英語ニュースで読む世界の動向 4

随分前から人工知能、AIはじわじわと私たちの生活に入ってきていたものの、今ほどワイワイされてはいませんでした。それが様変わりしたのが、言わずもがなChatGPTなど生成系AIの登場ですよね。

こういうイノベーションが起こると、セットになるのが規制です。
私ごとですが、私は医薬品業界にいて、イノベーティブな新薬の登場を見るたびに、科学が世の中に貢献する瞬間に喜びを感じる一方、その安全性を担保するためのさまざまな規制が生まれ、議論が起こることも見ています。結果、イノベーションを産むインセンティブが損なわれるような状況が形成されることに、正直萎えるときがあります。

しかも、薬は市販されるまでに、試験管の実験、動物実験、臨床試験という周到なステップを踏むので、着想から市販まで、と考えれば数年単位の仕事です。規制もそこを考慮して、イノベーションを損なわないように、でも、安全性は確保できるように必死だろうと思います。一定の理解はしつつも、折り合いつけるのは大変ですね。特に忖度文化の日本においては。。

一方、AIなどの技術系は待ったなしですよね。
その分エキサイティング！と思う一方、規制はもはや完全にビハインドです。
規制って人と人が集まって、コンセンサスを得るプロセスを経て形成されるので当然時間がかかります。そのかたわらで、どんどん開発されるし、先読み困難。一体どこが落とし所？

イノベーションって、世の中に大きなインパクトを与えるものですが、見方によっては規制をうまくすり抜けて出てくるもの、とも言えるような気がします。ルールをよく知らないと開発が頓挫してしまう。安全性は担保しつつ、上手なルールの運用って必要ですね。
