       2023年2月15日夜晚，我母亲许冬青和妹妹杨丽，因到国家信访局提交上访材料，在北京西城区大栅栏街道旅馆被江苏派出的十多名不明身份人员绑架，杨丽报警，北京公安出警后不肯进行解救。
       当日深夜至次日凌晨，两人又被绑架到一辆黑车上，杨丽再次报警，北京公安拒不处警。
       后来、杨丽多次向北京公安进行电话和书面报案，北京公安不立案、不回复。
       On the evening of February 15, 2023, my mother Xu Dongqing and sister Yang Li were kidnapped at a hotel in Beijing's Xicheng District by over ten unidentified individuals sent by the Jiangsu authorities. This occurred after they submitted materials to the National Petition Bureau regarding illegal land acquisition by the local government in Jiangsu. Despite Yang Li reporting the incident to the Beijing police, they refused to intervene.
       Throughout the night into the early morning, the two were kidnapped again, and when Yang Li reported it once more to the Beijing police, they again refused to take action.
       Subsequently, Yang Li made multiple phone calls and submitted written reports to the Beijing police, but they neither filed a case nor provided any response.
       2023年2月15日の夜、母の許冬青と妹の楊麗は、北京市西城区にあるホテルで江蘇省当局の指令を受けた何者かによって拉致されました。これは、二人が国家信訪局に江蘇省地方政府による違法な土地取得に関する陳情資料を提出した後のことでした。110番をしましたが、警察は介入を拒否。その後、二人は闇タクシーに拉致され、楊麗は何度も北京警察に通報しましたが、出動をしてもらえなかった。解放されてからも北京警察に電話や書面で告訴しましたが、警察は立件も返答もしませんでした。

     

       2023年4月5日，我妹杨丽和我妈许冬青前往北京大学第一医院就医，到达北京南站后，在北京南站铁道女警的注视下被截访人员绑架殴打。
       同年6月12日，两人到达北京南站派出所就4月5日被绑架案报案要求立案侦查处理。该所民警称只能当非法限制人身自由案受理，如果报绑架就不予受理。后来，北京铁路公安干脆将案件移交给了参与绑架的金坛公安，随后金坛公安作出了终止调查的决定。
       On April 5, 2023, my sister Yang Li and my mother Xu Dongqing went to Beijing University First Hospital for medical treatment. Upon reaching Beijing South Station, they were abducted and assaulted under the surveillance of a female railway police officer.
       On June 12 of the same year, the two arrived at the Beijing South Station police station to report the kidnapping incident that occurred on April 5, requesting the case to be filed for investigation. The police at the station stated that they could only accept it as a case of unlawful restriction of personal freedom and would not handle it as a kidnapping case. Later, the Beijing Railway Public Security transferred the case to Jintan Public Security, the unit involved in the kidnapping, and subsequently, Jintan Public Security decided to terminate the investigation.
　　2023年4月5日、妹と母は北京大学第一医院へ向かう途中、北京南駅で女性鉄道警察に見られながらも暴行、拉致されました。同年6月12日、二人は4月5日の拉致事件を告訴するため北京南駅派出所に到着し、事件の立件を要請。しかし、警察は不法監禁事件としてのみ受理し、拉致事件としては認めませんでした。その後、北京鉄道公安は拉致に関与した金壇公安に捜査を移し、金壇公安は捜査の打ち切りを決定。

        2023年6月12，我妹和我母亲前往北京大学第一医院时遭跟踪监视，在北京南站报警要求处理跟踪监视者，北京公安拒不依法进行处理。
        次日傍晚在医院附近的旅馆内，杨丽再次报警要求处理跟踪监视者，北京公安称地方可以进行跟踪..     
        14日傍晚，两人在北京大学第一医院办理住院手续时被江苏当局派出的黑保安绑架后强制送回江苏。实施绑架的黑保安说：你们当地政府太坏了。
         On the evening of June 12, 2023, while my sister and mother were heading to Beijing University First Hospital, they were subjected to surveillance. When they reported the surveillance at Beijing South Station and requested intervention, the Beijing police refused to handle it in accordance with the law.
        The following evening, at a hotel near the hospital, Yang Li reported the surveillance again to the Beijing police, who claimed that local authorities could conduct surveillance.
        On the evening of the 14th, while completing hospital admission procedures at Beijing University First Hospital, they were forcibly kidnapped by individuals dispatched by the Jiangsu authorities engaged in kidnapping activities and forcibly taken back to Jiangsu. The individuals involved in the abduction stated, "Your local government is too corrupt."
　　2023年6月12日、妹と母は十数人の監視下に置か、北京大学第一医院に向かいました。北京南駅に着いた時に警察の介入を求めましたが、北京南駅派出所の警察は対応を拒否。
　　翌日の夕方に、妹は病院近くのホテルで再び110番通報しましたが、警察は監視や尾行を容認し、そのせいで、二人は北京大学第一医院への入院手続きの真っ最中に拉致され、江蘇省に連れ帰されました。拉致実行者らは「あなたたちの地元政府は悪すぎる」と呟いた。

