ベジ議連第6回レポート

2021年5月26日、衆議院第一議員会館国際会議室にてベジ議連（正式名称は「ベジタリアン/ヴィーガン関連制度推進のための議員連盟」）の第6回総会が行われました。5月11日に「ベジタリアン・ヴィーガンJAS規格プロジェクトチーム（PT）」第一回委員会が行われたことを受け、今後、ベジタリアン・ヴィーガンJAS規格の制定をどう進めていくかについて話し合われました。「ベジタリアン又はヴィーガンに適した食品等JAS」は食品と飲食店それぞれへの認証制度として、2022年3月に制定が見込まれています。

柿沢議員の下記ツイートや須藤議員が挨拶で「最近、植物肉で料理をしている」と述べるなど、国会議員の間でも植物肉への関心が広まりつつあるようです。泉議員は、最近スーパー等で入手できるソイチーズに言及していました。

ベジタリアン・ヴィーガンJAS規格の原案・制定スケジュールについて

PT委員長の垣本充・日本ベジタリアン協会代表から「ベジタリアン又はヴィーガンに適した食品等JAS制定プロジェクトチームスケジュール」「規格の構成」について説明があり、それを受けて出席議員からの質問、関係団体からの意見・要望が出されました。

各議員からは「機内食のように、ベジタリアンやヴィーガンの種類によって細かくランク分けし、多様なニーズに応えることも必要ではないか」、「ベジ・ヴィーガン用とするとそれ以外の人が手を出しにくくなる恐れもあり、幅広い食の選択肢という観点が求められるのでは」、「何が入っているのかがわかるように、ピクトグラム等との併用も検討しては」「有機農産物の使用や遺伝子組み換え食品についての表示はどうするのか」等の意見に対し、「細かい区分けは事業者や飲食店の負担につながる」「日本でどのようにベジタリアンやヴィーガンを普及させていくかという視点は重要」「ピクトグラムは東京都のガイドブックでも採用されている」「有機食品や遺伝子組み換え食品についてはEUが非常に厳しい基準を設けている」などの議論が行われました。

関係団体からは「海外のフレキシタリアンがヴィーガンやプラントベースの食品を選ぶのに対し、日本のいわゆる"ゆるベジ”は肉を減らす傾向が強いという違いがある」「何がベジタリアン、ヴィーガンかの理解がまだ一般的でない」という懸念も示されました。「東京ヴィーガン」からは、「プラントベース」と謳いながら卵、乳製品、ゼラチン、肉が入っていたり、昆虫食を「プラントベース」と紹介する事例が報告されるなど、現状は「ベジタリアン」「ヴィーガン」「プラントベース」が何を指すものなのかについての混乱が見られるようです。特に今年に入り、ヴィーガンやプラントベースの商品を見る機会が増えましたが、改めて、消費者が信頼できるマーク等の普及が求められます。

以前のリポートでも触れていますが、観光庁はベジタリアン・ヴィーガンに取り組む飲食店向けのマニュアル『飲食店等における外国人ベジタリアン・ヴィーガン対応ガイド』配布や講習会（現在はオンライン）などを通じて、ノウハウの提供を行っています。こうした情報を活用し、ベジタリアン・ヴィーガンへの理解が進むことが望まれます。

また、下記の高井議員のツイートにもあるように、「JAS規格を取得していなければベジタリアン、ヴィーガンではない」という方向になると、取り組む事業者を限定し、かえって市場を狭めるのではないかということが、複数の出席者から指摘されました。

なお、これまでベジ議連に参加してきた関係団体・事業者は、日本ベジタリアン協会、日本ベジタリアン学会、ミートフリーマンデー・オールジャパン、㈱ニッコクトラストを除いてPTのメンバーではないことから、今回の議連総会に先立ち、ベジ議連と10を超える関係団体との会合が行われました。総会では、PTに参加していない関係団体の意見や要望はベジ議連がとりまとめPTに反映させていく旨が、松原事務局長から述べられました。

その他の動きについて

台東区：前回の議連総会でも報告がありましたが、台東区が今年4月1日から「食の多様性に関する認証取得助成事業」をスタートしています。ハラール、ベジタリアン、ヴィーガン、コーシャ（ユダヤ教の食の戒律に則った食品）それぞれの認証機関による認証取得に必要な経費のうち、助成対象経費の2分の1（上限10万円）が助成されます。台東区からの報告では、問い合わせは数件来ているものの、コロナ禍による打撃が影響してか、助成に至った例はまだないとのことでした。

農林水産省；農林水産省本館南側駐車場で平日11時30分〜13時30分にフードトラック（キッチンカー）が出店しており（一般客も利用可能）、2021年3月9日〜4月27日の毎週火曜日にヴィーガンバーガー専門店のLUNA BURGERがヴィーガンフードを販売したとの報告がありました。ベジタリアン・ヴィーガンに対する社会の認知を広げるためにも、ぜひ今後も続けてほしい試みです。

A Report on the Sixth Meeting of the Vege Council

The sixth meeting of the Vege Council was held on May 11th at the House of Representatives First Building, at which discussion took place on how to proceed with the establishment of vegetarian vegan JAS standards. Standards for food products and restaurants “suitable for vegetarians or vegans” are expected to be implemented in March 2022.

