他们称我家人有自由就医的权利，但每次都派人进行绑架和拦截，阻止我家人就医。他们称要解决问题，但除打击报复外就是躺平不作为。
They claim my family has the freedom to seek medical treatment, but every time my family goes out for medical care, they send people to kidnap and intercept. They talk about resolving these issues, but besides retaliatory actions, their response is mere inaction.
彼らは通院の自由を保障すると言いながら、毎回拉致や暴行で通院妨害をしています。彼らは問題を解決すると宣言しながらも、弾圧以外の実質的なことは何もしていません。

发生在2023年对我妹杨丽和我母亲许冬青进行8次绑架殴打、不让看病、24小时跟踪监视、堵路封路等行为，全是由这三位在幕后具体组织实施。（详细点这）

These three individuals were the orchestrators of eight incidents in 2023 involving kidnapping, assault, preventing my family from seeking medical care, subjecting them to surveillance, and blocking travel routes.

この三人は、幾度なく私の妹と母親に対する拉致暴行、通院妨害、監視尾行、道路封鎖を行ってきました。
江苏省秘书长兼信访局局长田洪、省信访局办公室主任王春明
在我家人于2023年2月向国家信访局提交信访材料后，江苏信访系统违反《信访工作条例》，将信访问题交给被举报人的西城街道办事处处理。结果是，不仅没人调查处理问题，我家人反而失去自由就医的权利。
我们开始申请上级履职、开始向驻日使馆寻求帮助。
2023年5月11日，局长田洪率一众官员到我家，称我家人可以自由出行看病，称会让金坛地方解决十多年没有解决的拆迁问题，但就是没人提如何协调解决信访问题。当时，有多人在现场拿手机进行拍摄（懂的都懂）视频点这。
6月14日，我妹和我母亲在北京大学第一医院办理住院手续时被第5次绑架，同月17日，局长田洪第二次到我家，他依然称我家人有自由就医的权利，但对我们提出的5次遭绑架遭阻扰就医的实际问题却不予回应。
同年7月17日，省信访局办公室主任王春明通过微信电话建议我和常州市信访局副局长王颖沟通。对我要求省委党政领导履行信访职责的要求，王主任称我还不够级别。
同年9月14日，金坛区委书记陆秋明接到局长田洪和常州市委书记陈金虎要求将我在北京大学第一医院住院治疗的家人强制带回的指令。同月16日，我妹在北大一院被绑架，后被强制绑回江苏拘留10日。我母亲在同月26日在北大一院的病床上被绑架，后被仍在江苏家附近的马路边。
结合江苏省公安厅厅长李耀光的就职履历和北京公安系统的操作，可以分析出，对我家人实施的所有暴力、所有反人权行为，并非金坛地方的个体行为。（详细点这）
The Secretary-General and Director of the Petition Bureau of Jiangsu Province, Tian Hong, and the Director of the Office of the Provincial Petition Bureau, Wang Chunming
After my family submitted petition materials to the National Petition Bureau in February 2023, the Jiangsu petition system, in violation of the "Petition Work Regulations," transferred the petition issues to the Xicheng Street Office, the entity accused in the petition. The result was not only a lack of investigation into the issues but also the deprivation of my family's right to seek medical treatment freely.
We began to seek assistance from higher authorities and reached out to the Embassy of China in Japan.
On May 11, 2023, Director Tian Hong and a group of officials visited my home, claiming that my family could freely seek medical treatment and promising to resolve the unresolved demolition issue in Jintan. However, no one addressed how to coordinate and resolve the petition issues.
On June 14, my sister and mother were kidnapped for the fifth time while processing hospitalization procedures at Peking University First Hospital. On June 17, Director Tian Hong visited my home for the second time, still asserting my family's right to seek medical treatment freely but ignoring the practical issues we raised about the five incidents of abduction and interference with medical treatment.
On July 17 of the same year, Director Wang Chunming of the Provincial Petition Bureau Office suggested through a WeChat call that I communicate with Wang Ying, Deputy Director of the Changzhou Petition Bureau. Regarding my request for provincial party and government leaders to fulfill their petition responsibilities, Director Wang stated that I was not of a high enough level.
On September 14, the Secretary of the Jintan District Committee received an order from Director Tian Hong and Chen Jinhu, Secretary of the Changzhou Municipal Committee, to forcibly bring back my family members undergoing treatment at Peking University First Hospital. On September 16, my sister was kidnapped at Peking University First Hospital and detained in Jiangsu for 10 days. On September 26, my mother, still recovering in Peking University First Hospital, was kidnapped and left by the roadside near our home in Jiangsu.
Considering the work history of Li Yaoguang, the Director of the Jiangsu Provincial Public Security Department, and the operations of the Beijing public security system, it can be analyzed that all acts of violence and human rights abuses against my family were not isolated actions by individuals in Jintan but orchestrated at a higher level within Jiangsu.

