中華系の航空会社の機内安全ビデオの謎

ここ数日間旅客機の事故が続いている。今日は私が以前から感じている疑問をここに記そうと思う。

以前セーフティビデオに関する記事を投稿したことがあるが、中華系航空会社特有のアナウンスがある。（最近のものをチェックするとアメリカ系の航空会社でも同じようなものがあった。）

安全ビデオで「機内は禁煙です」とメンションする。ここまではわかる。しかしその後に「火災報知器を破壊しないでください」とまで言及している。これは流石にわからない。わからないというか、「そんなことがあったのか？！」と心配になる。

さらにすごいことに、PAアナウンスで「機内設備を破壊(...)した場合、中華人民共和国行政処罰法と中華人民共和国民用航空安全保衛条例に基づき罰金、留置または刑事処分されることがあります。(...)中華人民共和国の法と規則に基づき、機内は公共の場所であり、録音・録画の対象です。」という言葉がスピーカーから流れている映像も見た。飛行機の中まで監視社会。安全のためとはいえ、すごい世の中だ。そこまでしないとみんなお行儀良く座っていてくれないのだろうかと思うと恐ろしい。

ちなみにこの投稿の元ネタを書いていた数年前、YouTubeで確認した限り2011年の中国南方航空（国際線）以外では全て火災報知器に言及している。
近隣のフラッグシップだとタイ国際航空、マレーシア航空、ロイヤルブルネイ航空、ミャンマー・ナショナル航空あたりが言及はしているものの、「破壊するな」とはガルーダ・インドネシア航空、フィリピン航空以外が言及がない。ベトナム航空、MIATモンゴル航空は日本式で、禁煙アナウンスに止めている。

ここまで言うと言うことは、まさか実際に壊した人がいるのだろうか…？

ルフトハンザやKLMなど、他の国の航空会社では聞いた覚えがないのでとっても不思議だ。他にもあるか有識者の教えを乞いたい。

実はこの事象は中国国際航空、他、中国内地の会社だけでなく台湾の航空会社チャイナエアラインでも見られた。

香港(キャセイパシフィック航空、香港航空、香港エクスプレス)は法律が違うのか"機内での喫煙に対して$50,000+最長2年懲役"と言ってるだけで、器物損壊には言及していない。しかしこれは中国に統一される前の話なので現在どうなっているかはわからない。

っていうかさあ。上空まで行って設備破壊しないだろ普通…。

と思ったが昔、飛行中だかに非常扉を開けようとした人がいたはずなので可能性は十分ある。飛行機で旅行することが一般的でなかった人にとっては電車の窓みたいなものだと考えているのかもしれない。

私の火災報知器破壊に至るまでの予想がこれだ：

　1. タバコくらい吸ったって平気でしょ…

　2. 火災報知器が鳴る

　3a. あ、タバコで鳴っちゃったかな。消しとこ

　3b. 哎呀、大変だ。消したらバレないでしょ！

　4. あれ？止まらないなぁ…もっと強く押さないとダメかな？→破壊

なお中国国際航空はPAアナウンスでも別途念押ししてるのがさらに興味深い。法律を持ち出して脅さないとやってしまうのだろうか…と言う気もしたが、深刻みは増すので「別にそのくらい大したことないでしょ」とは思わなくなるかもしれない。
「〇〇な状態になるから危険」という説明は長くなるし、万人に聞き入れてもらえるわけではないし、（世の中には飛行機のエンジンにお賽銭を投げ入れる人もいるらしいので）理屈を理解できない人も少なくはないだろうからこのくらい直球の方が良いのかもしれない。「言われなくてもそんなことしないだろ普通…」っていう人には窮屈に感じる一言かもしれないとは思う。

変な客にはどこの会社のクルーも手を焼いているだろうなーと思ってしまう。飛行機というのは変な人が乗っていた時、地上の乗り物と比較して人が死ぬ確率がめちゃめちゃ高いのだ。「そこまで言わなきゃいけないものなの？」とは思うかもしれないが、命には変えられないところだ。

もっと平たい例で言うと2014年9月までの離着陸時の電子機器の使用（航空：航空機の運航の安全に支障を及ぼすおそれのある電子機器の使用制限について - 国土交通省）がそれらしい感じだ。通信してないなら撮影くらい、音楽聴いてるくらいいいじゃんとは正直私も思っていた。それでも安全運行のためにはルールは守りましょうと言いたい。でないと、それを見たよくわかっていない人が通信可能状態で電子機器使ってしまうので。
ちなみに規制が緩和されたのは電子機器が発する電波が実際のところどのくらい影響があるのかわかってきたから、というのが大きそうだ。スマホの普及によって、電子機器の仕組みや使い方が広く認知されていると認められたのもあるかもしれない。「飛行機のことなんて何も知らない！」という人も安全に使えるように、各所ものすごく頑張っているなーと感じているところだ。
