DFRLabのウクライナ侵攻2年目の総括　#DFRLab_U2nd

DFRLab（デジタルフォレンジックレサーチラボ）が、ウクライナ侵攻2年目の総括として、「Undermining Ukraine」の第2弾「Undermining Ukraine: How Russia widened its global information war in 2023」（https://www.atlanticcouncil.org/in-depth-research-reports/report/undermining-ukraine-how-russia-widened-its-global-information-war-in-2023/）を公開した。

●前置き

おそらく先に説明しておいた方がいいと思うので書いておくと、2022年2月に起きたウクライナ侵攻からしばらくは「ロシアは情報戦で負けた」という認識が欧米や日本では圧倒的に多かったが、4月になるとどうやらそうでもないことがわかってきて、2021年の夏以降、欧米の専門家やシンクタンクからはウクライナが一方的に勝利しているという発言はなくなった。このへんの詳細は2021年7月に刊行した拙著『ウクライナ侵攻と情報戦』に書いたのだけど、日本ではいまだにウクライナが一方的に勝利しているという発言が後を絶たない。おかげで私の本は売れていない。日本で他に取り上げる人がほとんどいないから皮肉なことに今読んでも新しいけど、うれしくない。なお、ウクライナ侵攻1年目にはこのnoteで欧米の主要なレポートを比較、整理した（ ウクライナ1年を経て見えてきたデジタル影響工作の効果 https://note.com/ichi_twnovel/n/n59a780cfff41 ）。誰もウクライナが勝ったなんて言ってない。
なので情報戦の専門機関のひとつであるDFRLabの2年目の総括では、ウクライナが一方的に勝っているわけではないことを前提として書かれている。先日、このnoteで紹介したISDの報告書（ https://note.com/ichi_twnovel/n/n3f437b15d5f1 ）も同様だ。昔の北方領土返還のような気持ち悪さを感じる。日本以外の国（もちろんロシア自身も含め）で北方領土をロシアが還す可能性があるなんて記事は見たことがないのに、日本だけがそう言っていた。

●概要

ロシアは2022年の侵攻後、ウクライナの抵抗力を削ぐすることに重点を置いて変化している。2023年、国際的な制裁、評価の低下、多くの西側諸国での国営放送RTとスプートニクの放送禁止に直面したロシアは、TikTok、Telegram、その他のソーシャル・プラットフォームを利用して国際的なリーチを拡大し、特にロシア国営メディアが依然として大きな役割を担っているグローバルサウスにおいて、よりターゲットを絞った調整された影響力作戦へとシフトした。また、中国やイランなどとのメディアや情報分野での協力を深めた。
