茨城県を震源とする地震が頻発するようになった。地震学者たちが調査を続ける中、地元サッカーチームのエース選手を父に、鹿島神宮の巫女の血を引く女性を母にもつ少女コジカは、不穏な気配を感じていた。その頃、鹿島神宮で異変が起こっていた。境内にある｢要石｣が突如ぐらつき、その下から巨大な触手のような物が飛び出してきたのだ。地震の原因は、茨城の地底で眠っている大鯰であった。要石は大鯰を封じる役目を担っているが、人々の心が荒廃して信心が薄れ、封印が弱まっていた。触手のような物は大鯰の巨大なヒゲだったのだ。神主によればもし封印が破られれば、大鯰は関東大震災を遥かにしのぐパワーで暴れ回るという。そうなれば日本に未来はない。
その時、鹿嶋に住むすべての人々と生きとし生ける物の願い、そして地球の裏側ブラジルから海を越えて届いた、かつて鹿嶋で活躍したサッカー界のレジェンドの願いが、コジカの持っていた地元チームのマスコットのぬいぐるみに集まり、カシマスタジアムに怪獣ジーゴンが光臨した。大鯰の復活までもはや一刻の猶予もない。食い止めるには新たな要石を、鹿島神宮に打ち込まなければならない。果たしてジーゴンの黄金の左足は、みんなの願いを乗せた奇跡のシュートを決められるのか？
