なぜ単数形の主語に複数形の動詞？notional agreement(synesis)について探る

単語学習をしていたときに、？となった例文についてChatGPTを用いて調べたら、”notion agreement (synesis)”という言葉について知ることができた。

主語は”The vast majority”だと思うのだが、なぜ動詞にareが使われているのか？
