実証研究紹介６：行政と住民との協働

このページでは自分の専門と関連する分野を中心に、最近の査読付き学術誌（英語）での社会科学の実証研究結果について紹介していこうと思います。このようなページを書こうと思った動機は、日本での政策議論や論壇等で国際的な査読付き学術誌での実証研究成果にあまり目が向けられていないと思ったからです。細かい内容紹介や訳出は時間の制約上できかねますので、この投稿が論文の存在を知るきっかけ程度になればと思います。紹介した論文の送付もできかねますので、ご自身で入手をお願いします。

今回は行政と住民との協働についてのシステマティック レビュー論文の紹介。システマティック レビューとは既存の理論・実証研究の内容を体系立てて整理し、先行研究から何が分かって何が分かっていないのか、問題点は何か等を整理し、実証研究の発展に貢献するものです。

Voorberg et al. (2015)のPublic Management Reviewでの論文は1987-2013年に出版された住民協働に関する英語での査読付き論文、学術書合計122の先行研究をレビュー。そこから分かったことを整理し、今後の研究課題へと繋げています。

大半の研究が住民との協働そのものが追及すべき素晴らしいものという前提で進められ、住民協働の効果には殆ど目が向けられていない。先行研究の大半は、民主主義や透明性と同じように、住民を公共サービスや公共政策の形成過程に巻き込むこと自体が規範的に正しく、それをどう進めるかということに重きを置いている。住民協働を行うことで、公共政策がより効果的になる、効率性が向上、住民満足度が高まるという前提（効果についての実証はされていない）。

先行研究から分かった住民協働を推進する要因は、住民と公共機関のフィット、行政の側の住民に対するオープンな態度、住民協働に対するインセンティブの有無、住民側のスキルや属性、態度　等。住民協働の効果については、大半の研究が触れていないが、触れている研究から分かった効果としては、公共政策・サービスがより効果を増す、効率性の向上、住民満足度の増加、民主主義の向上等。研究の大半は定性的な事例研究が主流で、今後は定量的な研究が推奨される。

最近、査読付き学術誌で出版された日本をテーマにした住民協働についての論文も参考までに列挙しておきます。私の論文はco-production（住民協働）という言葉は使っていませんが、自治体の歳出削減と住民の公共サービス参加との関係性について定量分析を行い、歳出削減をしている自治体ほど住民の公共サービス参加への参加が見られるという結果を示しています。
