意味の区切りで切れば、冗長な文になるのを防げるかと思います。

（問）I would like to send a package to an athlete staying in the Olympic Village.
Am I allowed to do that? If so, how can I send it?
（答）For safety and sanitary reasons, the Olympic Village office manages all deliveries.
The office can receive packages as long as all of the following three conditions are met:
1. The package does not contain any hazardous or perishable material.
2. The resident or user of the village submits a package reception form in advance.
3. The delivery is not cash on delivery (COD), date/time-specified delivery, or a refrigerated package. (The office staff are not always available for such operations.)

長い文章や、内容のわりに難しすぎる単語（"ancillary service"など）は、読みにくい英文になるという好例でした。
