っている。

(※暴力のお話です。現在まで続いています集団ストーキングの情勢が劇的に変わったのが、「超能力」であったようにお見受けしています。ターニングポイントはあそこだったと思います。メモ書きの件が、大変な騒ぎとなり、私も皆様を驚かせたことを謝罪し続けております。これがなかったら、皆様の集団ストーキングへの評価も少しはかわっていたかもしません。あれから一年以上経ちますが、転がるようにここにいます。でも、あの当時、「連続殺人犯」容疑など含め、雑然と騒ぎが高揚したように思いますが、皆様に書いてきたことは、自己防衛を除き、その通りに実行しているとお約束することができます。アラートは毎日継続されてはおりますし、「怖い表情」など状況証拠が上がっていると思いますが、それが大きく見えるのは、ストーカーの報道の世界観です。ストーカーも私の発言そのように言うかもしれません。皆様には恐怖や不信感、不快感、そしてなみなみならないリアリティーを与えているかもしれません。私ももっとうまくお伝えする方法が見つかるといいのですが、バイアスを退けるのは意識だと言います。「私であれ、ストーカーであれ、誰であれ、騙されたくない」という意識でもって、内田先生と私、当事者間に何が起こっているか、見ていただければ、それだけでものの見方も変わってっ来ると思います。(糸井さんとの間に起こっていることは、申し訳ありませんが、アラートのやり取りの通りです)。

「なぜ、頬がこけて言っているのかlol」「以前と顔が別人のように老けている」「骸骨」…と揶揄されてきました。私には皆様との約束がありましたし、正直snsの反応もどうなるかわからないという思いでずっと黙っていました。ある朝、いつものように痛みで目覚めて、鏡の中の自分を見て、命の危機を感じました。
今日を含め何か月も、「内田先生、しつこいですよ」、「雷」、「原発」、「暴力」、その他の表象などのメッセージ群を提出し続けていますが、そうなる前のことです。

変容する自分の姿と、先生の日々のメッセージと合わせた時に、端的に「殺される、これは」と恐怖を感じた時から、防衛を開始します。

もちろん、日常であれば、二人の関係性を顧みれば不躾なご質問ですが、こちらは命が奪われようとている、そういう関係に転じています。あるきっかけから、先生の出すアラートによって「私が先生を攻撃をしている」というご批判がヒートアップするなか、私は先生にお問いかけをします。「ご自分が攻撃しながら、なぜ私から攻撃を受けているとアラートを提示し続けるのでしょうか」とお尋ねします。

それ以来、半年以上、毎朝私は目覚めてすぐ、「原発」の記号を出すのが日々の習慣になっています。そして、毎日10度以上、20度はいかないぐらいでしょうか、かなりの数に上るメッセージを出しています。

私は皆様のリアクションをご確認することはきません。これは不気味なのでしょうか、それともとくに気を払うようなものでもないのでしょうか…。事件が起こった時、当事者に対して「悪魔化」はメディアでは一般に必須のプロセスといえるかもしれません、「人以外」「悪魔」までいってますので表象的には最終形態まで行ってるのではないでしょうか。

多方、不思議に思っているのは、現実はこの構図とは逆で、いつしかこのプロパガンダとは転倒した状況が生まれています。私としては、自分のとれる数少ない対策として皆様に訴え続けているのですが、皆様には「暴力」の問題は、どのような受け止めになっているのでしょうか…こちらの注意書きはしばらくして、記録からは削除するかもしれません)

人間は主語を認識することが困難だと言います。記述の対象自体が残酷な場合、対象の加害者でなく、周知している被害者が皮肉にも炎上していしまうという事例を見るのはこれまで往々にありました。また、周知とは、攻撃を意味するものではなく、ただ事実をお知らせする行為です。私も書くことに意識が振り切られてご配慮が行き届かなくなるかもしれませんが、主客の転倒の可能性についてどうかご検討のほどよろしくお願い致します)

