◆「物の復興」＜「文化の復興」＜「心の復興」◆
11年前の3月11日、私は神奈川県の学校で教員をしていた。その日は午前授業だったので、14時46分に地震が発生したときは、一部の生徒が残っているだけであった。

地震が長く続いた後、生徒たちの安全を確保するために、校内を回った。小田急線が止まってしまったので、駅に向かう途中であった生徒を学校に戻し、迎えに来ることが可能な家庭以外は、学校で宿泊することとなった。

大人の自分であっても、11年前の地震は衝撃的であった。電車が止まり、帰宅できなくなった。体育館のスクリーンに映し出される東北の揺れと津波、千葉のコンビナートの火災、関東各地での液状化現象などは、それが現実なのか映画などの世界なのか頭の中で冷静に整理できていなかったように記憶している。

生徒たちはもっと心の中に震災の衝撃が強く刻み込まれたと思う。大人ほど精神的に成熟していない彼らには、不安や恐怖や悲しみなどが混ざり合った漠然だが非常に大きな嫌な記憶であり、自分でも気づかない形で心や身体の不調を引き起こすものになっている子も少なくないだろう。だから、3月11日に放送される特番などを今でも見ることができない子もいると思う。

「恐怖は剣よりも深く傷つける。（Fear cuts deeper than swords.）」
これはアメリカの作家で主にSFやファンタジー作品を手掛けるジョージ・レイモンド・リチャード・マーティンの言葉である。この言葉の通り、原因が理解できるダメージはそれ自体がダメージであることは間違いがないのだが、認識の範疇であれば様々な受け止め方でダメージを軽減させられる可能性もある。しかし、恐怖は時として原因が理解できないものであり、そのダメージも心が受け止める準備ができていないことが多く、後々まで深刻な影響を与えるダメージとして心に深く刻まれるものである。

震災で経験した様々なショックは、子どもたちの心に奥底にまでダメージを与えたと思われるが、現在、砲撃などによって命の危険にさらされているウクライナの子どもたちの心も、日々のショックで奥底にダメージが蓄積されていることだろう。

武力侵攻は、道路や建物など物質的なものだけを破壊するわけではない。そこにあった人々の生活という文化的なものも破壊するし、人々の心という精神的なものも破壊してしまう。そして、子どもたちの健全な心は破壊され、その亀裂からダメージは沁み込み、心の奥底に深刻なダメージを蓄積させていく。
Armed invasion does not only destroy material things such as roads and buildings. It destroys the cultural things of people's lives and the spiritual things of people's hearts. Then, the healthy hearts of the children are destroyed, the damage is absorbed from the cracks, and serious damage is accumulated in the depths of the heart.

「震災復興」とか「戦後復興」という言葉があるが、それは単に道路や建物などの物質的なものが再建されることを意味するものではない。その場所で以前と同じような生活ができるようになることも必要である。しかし生活が元に戻り、文化的なものが復興したとしても、それによって「心の中の復興、精神的な復興」も同時になされていると誤解してはいけない。「心の中の復興、精神的な復興」には相当の時間を要する。それは子どもであれば尚更である。
The terms "reconstruction after the earthquake" and "reconstruction after the war" do not simply mean that material things such as roads and buildings will be reconstructed. It is also necessary to be able to live the same life as before at that place. However, even if life is restored and cultural things are restored, it should not be misunderstood that "reconstruction in the heart, reconstruction in the spirit" is also being done at the same time. "Reconstruction in the heart, spiritual reconstruction" takes a considerable amount of time. Especially for children.

まずは、すぐに着手でき、進めていくことができる表面的な部分の復興から始めなければならないだろうが、それだけであらゆる復興がなされたと考えるのは浅はかである。復興は長い道のりである。
We will have to start with the reconstruction of the superficial part that can be started and proceeded immediately, but it is shallow to think that all the reconstruction has been done by itself. Reconstruction is a long way to go.

震災復興はここからどのように文化的・精神的な復興を進めていくかが大きな課題である。
そしてウクライナの場合は、戦後復興の前提となる停戦・軍の撤退が急務である。
The major issue in earthquake reconstruction is how to promote cultural and spiritual reconstruction in the future.
In the case of Ukraine, there is an urgent need for a ceasefire and withdrawal of the military, which are prerequisites for postwar reconstruction.
