当委員会がなぜ隣国圏内の翻訳書籍にとどまらず英語版以降の言語翻訳書籍まで準備したのかと言えば、現在全国の自治体窓口や福祉課及び生活保護行政の窓口にはアジア諸国の外国人の方々だけではなく西洋諸国の方々の姿も目立つようになり、特に日本の場合生活等に困窮する外国人の方々で充分なインターネット環境も確保できない状況におられる方々も少なくなく貧困問題、生活保護問題に関する書籍で翻訳された状態の書籍が皆無に等しいという現状があり、ある程度かそれ以上の言語能力があったとしても日本特有の錯誤詭弁に満ちた行政ロジックや難解な専門用語等に騙されたりする事例が見受けられることから言語能力に難がある方々の必要に備えるためにどこの国の方々も現在おられる国や場所を問わず日本の貧困問題、生活保護問題にアクセスすることができるようにする為に翻訳版の製作が不可欠であると考えたからである。

現在日本の外国人技能実習法と技能実習生をめぐる国民世論（本稿第一部参照）や、とりわけ外国人生活保護受給者の準用適用問題に関する国民世論の決めつけと偏見は凄まじい情勢にある。
外国籍の生活保護受給者数は約６万9000人. 生活保護受給者全体に占める割合は3.28％世帯割合2.8％と日本国民への生活保護の適用と実施を圧追するほどの割合ではない。
