バイデンが連邦政府職員のワクチン義務化を通達

木曜日に宣言するという噂がありましたが、約束どおりきました。

President Biden on Thursday is directing all federal employees and onsite contractors to show that they are vaccinated or otherwise submit to regular coronavirus testing, a major step that will likely cause other private sector businesses to follow suit.

連邦政府で働く従業員はワクチン接種するか定期的なテストを受けることと通達。

The White House is also encouraging private sector employers to follow his lead.

“If you want to do business with the fed government, get your workers vaccinated,” Biden said in remarks from the White House Thursday afternoon.

そして連邦政府と取引がある会社の従業員も同様の措置をしてくださいとお願い。ここは強制ではない。

The federal government employs more than 4 million people. It’s unclear what percentage of the workforce is not vaccinated against COVID-19.

６９％のアメリカ人が接種を少なくとも一回目の済ませた状態。連邦政府は400万人の職員がおり、接種率は公開されていない。

The Federal Law Enforcement Officers Association, which represents 30,000 federal law enforcement officers across agencies, issued a statement ahead of Biden’s speech stating that a vaccine mandate would represent a civil rights violation

連邦の警察組織は30万人ほどの職員がおり、既に反対を表明していた。

ペンタゴンにも兵士に対してワクチン義務化をするように調整中とあるので、兵士は連邦職員扱いではないようだ。

また、州政府は新規のワクチン接種には一人100ドルの報酬を接種者に与えるように指導。これにはバイデンのコロナ予算からお金を回して良い。

バイデン司法省のワクチン義務化の合法性の認識

この記事の一番のポイントはここだと思う。

“I asked the Justice Department to determine whether they are able to do that legally and they can – local communities can do that, local businesses can do that. It’s still a question of whether the federal government can mandate the whole country. I don’t know that yet,” Biden said.

国民全員に対してワクチン義務化が望ましいが、これが合法・合憲かはわからないので、バイデンは司法省にこれを合法に出来る道があるかを検討させている。

これまで認識では連邦政府が連邦職員に義務化はOK。州政府が州政府職員に義務化もOK。私企業が従業員に課するのもOK。そういう判断をしてきた司法省なので国民にワクチンパスポート導入も合法・合憲という判断がくるだろう。

追記

ホワイトハウスはバイデンが国民全員にワクチン義務化を急ぐという発言の火消しに奔走。現時点では考慮していないと否定。