・騒動も長引くについて、インターネットでは問題も拡大され、子細に枝分かれしていくのは避けられないでしょう。炎上も集団ストーキングも多層的なレイヤーにおいて行われます。そういったとき、問題をその起源までさかのぼり、見極めるというという思考法があります。上辺の理解や扇情的な反応ではなく、問題を考えるうえで動機を目的を「騙されないため」の方法です。
拙稿『ABOUT IT』では、繰り返されてきたメッセージである「セクシャルハラスメント」を最初に置かせていただきました。ですが、事象を接近して詳細に見た場合には、先生とは別のやり取りがその前にありましたので、ご紹介させていただければと思います。

・私は依頼されて、ある映画コメントを推敲して再アップします。これが始点となります。日付を調べましたらもう9年前の出来事です。それが「失敗」というご反応をいただきます。それは提出したものに対しての評価ですから仕方がありません。私も皆様のお役に立てず残念でした。

そこで不調法な表現を許していただきますと、そこから内田先生が連日、私についての誹謗中傷といって差し支えのないメッセージが開始されることになります。驚いて、こちらとしては素直に謝罪を繰り返すのですが、先生はいったん沈静化、しばらくして緩やかに復帰されるということが起こります。先生のご反応と騒動の扇動を見て、これ以上のやり取りは難しいのではないかと考え、私は映画コメントをネットから削除します。

【二度寝から悪夢で目覚めるなう。〇〇くんと対談してたらフロアにいた人が「ウチダの話は聞くな」と絶叫し始め、「あの・・・そういうことは自分で講演会でも開催して、そこで言っていただけませんか」とお願いするのだけれど無視されて、ついカッとなってひどいことをしてしまってじっと手を見る夢。】【日頃抑圧されている暴力性が夢の中でリリースされてしまうのかな。】

こちのメッセージをいただいた私は、映画コメントを再アップしますが、同様のプロセスが繰り返されることになりました。)

 どれほど妥協の余地のない政治的対立であっても、その理非を決するのは「自由な言論」の審級であるべきで、それ以外の手段を私は受け容れない。そのことをもう一度繰り返しておきたい。
 けれども、この数年、日本社会で政治を語る言葉は年を追って「自由な」というよりは「節度を失った」ものになってきていた。そのことはみんな感じていたと思う。
 それでも、「暴力的な言葉」はただの「言葉」に過ぎない、言葉が人を深く傷つけることはない。そう信じていた人も多いと思う。でも、それは違う。
 罵倒や嘘やプロパガンダが言論の場を領するようになると、「聞き届けられるべき言葉」と「消え去るべき言葉」を判定する力が言論の場にはあるという確信を人々は失い始める。自由な言論の場の審判力に対する信頼が失われた時に、物理的暴力の持つ現実変成力への期待が膨張する。言論への信認が失われる時に、物理的な力だけが決定力を持つという忌むべき思想が人々の心に入り込む。このふたつはゼロサムの関係にある。

●国葬について

(※周知させていただきます。以下のメッセージは先生が騒動を通しても頻繁に繰り返されてきたメッセージになると言っても過言ではないと思います。私も何度も皆様に意味を同じくするメッセージをお知らせしてきました。立場の差を考えれば、非常に不躾ではありますが、ここに来るまでに9年の歳月を騒動に費やし、私すべてを失ってきました。集団ストーキングは始まる以前の周知は、先生の名前も匿名で行われていました。ただ、感情の赴くまま記録しているわけではありません。その文脈をお含みおきいただければ幸いです。
周知は行為自体が個人攻撃のように映るかもしれませんし、誰の内容がひどいのか、人間は主語が識別できないと言います。ですが、社会的に大きな影響を持つ公人的なお立場に関する情報は、ニュースがそうであるように公益にもつながる意味を持っています。その特権的なお立場自体がここでもテーマになっております。何卒ご理解のほどよろしくお願い致します。)

国葬についてはいろいろな媒体に寄稿した。これは「赤旗」に求められたコメントだったが、没になった。岸田首相が「安倍元首相ほどの悪ではなかった」というあたりがお気に召さなかったようである。
 