        2023年9月5日，我妹和我母亲到北京市西城区厂桥派出所就6月14日的绑架案报案，厂桥公安称如查明是政府工作人员所为，将追究我妹报假警的责任。两人在该所彻夜等待后，该所民警称他们无法作出是否立案的答复，需要请示北京市公安局西城分局。
        同月6日，杨丽和母亲许冬青办理手续入住北京大学第一医院就医治病。当日，厂桥派出所民警告知杨丽，发生在6月14日的绑架案系 “因为你们要去上访，人家正常截访”。7日，该所民警告知杨丽：北京公安局西城分局决定不受理案件、也不出具不予受案的书面材料。
        同月8日、9日，杨丽在北京大学第一医院附近行走，被府右街派出所民警查身份证后强行带到该所，随后又被强行推出给在外等候并多次参与绑架的金坛便衣。杨丽拨打01011088866投诉后被告知：周五、周末把人交给地方是他们的办事流程。
        因在医院内仍遭不明身份人员跟踪，杨丽于9日、10日多次拨打110报警求助，北京公安不予处理。随后，杨丽于同月16日在北京大学第一医院住院部被绑架，我母亲许冬青于同月26日在该院心内科2病房病床上被绑架。
       On September 5, 2023, my sister and mother reported the kidnapping incident from June 14 to the Changqiao Police Station in Beijing's Xicheng District. The police at Changqiao stated that if it was determined to involve government personnel, they would pursue my sister for falsely reporting the incident. After waiting overnight at the station, the police claimed they couldn't provide a response on whether to file a case and needed to consult the Xicheng Sub-bureau of the Beijing Public Security Bureau.
       On the same day, June 6, Yang Li and my mother Xu Dongqing completed admission procedures for medical treatment at Beijing University First Hospital. Changqiao police told Yang Li that the June 14 abduction was a "normal interception" by Jiangsu authorities of the two men's planned petition. On the 7th, the police at Changqiao informed Yang Li that the Xicheng Sub-bureau of the Beijing Public Security Bureau decided not to accept the case and would not issue a written refusal.
        On the 8th and 9th of the same month, while Yang Li was walking near Beijing University First Hospital, she was forcibly taken to the Changqiao Police Station after an identity check and then pushed out to plainclothes officers from Jintan, who had been involved in previous abductions. After Yang Li complained to 01011088866, she was informed that handing over individuals to local authorities on Fridays and weekends was their standard procedure.
        Due to continued surveillance by unidentified individuals at the hospital, Yang Li made multiple 110 calls for help on the 9th and 10th, but the Beijing police refused to intervene. Subsequently, on the 16th of the same month, Yang Li was kidnapped at Beijing University First Hospital, and my mother Xu Dongqing was kidnapped on the 26th from the Cardiology Department, 2nd ward of the hospital.
　　2023年9月5日、妹と母は6月14日に起きた拉致事件を北京市西城区廠橋派出所に告訴しました。当所警察は、政府職員による行為だと判明した場合は、妹に虚偽告訴の罪で責任を追及すると脅し、徹夜で結果を待ち続けた二人に北京市公安局西城分局の指令が無ければ事件を受理できないと告げました。
　　2023年9月6日、二人は北京大学第一医院で治療を開始しました。その日、廠橋派出所の警察は妹に、6月14日に起きた拉致事件は江蘇当局による陳情を阻止する行為だと通告。7日に、同所警察から、北京市公安局西城分局は6月14日に起きた拉致事件を受理しない、何の書類も出さないという決定が下ったとの通告を受けました。
　　同月8日と9日に、妹は北京大学第一医院周辺を歩いていたところ、2回も身分証の提出を強要され、何度も拉致に関与していた金壇の私服警察に引き渡された。妹は01011088866に電話をかけ、何度も苦情を申し立てた結果、金曜と週末に地方当局に引き渡すのが規定であることを知らされました。
　　病院周辺での監視や尾行が続いていたため、妹は9日と10日に何度も110番通報をしましたが、北京警察は介入を拒否し，その結果、妹は同月16日に北京大学第一病院内で再び拉致され、母も２６日に同病院の病室で拉致されました。

       

        2023年10月13日，我们就许冬青在26日被绑架一案向北京市公安局西城分局报案，该局没有作出回应。
        我们通过政府信息公开申请获知，该局接到报案后没有依法受理案件。我们对该行政不作为提起行政复议申请，北京市公安局没有依照法定程序作出受理或要求补正的告知，也没有作出不予受理的决定，而是将我们的复议申请原样退回。
        On October 13, 2023, we reported the case of Xu Dongqing's kidnapping on the 26th to the Xicheng Sub-bureau of the Beijing Municipal Public Security Bureau, but received no response.
       Through a government information disclosure request, we learned that the sub-bureau did not handle the case according to the law. In response to this administrative inaction, we filed an administrative reconsideration application, but the Beijing Municipal Public Security Bureau did not follow the legal procedure for acceptance, request correction, or issue a written refusal. Instead, they returned our reconsideration application as is.
　　2023年10月13日、我々は９月26日に起きた拉致事件を北京市公安局西城分局に書類で告訴しました。しかし、返答は得られず、行政の情報開示請求を通じて、同局が法に従って事件を処理していなかったことが判明。この不作為に対し、再審の申請を行ったが、北京市公安局は法的な受理手続きを踏まず、再審査申請書類をそのまま返送しました。
