中国は日米韓同盟にどう対抗するのが最善か？！

香港の英字新聞「SCMP(South China Morning Post/サウス・チャイナ・モーニング・ポスト/南华早报/南華早報)」のデジタル・エディターであるシア・ドリスコル(Shea Driscoll)は2024年04月01日に、チャン・ヨンバン(Chan Young Bang)が2024年04月01日に公開した「How China can best counter the US-Japan-South Korea alliance」を紹介した。

日米韓協定は、ウクライナ、北朝鮮、東シナ海、台湾問題による緊張の中での地政学的な二極化の結果である書いている。

中国が和平を示唆し、あるいは和平を仲介することができれば、21世紀は中国のものとなり、中国の最高国家主席習近平(习近平/President Xi Jinping)の政治家としての資質は世界的に尊敬されることになるだろうと予想している。

中国が米国と日本および韓国との同盟に効果的に対抗し、米国と同等の卓越した大国としての中国の地位を確保したいのであれば、まず米国が三国同盟を築くことができた4つの主な要因を理解する必要がある。

まず、2022年02月のロシアのウクライナ侵攻は地政学的な二極化を引き起こし、世界を分断し、激しい軍事競争を引き起こした。
紛争開始直前に中国がロシアとの「無制限」友好関係を表明し、それ以降の中露軍事演習と安全保障協力の強化は、米国がアジアで三国同盟を発展させるきっかけとなった。
第二に、地政学的な二極化の結果、米国は中国封じ込めを目的として、自由民主主義諸国の間でルールに基づく国際秩序を促進するイニシアチブをとってきた。
第三に、北朝鮮による武力挑発の新たな脅威により、米国、韓国、日本の安全保障協力が強化されている。共通の恐るべき軍事的脅威に直面して、日本と韓国は歴史的な対立を脇に置き、戦略的協力を目指している。
第四に、台湾および東シナ海の残りの地域に対する中国政府の強硬な政策は緊張を高め、韓国と日本の脅威認識を変えた。
中国が戦略目標を達成し、世界的に尊敬される世界大国になりたいのであれば、これらの問題を解決しなければならない。

まず最初に、中国政府は公平な調停者となり、両国を引き合わせ、永続的な停戦の実施と和平交渉を説得することで、ロシア・ウクライナ紛争の解決に積極的な役割を果たすことができる。

このような大胆な行動は中国のイメージを向上させ、中国を国際社会で尊敬される大国に変えるのに役立つだろう。戦争を長引かせれば世界の二極化はさらに悪化し、中国の経済と安全保障上の利益に影響を与え続けるだろう。

第二に、ジョー・バイデン米国大統領(US President Joe Biden)が提唱するルールに基づく秩序に対抗するために、中国は2023年の地球文明イニシアチブで導入された指導原則、つまり平和、発展、公平、正義、民主主義、自由に基づいた信頼できる外交政策を確立しなければならない。
昨年のサンフランシスコでの習近平国家主席の演説は、中国外交政策の指導原則、すなわち相互尊重、平和共存、ウィンウィン協力の重要性を強調した。

これらの核となる価値観は、習主席が「恒久平和、普遍的安全保障、共通の繁栄」を備えた世界を共同で構築するのを支援する一貫した外交政策の基礎となるべきである。
実際、中国の外交政策が信頼できるものであるためには、地球文明イニシアティブと習主席のサンフランシスコ演説で表明された原則が中国の国内政策に具体化される必要がある。旧ソ連の指導者ミハイル・ゴルバチョフ(Mikhail Gorbachev)がかつて指摘したように、外交政策は国内政策の延長であり、ひいてはイデオロギーの具現化でもある。

第三に、金正恩(Kim Jong-un)は2023年、北朝鮮の対韓国政策を根本的に変更し、韓国を北朝鮮の主な敵に再分類し、韓国を征服し、統合するために核兵器を使用すると脅した。

金正恩が核攻撃を威嚇すればするほど、日中韓同盟は強化されるだろう。
中国は北朝鮮に対して十分な経済的・政治的影響力を持ち、北朝鮮を非核化に向けて推進し、朝鮮半島に恒久的な平和と安定を確立する唯一の国である。

合意を完了させるために、中国は韓国と戦略的パートナーシップを確立し、北朝鮮に拒否できない提案を共同で提示し、北朝鮮が核兵器なしで生き残る可能性が明らかに高くなるようにする必要がある。
中国が仲介した朝鮮半島の和平協定はすべての人にどのような利益をもたらすのか

そのような協定には、安全の保証、制裁の解除、南北間の平和条約、北朝鮮の経済近代化のための十分な資金が含まれなければならない。

しかし、これまでにも、何度も話し合われが、実際は全て実現しなかった。

その代わりに、金政権は自力更生の主体思想を修正し、市場志向の改革に取り組み、持続的かつダイナミックな経済発展を達成し、それによって半島の平和と経済的繁栄に貢献しなければならない。

そうなれば米軍駐留の正当性はもはや失われ、韓国からの米軍撤退につながるだろう。
安全の保証と制裁の解除と引き換えに、金正恩政権は市場志向の改革に着手し、持続的かつ持続的な経済成長を達成するよう説得されなければならない。

第四に、台湾との統一には有利な政治的、経済的環境が必要である。中国政府は経済統合を追求し、続いて平和的な政治統合を追求し、台湾国民の心を掴まなければならない。
中国が軍事力を行使して社会復帰を試みれば、北朝鮮も追随する可能性が高く、それは深刻な不安定を招くだけでなく、「地球文明イニシアチブ」で表明された中国外交政策の核心原則に矛盾することになるだろう。

習首席がチャンスを掴むことができれば、21世紀は中国のものとなるだろう。中国はわずか40年で8億人を極度の貧困から救い出した。 2008年から 2022 年の間に、一人当たりの国内総生産は 267% 増加し、世界の一人当たりの所得の押し上げに貢献した。

2013年に「一帯一路」構想が発表されて以来、中国は140カ国以上のインフラにUS$1兆以上を投資してきた。このような成功は、他の発展途上国の基盤としての中国の経済モデルの信頼性を高めることになる。
しかし、残念ながら、この計り知れない経済的成功は戦略的な活用には反映されていない。
中国政府が戦略目標を達成し、影響力を強化し、日米韓同盟に対抗したいのであれば、その外交政策は地球文明イニシアチブで提唱されている核心的価値観をしっかりと堅持しなければならない。

習首席には、ウクライナ紛争の終結と朝鮮半島の非核化を促進し、同時に中国の経済的・政治的目標を達成することで、可能な限り最高の遺産を残すチャンスがある。このような功績は、尊敬される政治家としての彼の世界的な地位を確かなものにするだろう。

チャン・ヨンバン博士は、KIMEP大学の創設者兼学長であり、北朝鮮戦略研究センターの主任研究員であり、カザフスタン初代大統領ヌルスルタン・ナザルバエフの元経済顧問でもある。

いかにも中国らしい壮大な計画である。
