I said to the ex-director that the problem certainly has been known since 10 years ago. （私はその元部長に、そういった問題が発生してくるのは１０年以上前から明らかだったのではありませんか、と尋ねた。）

It was an ironic comment. However, one of ex-directors replayed. "Actually, We have been understanding it seriously and did some countermeasures."
（それの質問は皮肉に響いたかもしれない。しかしその元部長は答えてくれた。「当然、こうなることは分かっていて、真剣に考えてきた。近年は対策も取ってきている。」）

"At that time, It was a policy of the president. So nobody against it."
Ex-directors were not inability people. They performed some countermeasures, but those might be not enough and be limited.
（「それに、当時それは社長の方針で、反対できるものはいなかった。」当時の幹部たちは決して無能ではない。対策は取ったことは知っている。しかしれは不十分で限定的なものだった。）

Everything includes side effects.