 まさか国葬への反対がこれほど高まるとは首相は予測していなかっただろう。法的根拠がなくても、国会の審議を経なくても、閣議決定で決めたことを国民は最終的には黙って受け入れる。安倍政権の8年間はまさにそれを証明してきた。岸田首相はその「成功体験」を真似ただけである。
 安倍元首相のふるった強大な権力はある種のループ構造になっていた。どれほど国民が反対しても、野党が反対しても、合理的根拠がなくても、彼はやりたいことを強行した。すると、国民は「そんな無茶ができるのは、それを裏付けるだけの強大な権力を有しているからだ」と推論した。そして「それほど強大な権力者であるなら抵抗しても無駄だ」という諦めの境地に至った。つまり「あれほど権力的にふるまえるのは、ほんとうに権力を持っているからだ」という人々の思い込みが彼の権力基盤だったということである。よくできた仕組みだ。

その通りだと思います。権力は「他の人がしたら処罰されることをしても自分は処罰されない」ことで確証されるので、権力を持つ人は自分の地位を確認したくなると(不安になると)必ず「そういうこと」をするようになります。そして、ある日ついに処罰される日が来るまでそれを止められない。

●国葬という政治的失着

なぜ岸田内閣は国民の信をこれほど急に失ったのか。「してはいけないことをした」というよりは「すべきことをしなかった」せいだと私は思っている。
 法的根拠のない安倍元首相の国葬を国会の審議を経ず強行したことで一気に支持率は下がったでも、国民はこのルール違反を咎めたわけではないと思う。政府の「ルール違反」はこの10年もう日常化していたし、それは安倍時代には内閣支持率に影響しなかったからである。
 
 安倍時代はそれで済んだ。選挙で勝てば「民意は得た」と居直って、個別的な事案については、どれほど国民の反対があっても無視することができた。国民の反対を無視しうるということそのものが磐石の権力基盤の上に政権が成立しているという事実を証し立てていると国民たちは信じ込まされたのである。「あれほど権力的にふるまうことができるのは、実際に権力があるからだ」と国民は合理的に推論して、権力者に抗うことを諦めた。
 そのようにして、10年にわたって、法律も憲法も無視し、国民の反対も無視することが「できた」のは、逆説的だけれども、安倍晋三という政治家に「他の総理大臣たちに卓越した力」があったと認めざるを得ない。
 民意を得るための最良の方法は民意を得るためにまったく努力する様子を見せないことだというのが安倍政治の「教訓」であり、続く二代の政権はそれを愚直に踏襲して、短期間のうちに支持を失った。

●日本の研究力の低下

  2015年に学校教育法が改定されて、大学教授会の権限が大きく殺がれた。大学は学長・理事長に権限が集中する「株式会社のような」トップダウン組織になった。それによって大学の組織運営は画期的に効率化するはずだった。たぶん「効率化」はしたのだろう。ひたすら人員を減らし、予算を削り、短期的に成功しそうな研究計画にだけ予算を配分する「選択と集中」が実現したのだから。だが、その結果がこの底の見えない研究力低下である。教育改革を主導してきた人々はこのみじめな結果をどう総括するのか。
 というのは修辞的な疑問であって、私は答えを知っている。それは「改革が足りなかった」というものである。政府の政策は100%正しかったのだが、頑迷固陋な現場の教職員がその実現に抵抗したせいで所期の成果が得られなかった。だから、さらにトップの権限を強化し、現場から自己裁量権を奪い取るべきだ。トップのアジェンダに忠実に従うイエスマンだけを重用し、反対する者は排除すれば、日本の研究力はV字回復する。そう信じている人たちが政策決定の要路にとどまる限り、日本の研究力低下と大学の非民主化は止まらないだろう。

No other contemporary Japanese author has been translated into so many foreign languages and gained the support of readers of different races, religions, and classes. Why has Murakami literature achieved such universality?

 My hypothesis is that that this is because he continued to write about negotiating "things that do not exist. In the case of a work written about something that actually exists in front of us, we can be sure at first reading that the work does not assume us to be the reader. In the case of a work in which neither the jargon nor the meaningful gesture is comprehensible, we immediately close the book. However, even if the book is from a distant country or time period,a story in which characters encounter something that does not exist, in an impossible place, and are hurt, healed, or transformed into someone else, can have a certain universality. This is because people of all ages and countries are equally distant (in terms of the degree of their detachment) from "that which does not exist. Paradoxically, the reality of "what does not exist" transcends historical and geographical limitations.

