救護所利用の弾丸登山・軽装登山者から課徴金を強制徴収せよ：2024年8月23日（金）
富士山頂上への登山が人気である。富士登山は，国内の旅行者だけでなく，海外旅行者にもたいへん人気がある。富士登山には吉田ルート（山梨県），須走ルート（静岡県），御殿場ルート（静岡県），富士宮ルート（静岡県）があり，五合目から山頂までの登山の夏山期間は2024年7月10日（水）（吉田ルートのみ7月1日（月））から9月10日（火）までである。
昨年の2023年の夏山期間の登山者数は約22.1万人だった。ところが，この夏山期間において，高山病，低体温症，ケガ等により，富士山の八合目にある救護所を利用する弾丸登山・軽装登山者などのことが頻繁にテレビで取り上げられている。
弾丸登山（富士山五合目を夜間に出発し，山小屋に泊まらず夜通しで一気に富士山を目指す登山形態）や軽装登山という行為が，危険を伴うことについては登山口で注意喚起（「山小屋宿泊を伴わない夜間の登山はやめてください」や「富士登山ルール・マナーは必ず守って安全に登山してください」など）を行っているにもかかわらず，そうした行為による高山病，低体温症，ケガ等の救助要請が絶えない。
八合目の救護所における医師や看護師などはボランティアで24時間フルに対処しているという。富士山の登下山道の使用料（2,000円）や富士山保全協力金（1,000円）に加えて，弾丸登山・軽装登山者が救護所を利用する場合には高額な課徴金を徴収すべきである，と私は思う。

Climbing to the summit of Mount Fuji is very popular. Mount Fuji climbing is highly popular not only among domestic travelers but also among international visitors. There are four main routes for climbing Mount Fuji: the Yoshida Route (Yamanashi Prefecture), the Subashiri Route (Shizuoka Prefecture), the Gotemba Route (Shizuoka Prefecture), and the Fujinomiya Route (Shizuoka Prefecture). The summer climbing season for ascending from the fifth station to the summit in 2024 is from Wednesday, July 10 (July 1 for the Yoshida Route only), to Tuesday, September 10.
In the summer climbing season of last year, 2023, the number of climbers was approximately 221,000.
However, during this summer season, the issue of bullet climbers and inadequately equipped hikers who use the emergency shelters at the eighth station of Mount Fuji due to altitude sickness, hypothermia, injuries, etc., has frequently been covered on television.
Bullet climbing, which involves departing from the fifth station at night and aiming to reach the summit of Mount Fuji without staying overnight in a mountain hut, and hiking with inadequate gear are both dangerous activities. Despite the warnings at the trailheads (e.g., "Please refrain from night climbing without staying at a mountain hut" or "Always follow the rules and manners of climbing Mount Fuji to ensure a safe climb"), rescue requests due to altitude sickness, hypothermia, injuries, etc., caused by these actions continue unabated.Doctors and nurses at the emergency shelter on the eighth station are volunteers who respond 24 hours a day.
In addition to the fee for using Mount Fuji’s climbing trails (2,000 yen) and the Mount Fuji Preservation Cooperation Fee (1,000 yen), I believe a significant surcharge should be imposed on bullet climbers and inadequately equipped hikers who use the emergency shelters.
