暴力逼迁／Violent forced relocation／強制立ち退き

　　2010年，从各司法行政部门抽调出来的人员组成的拆迁队和拆迁公司开始对我们村进行拆迁。威逼利诱、巧语哄骗，各种手段层出不穷。
　　In 2010, personnel drawn from various judicial and administrative departments formed demolition teams and demolition companies to initiate the demolition of our village. They employed tactics such as intimidation, enticement, and deceptive persuasion, using a variety of methods.
　　2010 年、各行政部署から派遣された職員達が工作チームを結成し、行政に所属する立ち退き業者と共に、立ち退きの工作を開始した。脅しつけたり、利益で誘ったりして、手段を選ばなかった。

    　
         当时，我妹杨丽肾病刚发现不久，家人为她治病四处奔波，根本无暇顾及拆迁。
  　　然而，他们等不及了，开始借用黑社会逼迁。
  　　2011年11月13日、拆迁公司负责人张某带了一名不明身份人员到我家周围游走。第二天，我家失窃了，家中衣物全都被翻了个底朝天，稍微有一点价值的东西都被窃走，床头桌上还被放了一把白晃晃的菜刀。
 　　2013年6月17日，以陶卓缨为首的十多名黑社会人员手持铁棒到我家进行打砸逼迁。那时、我家只有我年迈的父母、患病的妹妹，和14岁的女儿。
　　 黑社会人员打砸一番之后要挥棒打我妹和我女儿，我母亲惊恐交加触发心脏病没了意识。我家人一边报警一边喊救护车，但警察接到报警后却迟迟不肯露面。
      　At that time, my younger sister Yang Li had just been diagnosed with kidney disease, and our entire family was busy seeking treatment for her, leaving no time to address the relocation issue.
　　However, they couldn’t wait and resorted to using underworld tactics to force us to move.
　　On November 13, 2011, the head of the demolition company, Zhang, accompanied by an unidentified person, loitered around our house. The next day, our belongings were stolen, clothes scattered everywhere, and anything valuable was taken. A strange kitchen knife was left on the bedside table.
　　On June 17, 2013, more than ten members of the underworld, led by Tao Zhuoying, arrived at our house wielding iron rods to enforce relocation. At that time, only my elderly parents, my ailing sister, and my 14-year-old daughter were at home. After destroying things, the underworld members attempted to assault my sister and daughter with their clubs. Overwhelmed by fear and anger, my mother suffered a heart attack and lost consciousness. Despite multiple calls for help, the police did not arrive at the scene.
　　当時、妹の楊麗は腎臓病と診断されたばかりで、私たち家族は彼女の治療に忙しく、立ち退きの余裕なんてなかった。
　　しかし、当局は待ちきれず、裏社会を使って攻めてきた。
　　2011 年 11 月 13 日、立ち退きの責任者である張氏が身元不明の人物を連れて実家の周りを徘徊させた。翌日、実家は盗難に遭い、衣服は散乱し、貴重品はすべて盗まれ、ベッドの横にはピカピカの包丁が置かれていた。　　　　　　　　　　　　　　　
　　2013 年 6 月 17 日、陶卓缨が率いる裏社会のメンバー達が鉄の棒を持参し実家にやって来た。その時、家にいたのは年老いた両親、病気の妹、そして14歳の娘だけでした。彼らは破壊行為の後、私の妹と娘を襲撃しようとした時に、母は恐怖と怒りのあまり

