東京への過度な集中の是正

株価がバブルまで戻ったというが、世界と比較して何倍も後れを取っている。→

首都が発展しているようでしていない「足踏み状態」の証

また、さすがに首都と言っても自治体から自治体に補助金・交付金なんてないが、構図的・しくみは実は既に存在し都が他県に配分している。
なぜならば？
全国の弱小自治体には「交付金」が配布されている。四日市は金持ちで（コンビナート）不交付団体、白子町は予算がほぼないからもらっている。
またふるさと納税で、首都圏から全国へ市民税が流出している、インよりアウトが多いはず。

東京を弱体化するのか？ではなく、首都東京がスムーズに回る（今は目づありと無駄な「投資にならないバラマキ」）ようになればその恩恵が地方に回るというもの。

文化庁みたいに機能分散（今一部は京都にある）。大災害に強い（首都防衛ってゴジラ的に考えても）と言っても限度があるので、予めリスク分散、リスクヘッジ（この辺りは経済学からの応用で）。
環境省やスポーツ庁も考えられる。

※出生率：これは数字の読み方問題→仙台が東北６県から人口を吸収しているように（また仙台も東京に吸い込まれる）、東京に人口が吸い込まれている状態。若者学生が多いので結婚しない（以前書いたように、親の苦労を観てるので自分が早く結婚して子育てなんて思わない・・・という感性価値部分をケア必要）だけ？

Even though it is the capital, there are no subsidies or grants from one municipality to another, but the structure and system already exists and the metropolitan government distributes them to other prefectures. Why? Grants are distributed to weak municipalities throughout the country. Yokkaichi is rich (an industrial complex) and does not receive grants, while Shirako Town receives them because it has almost no budget. Also, through hometown tax donations, residents' taxes flow from the metropolitan area to the rest of the country, so there should be more outflows than inflows.

Should Tokyo be weakened? Rather, if the capital Tokyo can run smoothly (currently a wasteful "scattering of money that is not investment"), the benefits will flow to the regions.

Functions are decentralized like the Agency for Cultural Affairs (part of it is currently in Kyoto). There is a limit to how strong it is against major disasters (even if you think of the defense of the capital as Godzilla), so risk dispersion and risk hedging in advance (this is an application of economics). The Ministry of the Environment and the Sports Agency are also possible.

※Birth rate: This is a question of how to interpret the numbers → Just as Sendai is absorbing population from the six Tohoku prefectures (and Sendai is also being sucked into Tokyo), the population is being sucked into Tokyo. Is it just that there are many young students who do not get married (as I wrote before, they have seen their parents' hardships, so they do not think about getting married early and raising children... we need to take care of the emotional value part)?
