March 29, 2022：ロシアのウクライナ侵攻、国際政治、モーゲンソー (Russian Invasion of Ukraine, International Politics, Morgenthau)
The Russian invasion of Ukraine reminded me of ‘Politics Among Nations’ by Hans Morgenthau. It is a complicated book about international politics. In the book, he defined international politics as the struggle for power and power politics. Any nation seeks to maintain or increase its national power and contain or reduce that of other states. Russia invaded Ukraine to show its might and beat Ukraine.
In the book, he identified the elements of national power as geography, natural resources, industrial capacity (construed as economic power), military preparedness (construed as military power), population, national character, national morale, quality of diplomacy, and quality of government. The invasion showed that to counter any foreign threats, economic and military power are essential in addition to diplomacy.
Unfortunately, nothing about international politics has changed since it was published in 1948.
ロシアのウクライナ侵攻でモーゲンソーの「国際政治」を思い出しました。国際政治に関する難解な本です。この本では、国際政治を「自国の力を維持し増大させ他国を抑制させようあるいは減少させようとする持続的な努力」と定義しています。この定義の通り、ロシアは、自国の力を誇示し、ウクライナを叩きのめすためにウクライナに侵攻しました。
また、この本では、国力は、地理、資源、工業力（経済力と解釈）、軍備（軍事力と解釈）、人口、国民性、国民の士気、外交の質、政府の質の9要素によるとしています。ロシアのウクライナ侵攻は、外国からの脅威に対抗するには、外交だけなく経済力と軍事力も欠かせないことを示しました。
残念ながら、この本が1948年に出版されて以来、国際政治は何も変わっていません。
