結構本気本気だと思います。そもそもロシアって、病院を平気で空爆する国です。

他国への核攻撃など、なんとも思いません。

Dmitry Medvedev, deputy chairman of Russia's security council and always eager to demonstrate his loyalty to Putin and his "special military operation," echoed the remarks days later, saying that Russia could use nuclear weapons in Ukraine — "without asking anyone's permission, without long consolations" 

と、平気で言っています。

Putin, indeed, on Friday pointed to the United States' dropping of atomic bombs on Hiroshima and Nagasaki in World War II as "setting a precedent" for the use of nuclear arms in a conflict.

と、ダメ押し。

基本「使うのを懸念」ではなく「使った」ときにどうするかの段階だと思いますけどね～。

誘導精密弾が切れ、最新戦闘機も日々撃墜されるロシアは追い埋められ核兵器をウクライナで使ったところで形勢逆転の可能性は、ないと思いますけどね〜。
