本日は、デジタル給与に関する規制緩和に関連して、リクルートが市場に参入するという以下のニュースについて取り上げたいと思います。デジタル給与はフィンテック業界においてはキャッシュレス推進やウォレットビジネスへのトップアップ機能として期待されています。
Today, I would like to discuss the news - Recruit will enter into Digital Payroll de-regulation market to support SMEs. Digital Payroll discussion is getting hotter now in the Fintech Industry in Japan as a way to promote the Government's Cashless policy and a easier/cheaper way to top up the digital wallets.

Yota's Thoughts（ようたの感想）
デジタル給与に関連するビジネスにおいては、主に以下のプレーヤーが登場するだろうなと考えています。1) まず給与を支払う会社、一般の企業ですがここには大企業も中小企業も多く入ってきますのでそれぞれの企業のニーズは様々です。2) 続いて給与の支払いをサポートする企業。上の記事でも書きましたが人事、会計ソフトなどのベンダーです。リクルートはこの2)の領域でのビジネス展開を目指しているようです。3)最後に給与を受け取るPayPayや楽天ペイなどのデジタルウォレット企業です。3)の企業は日本においては資金移動業の登録など規制の対象となっています。
In the Digital Payroll market, we will see the thee types of players. 1) First, it is the companies that pay salary for their employees. The size of the companies would vary from SMEs to large enterprises. 2) Second, there will be the companies who support the payment along with HR and accounting for the payers. It looks like Recruit plans to play in this field. 3) Finally, the digital wallet operators such as PayPay, Rakuten Pay receive funds from 1). For the players at 3), they need to be registered as Fund Transfer Business Operator in Japan.
少しリクルートのこのビジネスへの参入について考察してみたいと思います。

リクルートはすでにホットペッパーなどのビジネスで多くの中小企業加盟店を抱えています。ビューティなどの理美容加盟店が65000店、グルメの飲食店が750000店いるとのことです。さらにキャッシュレスのAirレジの加盟店数が560000店いますのでいくらかの被りはあるかもしれませんが既に、上記の1)のプレーヤーへのアクセスができていることになります。
Recruit already acquirers a lot of SME merchants through their existing business lines such as Hot Pepper. Hot Pepper Beauty has more than 65k hair salons, and Hot Pepper Gourmet has relationships with 750k restaurants. Air Regi, a cashless payment processing device, attracted 560k merchants. After all, while there should be some overlaps, Recruit has good enough access to the merchant, or payer of the salary in Japan.
これまで、これらの加盟店から従業員やアルバイトへの給与は銀行振込などで行われていましたが、ここにPayPayなどのデジタルウォレットを追加したいというニーズは中小企業になればなるほど大きくなるのではないでしょうか。
For now, these SMEs are paying the salary to their full-time and part-time employees via bank transfer. However, the demand that they would like to make a payment to digital wallet may become bigger as the size of the company becomes smaller.
以前の記事で主に大企業分野においてはTISが2)の役割で給与管理ソフトのベンダーと議論を進めていると書きましたが（以下の記事もご参考）この分野の市場参入はこれからも続いていくかと思います。とはいうものの、すでに加盟店側＝給与支払いをする側を押さえているリクリートの立ち位置はかなり強いなという印象を持っています。
In the previous entry, while I shared that TIS was also working on becoming a player at 2), (look at the article below as well), it is expected that more companies also thinking the entry to the market. However, when you look at the positioning of Recruit - it "already" has a strong relationship with payers of salary = their existing merchant (of other services), I guess that it now stands at the better/stronger position than others, especially targeting and supporting SMEs.