　　
       我在日本无数地次向常州市公安局报警并告知有进行通话录音，对方才勉强同意派金坛公安出警。从我第一次报警到出警，整整花了40多分钟。常州公安作出指令后，当时的派出所副所长栾留康才带人姗姗来迟。但是、他们没有对行凶者采取任何措施。
       后来，我们只能宣布进行自卫。
　　I have repeatedly reported to the Changzhou Public Security Bureau in China from Japan through international long-distance calls, urging them to dispatch police. I informed them that I have recorded conversations. After persistent efforts, they reluctantly agreed to send police from Jintan. It took more than 40 minutes from my first report to their arrival. Following instructions from the Changzhou Public Security Bureau, the then Deputy Director of the local police station, Luan Liukang, led his team to the scene. However, they did not take any measures against the attackers.
       At this point, we had no choice but to declare self-defense.
　　私は日本から何度も常州市公安局に通報し、会話をすべて録音していることを明かし、警察の出動を要請したが，出動するまで40分以上もかかった。派出所副所長の栾留康は来たが、犯人たちには何の措置も取っていなかった。
      　ここまで自己防衛を宣言するしかなかった。

　
  　后来，面对我们的追究，金坛警方说对陶卓缨进行了拘留处罚，但我们没有能够查到陶被处罚的信息。2022年，我们偶然知道，陶卓缨 在2017年6月6日伙同他人将同是金坛区金城镇的被拆迁村民打至几处骨折（裁判文书网有公开相关判决书）。
　　金坛警方还说盗窃案也破了，但被盗的首饰、电脑、照相机等没有一件被追回。
　　2013年、14年那会儿，是我们镇最灰暗的时期。到处都是浑身刺青、剃着光头、带着大金链子的人在逼迁，人们谈光头色变。小孩子哭闹，只要说光头来了，就会立马停止不哭。
　　2013年11月，网络曝光开发商强行征地：打死一个百姓不过90万，说的就是我们金城镇。其实，哪里有什么开发商，大部分的地到今天都还荒废着呢。
       为达到隐瞒违法征地的目的、防止我们去北京上访，从2023年2月开始，江苏当局一直在派人对我家人进行绑架拦截，不让我患心脏病的母亲和患肾病的妹妹去北京就医。(详细点这： 不让看病 )
　　Later, in response to our inquiries, the Jintan police claimed to have detained and punished Tao Zhuoying, but we couldn't find any information confirming Tao's punishment. In 2022, we accidentally learned that on June 6, 2017, Tao Zhuoying and others assaulted nearby villagers, causing multiple fractures (relevant judgments are publicly available on the Judicial Documents Network).
　　The Jintan police also claimed to have solved the theft case, but none of the stolen jewelry, computers, cameras, etc., were recovered. The years around 2013 and 2014 were the darkest period for our town. Tattooed individuals with bald heads and large gold chains were everywhere, forcing people to relocate. Children would immediately fall silent at the mention of a bald person arriving.
　　In November 2013, there was online exposure of developers forcibly requisitioning land: "Killing one civilian costs only 900,000 yuan," referring to our Jincheng Town. In reality, there were no developers; most of the land remains abandoned to this day.
       In order to conceal the illegal land acquisition and prevent us from going to Beijing to petition, since February 2023, the Jiangsu authorities have been sending people to kidnap and intercept my family, preventing my mother who suffers from heart disease and my sister who suffers from kidney disease from going to Beijing for medical treatment. （please refer here:  Obstruction of medical treatment )
　　その後、私たちの追及に警察は陶卓缨を拘留処罰したと主張したが、裏付けがはなかった。2022年に偶然知ったのは、陶卓缨らは2017 年 6 月 6 日にまた同じ行政管轄に属する村民を暴行し、複数の骨折を負わせたということがあった（関連判決は司法文書ネットワークで公開されていまあった。
　　警察は盗難事件は解決したと主張したが、盗まれた貴金属やパソコン、カメラなど何一つ返してくれなかった。
　　2013 年や 2014 年あたり、私たちの町にとって最も暗黒時期でした。大きな金のネックレスを身につけ、渾身の刺青を見せながら徘徊して村民らに移住を攻めていた坊主頭達は、泣く子も黙るほどだった。
　　2013 年 11 月に、開発業者の土地強制接収に「 百姓 1 人を叩き殺しても 90 万元もあれば問題解決だ」とメディアに報道されたが、同じく金壇区金城镇のことだった。本当のことは開発業者なんていなかった。ほとんどの土地は今になっても放棄されたままだ。
