ロシアのミサイル攻撃から命守る「防空装備」支援を ウクライナに心寄せる199人が「公開書簡」発表(全訳)

訳者より:ウクライナ市民をロシアのミサイル攻撃から守れるよう、支援を同盟国に訴える公開書簡が9月11日、発表された(「ウクライナ・プラウダ」)。2022年、ノーベル平和賞を受賞したウクライナの「市民自由センター」指導者のオレクサンドラ・マトイチュク氏を筆頭に、国内外の知識人199人が著名している。ロシアは、イランから無人機のみならず、弾道ミサイルも受け取ると伝えられている。この書簡によると、ロシア自体も2024年、ミサイルの生産能力を5割増やしたという。この冬、ウクライナ人は激しい空爆を受ける恐れがある。公開書簡は、犠牲をできるだけ減らせるよう、防空の装備をウクライナへ送るよう訴えるものだ。(以下、全訳)

 タイトル「ウクライナの同盟国への公開書簡:防空支援への緊急要請」

 私たち(下記の署名者)は、ロシアの侵略で国家存亡の危機にあるウクライナの闘いをゆるぎなく支援してくださる同盟国、人々に心から感謝の意を表します。
 最近の出来事は、ウクライナの防空能力を強化するために、包括的なアプローチと緊急の措置を取る必要性を、根本的な形で浮き彫りにしました。
 7月8日、第75回NATO首脳会議の前夜、ロシアは数十発のミサイルでウクライナを攻撃。44人が死亡し、200人近くが負傷しました。この日のクレムリンのターゲットの中には、キーウ市のオフマディト病院も含まれていました。そこでは、小児がん患者や他の病気の子供たちが治療を受けていました。「最後の希望の病院」として知られ、小児がん、神経外科、遺伝病の専門医療で有名で、救命手術を年間数千件、行っています。
 オフマディト病院を標的とする決定は、意図的なものでした。2022年の全面侵攻以来、ウクライナの医療衛生施設に対するロシアの攻撃は1,442件にのぼります。シリアにおいて、ロシアは病院を標的とするやり口を完成させたが、これはもっぱら民間人に恐怖を与えるための、もう一つの手段です。
 これらの攻撃は、あからさまなテロ行為であり、国連憲章、世界人権宣言、ジュネーブ条約、ローマ規程、その他の国際人道法の規範を含む、戦地における民間人を保護する国際条約に明白に違反しています。
 本格的な侵攻が始まって以来、ロシアは5,000発以上の戦略・戦術ミサイルと5,000機以上の無人機(UAV)をウクライナに発射し、約2万9,000発の滑空爆弾とともに、市民の生命と、市民に必要不可欠なインフラに大きな損害を与えています。
 当初の制裁措置によりロシアのミサイル生産は一時的に減ったものの、軍需産業は急速に回復・拡大しました。弾道ミサイルや巡航ミサイルを含むミサイル生産は、2024年には昨年比で50%急増しました。とりわけ、イランが設計した無人機「ゲラン-2」の生産量が倍増し、ロシアが保有する滑空爆弾は260%増加しました。
 医療スタッフやその患者を狙ったこうした残虐行為に加え、ロシアは重要なインフラを標的にし続けており、ウクライナの発電所の約3分の2が破壊、損傷され、〈訳注:ザポリージャ原発はロシアに〉掌握されています。このような無慈悲な戦術に対しては、緊急かつ強固な国際的対応が必要です。
 したがって、我々はウクライナの同盟国に対し、同国の領空を保護するための、長く待ち望まれた措置を講じるよう、緊急要請します。
 F-16戦闘機の納入の確保はクリティカルな課題であるが、一方で私たちは、ウクライナの国際的パートナーに対し、緊急の必要性、すなわちパトリオット、NASAMS(中高度防空ミサイルシステム)、IRIS-T(短距離空対空ミサイル)システム、その他の重要な防空システム、および十分なSAM(地対空ミサイル)の追加に対応するよう強く要請します。これらの防衛は、ウクライナ領土深くへの巡航ミサイルや弾道ミサイル攻撃に対する強固な盾を確立するために不可欠です。
 また、ロシアのミサイルをNATO近隣諸国にあるシステムを使ってウクライナ上空で迎撃できるかどうかの議論も促したいと思います。このアプローチは、ウクライナとポーランドの最近の二国間協定を反映しており、地域協力の先例となるものです。また、西側民主主義諸国によるウクライナへの軍事支援を対GDP比で0.25%まで引き上げることを検討するよう強く求めます。
 ウクライナ社会は、逆境に直面してもなお強靭であり、団結しています。市民社会、知識人、オピニオンリーダー(の代表)として、私たちは同盟国に対し、ウクライナとともに立ち、民主主義を守り、この無分別な侵略に巻き込まれた罪のない人々を守るよう強く求めます。私たちはともに、ひとつのグローバル・コミュニティーとして私たちを結びつける、正義と自由の価値を守ることができるのです。
