田中正造伝記55(日本語と英語)

桂太郎総理大臣にとって、山県有朋は
長州藩の先輩にあたり、陸軍時代の上官でもありました。
なので、桂は山県の命令に忠実でした。
山県の命令は「鉱毒問題を片付けよ。」であり、「足尾銅山の採掘を中止せよ。」ではありませんでした。
そこで桂が考えた事は三つ。
一つ目は、世論を鉱毒問題から逸らすために外交を利用(桂は利用したと言う思いはなかったでしょうが、)した事。
具体的には日英同盟です。
これは、英国が日本に軍事物資(三笠などの軍艦)や、軍資金の貸し出しを優先的に行う、というものでした。
このニュースは世論を歓喜させました。
やや陰りが見えてきたとはいえ、天下の大英帝国が同盟してくれた。
一般庶民は鉱毒問題をあっさり忘れました。
二つ目は、鉱毒問題の象徴たる田中正造を、運動から切り離す事でした。
具体的には、かつて川又事件で法廷侮辱罪を起こした正造の罪を蒸し返して、禁錮6カ月の刑を課したのです。
その後、女性が政治に口出しするとは何事か、と「鉱毒地救済婦人会」を
弾圧し、学生たちの運動も取り締まりました。
三つ目は、農地が鉱毒で荒れるのは
洪水が原因である、と断じて、洪水対策として大規模な貯水池を建設すべし、と足尾の問題を治水問題にすり替えたのです。
但し、この貯水池建設の為には一つの村ごと貯水池に変える必要がありました。
そのために狙われたのが、『谷中村』でした。

次章「谷中村～田中正造最後の闘い」
一介の野人になった田中正造が、谷中村の滅亡に最後まで抵抗し、游水池
となった谷中再建を目指し、志半ばで生涯を閉じた過程を私(allowance )の目で見つめてみたいと
考えてみます。

For Prime Minister Katsura Taro, Aritomo Yamagata was his senior during his time in the Choshu domain and his superior during his army days.
Therefore, Katsura was loyal to Yamagata's orders.
Yamagata's order was, "Clean up the mineral poisoning problem." and "Not stop mining at Ashio Copper Mine.".
So Katsura thought of three thing.
The first was the use of diplomacy(although Katsura may not have felt that he was using it) to divert public option away from thep mineral poisoning issue.
Specifically, the Anglo-Japanese Alliance.
This was to give Britain priority in lending Japan military supplies(warship such as the Mikasa )and funds for the war effort.
This news delighted public option.
Even though it was somewhat shady, the British Empire under heaven allied with Japan.
The general public easily forgot about the mining poisoning problem.

The second was to separate Shozo Tanaka, the symbol of mining poisoning problem, from the movement.
Specifically, Katsura rehased Shozo's former contempt of court change in the Kawamata case and imposed a sentence of six months' imprisonment.

Later, the government suppressed the "Women's Association for the Relief of Mineral Poisoned Land", the reason why women should not be meddling in politics, also, they cracked down on student activism.

Third,Katsura declared that flooding was the cause of the destruction of farmland by mining pollution and that a large-scale reservoir should be built to prevent flooding, thereby turning the Ashio problem into a flood control issue.
However, in order to construct the reservoir, it was necessary to convert an entire village into a reservoir. 
'Yanaka Village' was targeted for this purpose.
