については、２つの目的があると考えます。

１．ミサイルセールのデモ。　ミサイルを欲しがる国は沢山あります。

２．米国に向け、ミサイルを撃ち込めるという意思表示（だから我が国をかまえ）。

ではないでしょうか?　なお、ミサイルを米国に撃ち込むときには自暴自棄の可能性大。