Humanity has passed on some useful empirical knowledge about such questions. We have learned to follow a routine, to be polite, to make do with what we have, to be restrained, to know that many of the world's problems are "matters of degree" rather than "matters of principle," etc. We have also learned that we can be "mature" by being "mature" and "mature" by being "mature" and "mature. Although I no longer teach regularly, I am still involved in several universities as a board member or visiting professor, so I have some idea of "what is happening" at universities. And as far as universities are concerned, there is little cause for optimism. I am not sure what to expect.

The causes of this problem are repeatedly discussed in this book. It is the result of "the desire to control and manage education and research centrally. I don't like to use such a strong word as "the root of all evil," but there is no doubt that the "desire to control and manage" is the main cause of the current devastation of school education.

This is because "creation" and "management" are incompatible in principle.

In Japanese society, career paths are open before those who want to "manage". They can rise to the upper echelons of the governing structure and get involved in policy making. But people who are passionate about "creation" are usually not interested in moving up within the system, so the circuit for creative people to get involved in policy making is virtually non-existent.

This is because people who love to manage begin every job by "checking hierarchy first. They first try to ascertain "who is the boss here," "who commands and who obeys," "who is allowed to use honorifics and who is allowed to use sass," "who is allowed to humiliate through abuse and reprimand." They cannot begin their work without first confirming this.

 Therefore,in Japanese organizations, the first thing a boss does for his subordinates is not to "tell them what to do," but to "mount them. The first thing to do is to make the subordinate feel humiliated and remind them that they cannot disobey him, which takes precedence over all other tasks.
Do you think such a group can function efficiently?

 Why are things not going well? When asked this question, they reflexively think "It's because we don't manage them well enough. "It's because we don't scold them enough" or "We don't humiliate them enough". Then, they further strengthen management, make the organization more supercilious, strict assessments, and harsh punishments for those who fail to produce results.

The "bad organization" in Japan today is much like this "army with too many viceroys and too few soldiers to fight. The same istrue of the school scene.

The conclusion to be drawn from this is, of course, to "further strengthen management and give as little decision-making and discretionary authority as possible to teachers in the field. That is how they tinkered with the system, cold-shouldering, assessing, and rating teachers, concentrating all power in the hands of the president and chancellor, and stripping the staff council and faculty council of their authority. In this way, "resistance from the front lines" was eliminated, and the education policy was supposed to succeed. But again, no results were achieved.

 Once again, "management" and "creation" are incompatible.

There must be a psychological barrier between attacking someone's character and destroying their body, which is very difficult for ordinary people to cross. In the first place, in a country governed by the rule of law, it would be an "unjustifiable" price to pay to spend the remainder of one's life as a felon behind bars.

But in America, that barrier is low. Very low. So, by some chance, people cross this barrier.

This film is about a person who is living a normal civilian life and commits murder on the spur of the moment, even though his sense of discrimination is somewhat excessive. This easy transition from the ordinary to the extraordinary forms the basis of the shock and horror that the film brings to the viewer.

Such things are merely "ideologies" created by the modern West. What is wrong with a hierarchy formed by innate differences and differences in ability? Nowadays, the United States is swarming with them.

I understand the desire to see the result with my own eyes right now.

The subject who controls the monster
Every person has a "monster" inside him or her.
I learned this in the midst of the student movement about half a century ago. In those days, campuses were often "police-free". When there is no risk of criminal punishment for any outrageous behavior, some people cannot restrain themselves from violence. I had not known until then that there were more than a few of them.

 A student who normally looks like a "normal person" suddenly changed his appearance and became extremely violent. When we passed each other on campus a short time later, he was walking briskly with a "normal face" as if he were a different person.

A lot of students were killed or seriously injured in those days by the same students. In many cases, the perpetrators were never caught. So many of the people who killed or inflicted lifelong wounds on others when they were young have since found jobs, become employed, and are probably pensioners by now. But none of their families or friends know about it.

I think the same thing must have happened during the last war. I believe that people who were normally gentle uncles or shy young men, when thrown into a situation where no matter what they did they would not be punished, changed into "the shape of a different person" and looted, torched, raped, and murdered. After they were demobilized, they would have returned to being the gentle uncles and shy young men they still were.