Who Attended the Meeting
The current composition of the council is as follows. The names of those who attended the sixth meeting are indicated in bold type.

Eleven other members of the Japanese Diet also attended the meeting. Among them was Rep. Mito Kakizawa, who recently tweeted about the value of plant-based meat as a way of tackling the climate issue by reducing the green-house emissions of cattle. In addition, Councillor Genki Sudo mentioned that he had been cooking with plant-based meet recently, while Rep. Kenta Izumi remarked about the growing availability of the soya cheese in supermarkets. There seems to be a growing interest in vegetarian and vegan foods among members of the Japanese Diet.
Representatives of the following organizations were present at the meeting: Japan Vegetarian Society, Vege Project Japan, Tokyo Vegan, Japanese Society for Vegetarian Research, Nikkoku Trust Inc., Global Media Inc., Japan Vegan Society, Green Culture Inc., Plant-based Japan Inc., Japan Ethical Vegan Society, Kirasienne Inc.
Staff from Taito City Government, the Ministry of Agriculture, Forestry and Fisheries, and the Tourism Agency also attended.

The Schedule for Establishing Vegetarian and Vegan JAS Standards
President of the Japan Vegetarian Society, Mr. Osamu Kakimoto, gave an explanation of the standards proposed by the project team which he chairs. In response, members of the Diet asked questions and presented their opinions and demands.
The proposed standards are based on the ISO standards issued last March.
In response to a question about catering for diverse dietary needs through the creation of multiple categories similar to those used for airplane meals, concern was raised about the burden that would place on companies and restaurants. Concern was also raised about the possibility that non-vegetarians and non-vegans would be discouraged from trying products specifically labeled as being for vegetarians and vegans, thus impeding the further growth of vegetarianism and veganism in Japan. In response to a suggestion that pictograms should be used so that consumers can easily understand what ingredients products contain, it was pointed out that this had already been done in the guidebook for vegetarians and vegans published by the Tokyo Metropolitan Government. There was also discussion about the labeling of organic and non-GMO products, and some suggested that the standards adopted by the EU were too strict.
Opinions from representatives of the other organizations at the meeting were also solicited. There was concern that the meaning of the terms “vegetarian” and “vegan” were still not well understood in Japan, with many opting for so-called “light vegetarism” (yuru-vege), involving the reduction of meat consumption rather than the adoption of vegan or plant-based foods as practiced by “flexitarians” in other countries. Furthermore, representatives of Tokyo Vegan reported cases of products containing eggs, dairy products, gelatin, insects and meat being mislabeled as “plant-based”, thus spreading additional confusion about the meaning of the terms “vegetarian”, “vegan” and “plant-based”. Since the beginning of this year, many new vegan and plant-based products have made their way onto supermarket shelves, increasing the urgency of adopting labeling standards that consumers can trust.
As mentioned in the report on the previous meeting, the Tourism Agency has been making efforts to improve the situation of catering for vegetarians and vegans in Japan. Specifically, it has published a guidebook and held training sessions to raise restaurants’ awareness of the needs of vegetarians and vegans.
A number of attendees expressed concern that products not receiving official JAS approval would no longer be regarded as vegetarian or vegan, thus restricting the market rather than expanding it. This concern was recently echoed in a tweet by Representative Takashi Takai.
Of all the organizations that have participated in Vege Council meetings to date, only the Japan Vegetarian Society, Japanese Society for Vegetarian Research, Meet Free Monday Japan, and Nikkoku Trust Inc. are members of the JAS standards project team. As noted by General Secretary Jin Matsubara, this general meeting of the Vege Council was therefore an opportunity for the other organizations to present their opinions and demands and have them reflected in the decisions of the project team.

Other Developments
As announced at the previous meeting, Taito City Government have since April been running a program to subsidize local businesses’ efforts to obtain certification in catering for various diets. This program covers 50% of the cost (with an upper limit of ¥100,000) of obtaining official recognition as halal, vegetarian, vegan or kosher caterers from the respective certification organizations. Taito City Government report that they have received several inquiries about the program, but so far, under the current pandemic circumstances, no businesses have actually taken up the offer.
From March 9th until April 27th, a Luna Burger food truck sold vegan burgers in the parking lot of the Ministry of Agriculture, Forestry and Fisheries during lunch hours on Tuesdays. It is hoped that this will continue in the future as a way of increasing social awareness of vegetarianism and veganism.