2023年2月、母と妹が国家信訪局に陳情資料を提出した後、関係信訪局が「信訪工作条例」に違反し、問題を西城街道に移管しました。その結果、母と妹は通院の自由まで失いました。私たちは上位当局に苦情を申し立て、駐日中国領事館に助けを求めることとなりました。
2023年5月11日、田洪局長らが実家を訪れ、当の信訪問題を避けながらも、通院の自由と金壇当局に十数年未解決の立ち退き問題を解決に促すと約束してくれましたが、実際とは違っていました。
2023年6月14日、母と妹は北京大学第一医院で入院手続きを進めている最中に、5回目の拉致にあいました。同月17日、田洪局長は2度目に実家を訪れ、依然として通院の自由はあると主張しましたが、母と妹が5回も拉致暴行や通院妨害を受けている事実に対しては何も返答してくれませんでした。
同年7月17日、省信訪局事務室王春明主任がWeChat電話を通じ、私に常州市信訪局王穎副局長と対話するように提案してくれましたが、私たちの江蘇省責任者に対しての責務履行の要求には私のステータスが足りて無いとの返答でした。
同年9月14日、金坛区の陸秋明書記に、田洪局長と常州市書記の陳金虎から、北京大学第一医院で治療中の二人を強制的に連れ戻すよう指令を受けたと告知され、同月16日、妹は北京大学第一医院内で拉致され、その後江蘇で10日間拘留されました。母は同月の26日に北京大学第一医院の病床で拉致され、その後江蘇の自宅近くの道路端に置かれました。
江蘇省公安庁李耀光庁長の職歴と北京公安の執法状況を総合的に考えると、母と妹に対する暴力行為や人権侵害行為は金壇当局による単独行動ではなく、江蘇省による実施されたものであると判断できます。
常州市信访局副局长王颖
副局长王颖虽然多次被表彰为党代表、人民满意公务员、最美公务员等，但在处理我家的信访问题时却彻底躺平不作为。2023年8月15日，我通过微信向王颖提交报告，提请包案领导于贵平和市委陈金虎书记、盛蕾市长解决问题，王颖不理不睬。
9月15日凌晨1点左右，王颖和栾留康突然要求和我微信通话，通话中两人要求我说服我妹放弃维权、放弃上访，我没同意（此时，田洪和陈金虎已经下令要求将我妹绑回江苏）。16日，我妹被绑架、拘留。
Deputy Director Wang Ying of the Changzhou Petition Bureau
Despite being repeatedly recognized as a party representative, a public servant satisfying the people, and an outstanding public servant, Deputy Director Wang Ying has shown complete inaction and a lying-flat attitude when it comes to addressing the petition issues of my family. On August 15, 2023, I submitted a report to Wang Ying via WeChat, urging leaders in charge, including Yu Guiping, Chen Jinhu Secretary of the Municipal Party Committee, and Mayor Sheng Lei, to resolve the problem. However, Wang Ying chose to ignore my plea.
Around 1 a.m. on September 15, Wang Ying and Luan Liukang suddenly requested a WeChat call with me. During the call, they urged me to persuade my sister to give up her rights and cease petitioning. I did not agree (at this point, Tian Hong and Chen Jinhu had already ordered my sister to be forcibly brought back to Jiangsu). On the 16th, my sister was kidnapped and detained.常州信訪局副局長王穎
王穎副局長は党代表、国民を満足させる公務員や優秀な公務員として何度も表彰されてきたにもかかわらず、我々の信訪問題には無視を貫いでいます。2023年8月15日、私はWeChatを通じて王穎副局長に報告書を提出し、責任者、市書記や市長に問題の解決を促したが、王局長は未だに無視し続けています。
9月15日午前1時の深夜、私は王局長にWeChat通話を要求され、妹に権利を放棄し、陳情をやめるよう説得しろと迫られ、その要求を拒否した翌日の１６日に、妹はまた拉致され10間の拘留を罰せられました。

