日本に来る留学生にとって最初の障壁となる、銀行口座の開設
大方の留学生にとって、日本に来たときにしないといけないことの一つが、銀行口座の開設だ。
しかし、日本語が不慣れな若者にとって、それは容易ではない。
私は、ベトナムからの留学生です。日本に来たとき、銀行口座と電話番号が必要でした。
まず、銀行に行くと、銀行員さんに「電話番号が必要です」と言われました。そこで、いったん自宅に戻り、携帯電話の販売店に行きました。すると、「ＳＩＭカードを購入する場合は、銀行口座が必要です」と言われました。
困り果てて、通っている日本語学校の先生に相談すると、「学校の電話番号を使ってください」と言われ、再び銀行に行きました。電話番号の問題は解決しましたが、さらに問題がありました。書かなければならない書類がたくさんあり、すべて日本語だったので、とても時間がかかりました。キャッシュカードをもらうまで、１週間待ちました。
多分、日本に来る留学生の多くが同じような苦労をしているのだろう。
私の知り合いの日本語学校の教員によると、学生の出身国によって、手続きの難易度を変える銀行がある。
つまり、アメリカ合衆国の人と、東南アジアの人とでは、扱いが違うそうだ。
その知り合いが働く日本語学校の場合、職員が学生に付き添って、ゆうちょ銀行に口座をつくっていた。手続きは半日がかりで、予約を求められるが、学生の出身国がどこであれ、ゆうちょ銀行なら、対応してもらえるからだそうだ。
銀行口座を持つ、在留外国人６６７人に対するアンケートによると、ゆうちょ銀行が圧倒的に多い。
ゆうちょ銀行が選ばれている理由として、他銀行では口座開設の条件として日本での滞在期間6ヶ月を求めているのに対し、ゆうちょ銀行では滞在期間を3ヶ月としていることや、申込書は英語をはじめ、ベトナム語や中国語でも対応していることが挙げられました。また、申し込みの際に印鑑が不要という点も好まれていることが分かり、口座を開設する際の利便性の高さが選ばれている理由であることが分かりました。
新聞に投書した留学生は、ベトナムでは、もっと早く手続きができるという。
ベトナムには現在、スマートＡＴＭで口座を作ることができる銀行が多くあります。３０分以内に口座が作られ、すぐにキャッシュカードを受け取ることができます。
日本でも無駄な手続きを省き、外国人を助ける多言語翻訳ソフトも多く使われるようになるといいでしょう。この変更で、日本人の手続きもより簡単に、短い時間で済ませることができるようになると思います。
ベトナムに来た外国人が、現地で銀行口座を開設するための手続きについて検索してみた。
筆者が１年ほど前にVietinBankで口座を確保した際は、パスポートと入国前に取得していたビザと滞在証明書で口座開設を先行することができました。VietinBankには日本語が流暢なベトナム人担当者がおり、店舗での申請手続きから２日で開設することができ、同行アプリの使い方なども教えてもらいました。
もし日本では審査を人が行っているために時間がかかるのであれば、AIへの移行も方法としてあり得るかもしれない。

Opening a bank account is the first barrier for international students coming to Japan.
For most international students, one of the things they have to do when they come to Japan is open a bank account. However, this is not easy for young people who are not familiar with Japanese.
I am an international student from Vietnam. When I came to Japan, I needed a bank account and a phone number.
First, when I went to the bank, the bank employee said, "I need your phone number." So, I returned home and went to a mobile phone store. Then, I was told, "If you want to purchase a SIM card, you need a bank account."
I was at a loss, so I talked to the teacher at the Japanese language school I attend, and he told me to use the school's phone number, so I went back to the bank. The phone number issue was resolved, but there was another problem. It took a lot of time because there were a lot of documents that had to be filled out and they were all in Japanese. I waited a week to receive my cash card.
Probably many international students coming to Japan are experiencing similar difficulties. According to a teacher I know at a Japanese language school, there are banks that change the difficulty of the procedures depending on the student's country of origin. In other words, people in the United States and people in Southeast Asia are treated differently. In the case of the Japanese language school where the acquaintance worked, a staff member accompanied the students to open an account at Japan Post Bank. The process takes half a day and requires a reservation, but Japan Post Bank can handle the process no matter where the student is from.
According to a survey of 667 foreign residents with bank accounts, the overwhelming majority were with Japan Post Bank.
The reasons why Japan Post Bank was chosen are that while other banks require a period of stay in Japan of 6 months as a condition for opening an account, Japan Post Bank requires a period of stay of 3 months, and the application form is written in English. It was mentioned that it is also available in Vietnamese and Chinese. It was also found that people liked the fact that a seal was not required when applying, indicating that the high level of convenience when opening an account was the reason why people chose the service.
An international student who wrote a letter to the newspaper said that in Vietnam, the procedures can be done much more quickly.
Currently, there are many banks in Vietnam where you can open an account with a smart ATM. You can create an account within 30 minutes and receive your cash card immediately. It would be good if multilingual translation software that helps foreigners by eliminating unnecessary procedures becomes more widely used in Japan as well. I believe that this change will allow Japanese people to complete the procedures more easily and in less time.
I searched for information on the procedures for foreigners who came to Vietnam to open a bank account locally.
When I secured an account with VietinBank about a year ago, I was able to open the account in advance using my passport, visa, and residence certificate that I had obtained before entering Vietnam. VietinBank has a Vietnamese representative who is fluent in Japanese, and I was able to open the service within two days after completing the application process at the store, and was also taught how to use the bank's app.
If in Japan, screening is done by humans and it takes time, then moving to AI may be an option.
