This word seems to be derived from a neologism "precariat" which is made from precarious and proletariat.
(By the way the word "portmanteau" appears in probability theory, and many Japanese tend to think "portmanteau" as a person name and sometimes calls it as Portmanteauの定理 but "portmanteau" is かばん語 in Japanese. )

I think it's a kind of word "七光り". Though it is not on a dictionary, it seems to be commonly used collocation.

I finished the preface.
It deals with college admission fraud and explains this fraud is driven by today's meritocracy. Getting into highly-ranked universities are regarded as a sign of hard work. And this kind of diligence is highly evaluated in today's society. Thus rich parents try to get their children in the university even with illegal means.

It is a slang for swindler. The word appeared in the context of explaining "susceptible".
