政策形成における指導者の道徳心の影響/ How does the morality of leaders impact on their decision-making process?

今日のオックスフォードは非常に寒くて最高気温が－１℃、最低気温が－４℃でした。どうやら猛烈な寒波が北極圏の方から流れてきているみたいで、明日は雪の予報が出ています。

最近はとてものんびりした生活を送っています。というのも、オックスフォードは１月１７日まで冬休みなので、今は授業の予習が必要ないのです。そして、ロックダウンということもあり、また外も寒いので、今日は１日家に引きこもっていました。

あまり書くことがないので、最近大学院の論文の関係で読んでいる本を紹介します。ジョセフ・ナイ著のDo Morals Matter?という本です。これは、国際政治および外交政策の形成において、モラルは重要かどうかを議論した本になっています。国のリーダーの道徳心が政策にどのように影響するかを、アメリカの戦後の歴代大統領一人一人の政策の分析を通じて明らかにしようとした本です。

国際政治において、特にリアリスト的立場からはパワーが全てを決定しているのであって、モラルが国家の行動に影響を与える余地はないとされます。しかし、これは本当に正しいのでしょうか。例えば、今日まさにアメリカで起きた国会議事堂の占拠。この動きはトランプ大統領が唆したと報道されています。これは国内問題ではありますが、大統領のモラルに起因する事件と言えるでしょう。外交政策においても、大統領自身のモラルが影響したと思われる意思決定はたくさんあります。例えば中国との貿易戦争やWTO脱退等。アメリカの経済的利益を追求した結果の選択という解釈もありますが、皆さんはどう思いますか？

Today it is extremly cold in Oxford with the highest temperature of -1℃ and the lowest one of -4℃. It is said that Arctic blast is coming and will result in　snow tomorrow.

I’ve been relaxing recently, because I don't have to prepare for the classes thanks to the winter holiday until the 17th of January. In addition, due to the lockdown and  being cold outside, I've been staying all day long today.

Today I would like to introduce a book that I am reading now for my dissertation. It is titled "Do Morals Matter?" written by Joseph. S. Nye, which questions whether morals are important in international politics and foreign policy. In this book, the author tries to make it clear how the morality of leaders influence on their policy by using the analysis of policies of American presidents after the WW2.

In international politics, especially from the realist viewpoint, everything is decided by power, which means morals have no impact on states' actions. Is it true? For example, the storm of pro-Trump mob against the US capitol that occurred today. Some media report that this movement was encouraged by the President Trump. Even though this is a domestic issue, it can be said to the accident caused by the morality of the president. There are also various evidence probably showing its impact on the foreing policy of the US, say, trade war against China and the secession from the WTO. Others maybe interpret these events as consequence of the pursuit of economic interest of the US though. How do you think about it?
