リヴァプールの一時帰休制度利用騒動の一連のまとめ

　本記事は「#さかろぐ」配信（4/16,21:00~）に向けてまとめたものです。これを元に色々と喋りますので、よろしければそちらもお聞きください。

　新型コロナが猛威をふるい個人の身体のみならず、企業の存続も困難な状況に陥っている。日本でもサッカークラブの存続のために様々な動きがある中、リヴァプールの一時帰休制度の利用に関して批判が集まった。
（※トッテナムも同制度の利用を発表していたが、同様に反発を受けて撤回した。）

概要

　一連の大まかな流れは次の通り。

・【発表】2020年4月4日にリヴァプールが一時帰休制度の利用をHPにて示唆（発表）した。（この時点では制度利用を明記はしていない）
・【反対】この発表に対して一般人のTwitterリプライをはじめ、クラブOBやSprit Of shankly（リヴァプールサポーター組合、以下SOS）が反対を示した。SOSはPeter Moore（クラブCEO）に対して問合せメールを送っている。
・【撤回】こうした反対を受けてクラブは、HPで正式に制度利用の撤回を発表した。

一時休暇制度利用の発表

　まず一時帰休制度とは労働者の解雇を防ぐための政府による措置で、国内企業が従業員の雇用を維持した場合、従業員の給与の8割、1人あたり月額最大2500ポンド（約33万円）を政府が補助する制度である。

　リヴァプールはこの制度の利用を意図して、クラブスタッフに一時休暇を指示したと見られる。4月4日の公式発表では次のように述べている。

Liverpool FC has placed some staff who are impacted by the Premier League suspension on furlough. The club has confirmed those staff will be paid 100 per cent of their salaries to ensure no member of staff is financially disadvantaged.

リバプールFCは、プレミアリーグ中断の影響を受けているスタッフを一時帰休させました。スタッフが経済的に不利益を被らないように、クラブは彼らには給与の100％が支払われることを確認しています。
（※以下、特に断りがない限り、英語の訳は引用者による。）

　4/14現在、プレミアリーグでこの制度を利用しているのは4クラブ（ニューカッスル、ボーンマス、ノリッジ、シェフィールド）である（トッテナムは撤回した）。
　一方でプレミアの他クラブは現時点では利用していない、もしくは今後も利用しないことを発表している。たとえばマンチェスターシティは次のように声明を出している。

先週の会長と役員の会議を受け、マンチェスター・シティはイギリス政府が掲げる新型コロナウイルス対策による支援を利用しないことを発表する。クラブの人間とその雇用、そして我々のビジネスを守ることと同時に、全員にとってとても難しいこの時間の中でより広く社会を支援することを約束する。

発表への反対

　Twitterや地元記事からの批判は数が多く追いきれないため、クラブの撤回に最も影響があったと思われるSOSの反応を挙げる。まずクラブの発表を受けてSOSはHPで次のような声明を発表した（一部抜粋）。

Many of our members and the committee have raised concerns that the club intend to use taxpayer’s money to pay staff. We can all agree this is wrong, but again for SOS the prerogative is protecting jobs. It is the club who make the decision on how to pay their staff and they are the ones who need to answer why, if they decide to furlough.

　その後、声明で示していた通り、クラブCEOに対して説明を求めて問合せメールを送った。冒頭にはこの制度利用によるクラブの評判や価値への影響を懸念していることが述べられている。

We understand this is essentially an employee/employer issue, but as LFC’s recognised official supporter representatives, we are concerned about the damage this is causing to our club’s reputation and values.

　問合せ内容は一帰休制度利用有無や対象スタッフ、今回の決定のプロセスに関してのものだ（下記の引用は質問部分を抜粋）。

Are you implementing the government’s furlough scheme?
How many staff are affected?
What are the roles of staff affected?
What contracts do they hold?
Are any staff not included and are being released?
How long is the furlough request for?
Why was the decision taken?
How was that decision reached?
Who made the decision?
Were any other solutions considered and if so, what were they? Why were they dismissed?
If not, why were no other solutions considered? (We understand for example that income streams such as LFCTV subscriptions, online sales etc remain in place)
What is the expected cost to the club and the taxpayer for the duration of the furlough?

　その他にクラブの決定に疑問を示していたのがクラブOB。かつてリヴァプールでプレイ、現在はコメンテーターのスタン・コリモアは自身のツイッターで、帰休制度が小規模ビジネスのスタッフ向けであることに言及。そしてプレミアリーグのオーナーが多額のお金を持っていること、帰休制度の利用はそんな彼らにお金が回ることを指摘している。

制度利用の撤回

　こうした世間からの反対を受け、クラブCEOは制度利用を撤回するとHPで発表した。その中では当初の発表では明記していなかったが、帰休制度の利用を意図していたことも述べられている。

We believe we came to the wrong conclusion last week to announce that we intended to apply to the Coronavirus Retention Scheme and furlough staff due to the suspension of the Premier League football calendar, and are truly sorry for that.

プレミアリーグのサッカーカレンダーが中断したことを受けて、コロナウイルス雇用維持スキームを適用し、スタッフを帰休させることを意図していたと先週発表したことは、間違った結論に至ったと考えており、そのことを本当に申し訳なく思っています。
It is as a direct result of this extensive consultation and our own internal deliberations at various levels throughout the club that we have opted to find alternative means despite our eligibility to apply for the Coronavirus Job Retention Scheme.

このような広範な協議と、クラブ全体の様々なレベルでの社内審議の直接の結果として、コロナウイルス雇用維持スキームを利用する権利はありますが、別の手段を探すことを選択しました。

撤回への反応

　撤回を受けてSOSは"The Right Outcome（正しい結果）"と題して、一連の騒動の結果をHPに掲載している。

They have, as explained by CEO Peter Moore, opted to find alternatives to ensure the club’s workforce is protected in these extraordinary times. They have also apologised in their own words, for “coming to the wrong conclusion last week”.

CEOのピーター・ムーアが説明したように、彼ら（引用者注：クラブ）はこのような異常な時期にクラブの労働力を確実に保護するために、代替案を探すことを選択しました。彼らはまた「先週間違った結論に至った」と自分たちの言葉で謝罪しています。
This news is the best possible outcome SOS members and Liverpool supporters could have hoped for. As ever it once again shows unity is strength.

この報せは、SOSのメンバーとリバプールのサポーターが期待していた最高の結果です。これまでと同様に、団結は力なりということを改めて示しています。

　またクラブOBもTwitterでクラブの撤回を「right（正しい）な行い」として評価し、安堵している。
