WSJ Minute Briefing - House Democrats Retract Ukraine Letter to Biden After Backlash

In Washington, a group of 30 house Democrats retracted a letter urging President Biden to talk directly with Russia to end the war in Ukraine. This came after a backlash within the Democratic party that some of the lawmakers who had signed the letter distanced themselves from it. Representative from Milagaya Paul of Washington state, the leader of the Congressional progressive caucus, said the letter was unfortunately released by staff without betting. Today, Ukraine called for more air defense systems from the West to help defend itself from Russian missile and drone attacks.

SK Hynix, one of the world's biggest chip makers by revenue, says it's cutting plan 2023 investments by more than half from the current year's level. The move comes amid a downturn in the semiconductor industry. The South Korea based company is predicting a prolonged supply glut of memory chips, which are used in PCs and smartphones.

Sources say a chipmaker Intel's self-driving car business priced its initial public offering at $21 a share, $1 above the top of its targeted range. The IPO value is the Mobileye unit and roughly 17 billion dollars, according to the sources. Shares of Mobileye are expected to start trading today on the NASDAQ stock exchange.
