広島サカスタ。中央公園にやっと決定。2019年 02月 16日→この年代が肝

市民球場跡地で、アクセスと平和の発信と紙屋町の活性化を唱えていたが・・。
中央公園はセカンドベストだろう。
基町アパート街は、街の中心地にありながら、活かされてないので再開発が必要であった。

県政へのご支援並びに積極的なご提言をいただき，ありがとうございます。

　サッカースタジアムの建設に関しては，現在，様々な立場の方から様々なご意見を頂いております。

　今回，頂いたご意見も参考とさせていただきながら，できるだけ早く，広島県知事，広島市長等による会談を開催し，スタジアム規模，交通アクセス，波及効果，事業収支等を踏まえ，候補地の選定や事業主体，事業手法などについて協議を行い，建設の是非も含めて一定の方向性を出してまいりたいと考えております。

ご参考に，これまでのサッカースタジアムの検討経緯を下記に記載しておりますので，ご参照ください。
サッカースタジアムの検討につきましては，平成２５年１月に，県サッカー協会，サンフレッチェ広島，サンフレッチェ広島後援会の３者から，県，広島市，広島商工会議所に対して，約３７万人のスタジアム建設の署名が提出され，早期建設に向けた要望を受けたことから，広島市長の呼びかけに応じて，県・広島市・広島商工会議所・県サッカー協会の４者で対応を協議し，平成２５年６月，サッカーや県・市のスポーツ，また，まちづくりなどに関係した学識経験者などで構成する「サッカースタジアム検討協議会」が設置されました。

　平成２５年６月６日から平成２６年１１月２１日までの間，計１９回の協議会が開催され，平成２６年１２月に，広島県知事，広島市長，広島商工会議所会頭，広島県サッカー協会の４者に対し，広島に相応しいサッカースタジアムについて提言が提出されました。

この提言への対応を協議するため，広島市長からの呼びかけにより，平成２７年１月１３日に広島県知事，広島市長，広島商工会議所会頭，広島県サッカー協会会長の会談が開催され，

・　県，市，商工会議所の実務者レベルの作業部会を設置し，提言で示された，建設候補地の絞り込み，事業主体，事業収支や不足額の対応，事業スキーム等の課題については，今後，更に掘り下げた検証・検討を行うこと。

・　平成２７年度内に広島県知事，広島市長等による会談を開催し，サッカースタジアムについて一定の方向性を出していくこと。

について合意しました。
昨年７月２２日に，広島県知事，広島市長，広島商工会議所会頭による会談を開催し，候補地は，旧広島市民球場跡地は，スタジアム規模や多機能化・複合開発に課題があり，一方，広島みなと公園は複合開発やまちづくりの観点から優位であるが，広島みなと公園は，宇品地区の交通課題の解決策が必要であること，また，事業主体を決定するためには事業性の判断を行うための実現可能性調査などが必要であることについて合意し，『宇品地区の交通課題の解決策の検討』や『２つの候補地における実現可能性の調査』を実施しました。

　『宇品地区の交通課題の解決策の検討』については，３万人のサッカー来場者を想定して，ピーク時に予想される交通状況の推計を行ったところ，

・　広島みなと公園沿いの国道2号（広島南道路）については，信号の調整やハード対策を行った場合，円滑な交通処理が可能になると見込まれる。

・　霞庚午線周辺については，信号の調整を行った場合も，交通渋滞の発生が懸念されるが，霞庚午線周辺の交差点については，交差点改良などのハード対策が困難であるため，混雑緩和に向けて，広島高速道路の利活用や退場経路の誘導による交通渋滞の回避を図る必要がある。

という解析結果となりました。

　また，『２つの候補地における実現可能性の調査』については，概算事業費の算出を行ったところ，旧広島市民球場跡地は２６０．３億円，広島みなと公園は１８０．1億円となりました。

　さらに，３月３日にはサンフレッチェ広島の久保会長が新たなサッカースタジアムの建設案を発表されましたが，この案は，これまで，作業部会が検討している内容とは，収容人数等の前提が異なるなどその内容について確認が必要であることから，サンフレッチェ広島との協議が必要と考えていますが，確認作業・意見交換ができていない状況にあります。

　サッカースタジアムの建設に当たっては，サンフレッチェ広島の理解が大変重要であると認識しており，引き続き，協議を行っていくための時間が必要であることや，サッカースタジアムを建設した場合の物流機能への影響に不安をお持ちの港湾関係者の皆さんの懸念の解消に向けた協議も引き続き行っていく必要があることから，３月末に開催するよう準備を進めてきました３者の会談を延期することを３月２９日に発表しました。

Regarding the construction of a soccer stadium, we are currently receiving various opinions from people in various positions.