2023年3月18日，我家人向江苏省委书记信长星、省长许昆林，常州市委书记陈金虎、市长盛蕾提交接下访申请，要求调查处理问题，但无一官员作出回应。
同年5月23日，常州市公安局局长于贵平到我家，声称我家人有自由就医权利，称要让金坛当地解决十多年没有解决的拆迁问题，但拒不提如何解决信访问题。
同月8月15日，我通过微信向王颖提交报告，提请包案领导于贵平和市委陈金虎书记、盛蕾市长依法解决信访问题，三位官员至今无一作出回应。
同年9月14日，金坛区委书记陆秋明告知我们陈金虎和田洪下令让他将我在北京就医的家人强制带回。也就是说，我妹被绑回江苏并被处以拘留10日的行政处罚，源于这两位官员的命令。

On March 18, 2023, my family submitted a follow-up visit application to Xin Changxing , Secretary of the Jiangsu Provincial Party Committee, Xu Kunlin, Provincial Governor, Chen Jinhu, Secretary of the Changzhou Municipal Party Committee, and Sheng Lei, Mayor, seeking an investigation and resolution of the issues. However, none of the officials provided a response.
On May 23, Changzhou Public Security Bureau Director Yugui Ping visited my home, claiming that my family has the right to seek medical treatment freely and expressing the intention to have the local authorities in Jintan resolve the unresolved demolition issue of more than a decade. However, he refused to address how to resolve the petition issues.
On August 15 of the same year, I submitted a report via WeChat to Wang Ying, urging leaders in charge, including Yugui Ping, Secretary Chen Jinhu of the Municipal Party Committee, and Mayor Sheng Lei, to lawfully address the petition issues. To date, none of these three officials has responded.
On September 14, Lu Qiuming, Secretary of the Jintan District Committee, informed us that Chen Jinhu and Tian Hong had ordered him to forcibly bring back my family members receiving medical treatment in Beijing. In other words, my sister was forcibly brought back to Jiangsu and subjected to a 10-day administrative detention, based on the orders of these two officials.

2023年3月18日、私たちは江蘇省党委員会信長星書記、許崑林省長、常州市党委員会陳金虎書記、盛蕾市長に責務履行の申請書を提出し、問題の調査と解決を求めましたが、上記の官僚からは誰も返答がなかった。
同年5月23日、常州市公安局于貴平局長が実家を訪れ、通院の自由を保障すると金壇当局に十数年未解決の立ち退き問題を解決させると約束してくれましたが、それもまた全て虚言であった。
同年8月15日、私は王穎局長を経由し、三人に責務履行の申請書を提出しましたが、誰からも返答が来ていません。
同年9月14日、金壇区党委員会陸秋明書記に、陳金虎書記と田洪局長から、北京で治療を受けている母と妹を連れ戻すよう命じられたと告知されました。つまり、母と妹が受けた拉致や拘留はこの二人の指示によるものだと考えられます。

这两位官员，书记陆秋明唱红脸，嘴上说我家人有就医自由、要解决问题，但又称他自己不会和我谈，要我和副区长姚祥谈。副区长姚祥则唱白脸，设套构陷不成后干脆躺平拒不回应。

These two officials ， with Secretary Lu Qiuming playing the role of the good cop, verbally acknowledging my family's right to seek medical treatment and claiming to address the issues. However, he refuses to talk to me directly, directing me to speak with Deputy District Mayor Yao Xiang. On the other hand, Deputy District Mayor Yao Xiang plays the bad cop, attempting to set traps but resorting to complete inaction and refusing to respond.
金壇区党委員会書記陸秋明と副区長姚祥
この二人については、陸秋明書記はいい役を演じ、通院の自由や問題の解決に取り組むと口約束はしますが、私との問題解決に取り込む会話を拒否し、悪役の姚祥副区長と協議するようとの一点張りでした。一方、姚祥副区長は、我々が仕掛けられた罠を見破った途端に、私を完全無視するようになりました。
中国驻名古屋总领事杨娴
2023年4月开始，我多次携求助信前往中国驻名古屋总领事馆，提请杨娴总领事帮忙向习近平总书记转交求助信，1年多过去了，我依然前中国往驻名古屋总领事馆，请求也已经变成了抗议，但杨娴总领事至今不理睬我。
Consul General Yang Xian of the Chinese Consulate in Nagoya
Since April 2023, I have repeatedly submitted letters of request to the Chinese Consulate General in Nagoya, seeking Consul General Yang Xian's assistance in forwarding my plea to General Secretary Xi Jinping. Over a year has passed, and my visits to the Consulate in Nagoya have evolved from requests to protests. However, Consul General Yang Xian has remained unresponsive to my pleas.

2023年4月以来、私はずっと名古屋にある中国総領事館に出向き、嘆願書を習近平総書記に提出ために楊嫻総領事に協力を求めてきましたが、1年近く経過し、楊嫻総領事はいまだに無視し続けています。私も要請から抗議へとなりました。
