The figures A to D in the following diagram represent the annual average temperature and precipitation values in one of the cities with prefectural offices in four different prefectures:

Additionally, the statements A to E below describe the location of a power plant in one of these four prefectures. Please choose one of the statements (A to E) that correctly describes a city in the prefecture where C is located.

A　
Taking advantage of the mountainous terrain, many hydroelectric power plants are located, while thermal power plants, except for small-scale ones, are not situated, and there are no nuclear power plants.
B
　In the mountainous regions, there are several hydroelectric power plants utilizing dams, and nuclear power plants are situated in multiple cities and towns along the coast.
C　
Thermal power plants are located; however, hydroelectric power plants, except for small-scale ones, are not situated due to the terrain and climate conditions, and there are no nuclear power plants.
D　
In addition to hydroelectric, thermal, and nuclear power plants, the prefecture is blessed with geothermal energy, as there are famous volcanoes and hot springs within the region. Multiple geothermal power plants are also located.