Taking into consideration the opinions received this time, we will hold a meeting with the Governor of Hiroshima Prefecture, the Mayor of Hiroshima, and others as soon as possible, and will decide on the selection of a candidate site based on stadium size, transportation access, ripple effects, business income and expenditure, etc. We would like to discuss the project entity, project method, etc., and come up with a certain direction, including the pros and cons of construction.

For your reference, please refer to the details of the past discussions regarding soccer stadiums below. Regarding the study of a soccer stadium, in January 2013, three parties, the Prefectural Football Association, Sanfrecce Hiroshima, and the Sanfrecce Hiroshima Supporters Association, made a proposal to the prefecture, Hiroshima City, and the Hiroshima Chamber of Commerce and Industry to construct a stadium for approximately 370,000 people. In response to a call from the Mayor of Hiroshima, the prefecture, Hiroshima City, Hiroshima Chamber of Commerce and Industry, and the Prefectural Soccer Association discussed how to respond. In June 2017, the ``Soccer Stadium Review Council'' was established, consisting of academic experts related to soccer, prefectural and city sports, and community development.

A total of 19 meetings were held from June 6, 2013 to November 21, 2014, and in December 2014, the Hiroshima Prefectural Governor, Hiroshima Mayor, Hiroshima Chamber of Commerce and Industry Chairman, Hiroshima Proposals regarding a soccer stadium suitable for Hiroshima were submitted to four members of the prefectural soccer association.

In order to discuss responses to this proposal, a meeting was held on January 13, 2015 at the request of the Mayor of Hiroshima between the Governor of Hiroshima Prefecture, the Mayor of Hiroshima, the President of the Hiroshima Chamber of Commerce and Industry, and the President of the Hiroshima Prefecture Football Association.

・A working group from the prefecture, city, and chamber of commerce has been established to address issues such as narrowing down candidate construction sites, project entities, dealing with business income and expenditures and shortfalls, and business schemes, as presented in the recommendations. In the future, we will conduct more in-depth verification and consideration.

・A meeting between the governor of Hiroshima prefecture, the mayor of Hiroshima, and others will be held within FY2015 to come up with a certain direction regarding the soccer stadium.

Regarding ``Studying solutions to transportation issues in the Ujina area,'' we estimated the traffic conditions expected during peak hours assuming 30,000 soccer attendees.

• Regarding National Route 2 (Hiroshima South Road) along Hiroshima Minato Park, it is expected that smooth traffic handling will be possible if signal adjustments and hardware measures are taken.

・There is a concern that traffic congestion will occur around the Kako Meridian Line even if signal adjustments are made, but it is difficult to take physical measures such as improving intersections at intersections around the Kako Meridian Line, so it is difficult to alleviate congestion. Toward this end, it is necessary to avoid traffic congestion by making better use of the Hiroshima Expressway and providing guidance on exit routes.

In addition, regarding the ``Feasibility Study on Two Candidate Sites'', we calculated the approximate project costs and found that the former Hiroshima Municipal Stadium site would cost 26.03 billion yen, and Hiroshima Minato Park would cost 18.01 billion yen. Ta.

Furthermore, on March 3, Sanfrecce Hiroshima Chairman Kubo announced a plan to build a new soccer stadium, but this plan differs from what the working group has been considering so far, including the number of people it can accommodate. We believe that it is necessary to hold discussions with Sanfrecce Hiroshima, as we need to confirm the content, including differences in assumptions, but we have not been able to confirm this or exchange opinions.

We recognize that the understanding of Sanfrecce Hiroshima is very important when constructing a soccer stadium, and we are aware that we will need time to continue discussions and that the logistics function will be affected if a soccer stadium is constructed. As we need to continue discussions to resolve the concerns of port stakeholders who are concerned about the impact, we have postponed the three-party meeting that we have been preparing to hold at the end of March. This was announced on March 29th.
