１分間の閣議の中で誰かが決めた国葬

この記事によれば、７月２２日の閣議で、元首相の国葬を決めたという。本人は死んでいるので、国葬は彼が決めたことではない。国葬費用は一般予備費から拠出する。国葬の費用は明確になっていない。

２０２２年度の予備費は、財務省の「令和４年度予算のポイント」によれば、予備費の枠は５千億円である（別途、新型コロナ対策予備費として、５兆円を計上）。

しかし、予備費の使い道は、閣議で決まる。
元首相が電光石火で決めた、ウィルスを防げないマスクも、予備費で購入された。

財政法は「予見し難い予算の不足に充てるため、内閣は予備費として相当と認める金額を歳入歳出予算に計上することができる」と定める。

今年の６月、会計検査院が、このいかがわしいマスクを含めた予備費の使用について、監査を行うという記事が載った。今まで監査もしていなかったのか、と驚かされる。

会計検査院は、政府の新型コロナウイルス対応予備費の詳細な使い道を検査する。予備費を割り当てた政策項目の執行状況や割り当て理由、算定根拠などを調べる。参議院の要請を受けた措置で、検査報告まで1年程度かかる見通しだ。検査院によると、国会要請に基づく検査で予備費に焦点を絞るのは初めて。

また、閣議の議事録は公開されている。しかし公開されている閣議とそうでない閣議がある。

７月２２日の閣議の議事録に書かれている、国葬に関する部分はこれだけである。この閣議は、７月２２日の ９時２分から９時１０分までの８分間で行われた。他にも議題があるので、国葬に関する話はせいぜい１分だろう。これは、会議ではなく、単なる連絡会である。

○木原内閣官房副長官：一般案件等について、申し上げます。まず、「故安倍晋三の葬儀の執行」について、御決定をお願いいたします。本件は、葬儀は国において行い、故安倍晋三国葬儀と称すること、令和４年９月２７日に日本武道館において行うこと、葬儀のため必要な経費は国費で支弁することなどとするものであります。なお、本件につきましては、後程、内閣総理大臣及び内閣官房長官から御発言がございます。
○岸田内閣総理大臣：先程決定された故安倍晋三元総理の葬儀に際しては、葬儀委員長は内閣総理大臣が務め、葬儀副委員長は内閣官房長官に、また、葬儀委員は、各国務大臣、内閣官房副長官、森昌文内閣総理大臣補佐官、内閣法制局長官、内閣府副大臣、内閣府大臣政務官及び内閣府事務次官にお願いする。
○松野国務大臣：次に、私から故安倍晋三の葬儀の執行について、申し上げます。故安倍晋三元総理の葬儀の執行につきまして、現時点での考え方を御説明申し上げます。まず、葬儀は無宗教形式で、かつ、簡素、厳粛に行うこととします。参列者の規模は、会場の規模も勘案し、新型コロナウイルス感染症の状況も踏まえながら、今後、決定いたします。関係方面と密接な連携を取りつつ、速やかに諸般の準備を進め、その執行に万全を期すつもりでありますので、各位の御協力をお願いいたします。

７月２２日閣議の議事録

この議事録を見ると、変なことに気が付く。
木原氏が「「故安倍晋三の葬儀の執行」について、御決定をお願いいたします。」と言った後、岸田氏が「先程決定された故安倍晋三元総理の葬儀に際しては」と言っている。

この会話の間には、何も記録されていないのに、岸田氏は「先程決定された」と言った。

誰も何も言わないことが、決定だというプロトコルがあるのだろうか？
あるいは聞く力を自負する岸田氏に、天の声が聞こえたのか？

また、７月２６日の閣議については、議事録が公開されていない。議題には「恩赦について（決定）」が含まれている。重要事項だと思うが、中身が隠されている。

「オカルト」は動詞としては「隠す」の意味で使われる。この定義に従えば、内閣閣僚は「オカルト」集団である。彼らは税金の一部を給料としてもらっておきながら、誰が決定したのかも明らかにせず、納税者に議事録も見せない、思いあがった連中である。

この記事によれば、ロシアの大統領は来日しない。元首相は、生前、ロシアの大統領との友好関係をアピールしていたが、単なる片思いだったということだ。

This is the only part about the state funeral written in the minutes of the cabinet meeting on July 22nd. This cabinet meeting took place on July 22, from 9:02 to 9:10, for eight minutes. Minutes of the July 22nd Cabinet Meeting

When I look at the minutes of this meeting, I notice something strange. Mr. Kihara said, "I would like to ask you to make a decision regarding the execution of the funeral of the late Shinzo Abe". The minutes of the cabinet meeting on July 26 have not been made public. The agenda includes "On Amnesty (Decision)". I think it's an important matter, but the contents are hidden.

"Occult" is used as a verb in the sense of "to hide". According to this definition, cabinet ministers are an "occult" group. They are proud people who get paid a portion of the tax money and do not disclose who made the decisions or show the taxpayers the minutes.
