ただ、足尾を(古河市兵衛を)ディスるのも不公平な気がするので、
彼らにも少しだけ言い訳をさせてあげたいと思います。

別子銅山は民営化された鉱山(国が植樹や無人島購入に関与していない)なので、伊庭貞鋼が自由に動く事が出来た。

一方足尾は国策事業であり、その事業の発展は当時明治政府の浮沈に関わっていました。
なので、採掘事業を止めるという選択肢はあり得ない事でした。
折しも、この頃の国際情勢は、朝鮮半島を巡って清国との関係が一触即発になっていました。
ただ、政府も一枚岩であったわけではなく、主戦派と慎重派に分かれていました。(陸奥宗光は主戦派でした。)

そんなこんなで、足尾銅山開発は
更に拡大していきました。

とはいえ、古河にも後ろめたい所は
あったのでしょう。
渡良瀬川に汚水が流れこむのを
防ごうと堤防を作り、ある程度
濾過した水のみ流すようにしました。
もちろん国がバックアップした上で。
これで住民が大人しくなると高をくくっていた面もありました。

ところが、この中途半端な対策が、
大事件につながる事になりました。

However,I feel it's unfair to disrespect Ashio(and Furukawa Ichibei),so I would like to give them a little excuse as well.

Since the Besshi Copper Mine was a privatize mine (the government was not involved in planting trees or purchasing uninhabited islands), Iba Sadakane was able to move freely.

Ashio,on the other hand,was a national project, and its development was related to the ups and downs of the Meiji government at the time.

Therefore,stopping the mining business was not opinion.

At the time,international relations with the Qing dynasty over the Korean peninsula were in a state of flux.

However,the Meiji government was not monolithic, either,and was divided between the main faction and the cautious faction.(Mutsu Munemitsu was a main fighter.)

As such,the Ashio Copper Mine development further expanded. 

Nevertheless,Furukawa must have had a guilty consciousness.

He built a dike to prevent sewage from flowing into the Watarase River,allowing only a certain amount of filtered water to flow.       Of course,the government backed him up.      He himself was in some ways native in thinking that this would quiet the residents.

However,these half-hearted measures taken by Furukawa led to a major incident.
