選挙制度の改善案　：マイナス投票、電子投票、３人以上の候補者の区割り

１０月２６日に衆議院選挙の期日前投票に行ってきました。
選挙カーという、やかましいものが来ないので、静かでした。
あのような無意味なものは、今回に限らず来ない方がいいのです。

ここの選挙区から立候補しているのは５０歳代の男二人です。
タイトル写真は、衆議院（小選挙区）ビラというシールが貼られた、新聞の折り込みチラシの一部分です。

左の写真は、野党の立候補者です。
私も色々な選挙ポスターを見てきたが、このようなひざまづいたポーズは記憶にありません。
彼はなぜこのように、今にも土下座をしそうな姿勢の写真を撮ったのだろうか。
私の感想は、「気持ち悪い」という一言です。
彼は誰にアピールするつもりなのだろうか。

右の写真は、現職議員で、与党の立候補者の家族写真です。
現物は、かなり鮮明な写真で、幸せそうな家族に見えます。
この写真で、彼は何を言いたいのだろうか。
「もし落選したら、一家が路頭に迷うので、助けてください」ということだろうか。

元首相が、自宅でくつろいでいる動画を公開して不評を買ったことを思い出す。

どちらにも投票する気が起きない。
しかしそのように思う人が多くて投票しないと、より悪い候補者が当選するかもしれない。

青野慶久という人が、当選させたい候補者に投票するのではなく、当選させてはいけない候補者以外に投票しよう、と呼びかける運動を始めている。ただし、彼が公表している基準は、選択的夫婦別姓や同性婚を認めるかどうかという一点である。

しかし、どこかの選挙区の全候補者が、その評価基準を満たしていなかったらどうすればいいのだろうか。評価基準は複数必要だと思う。その前提で選挙の方法を考えてみた。

衆議院選挙と同時に最高裁判所裁判官国民審査が行われる。これは、あらかじめ裁判官の氏名が印刷された紙に、辞めさせたい裁判官をチェックさせる仕組みになっている。

衆議院選挙も、この形式にするというのはどうだろうか。
誰かを支持するのであれば〇を書く。
誰かを支持しないのであれば、×を書く。
〇は１点、×はマイナス１点、空白は０点として合計すればいい。

積極的に候補者Aさんに投票したくはないが、あの候補者Bさんは絶対嫌だと思う人には、このやり方は心理的な障壁が少なくて済むのではないか。

この仕組みを実現するためには、投票の電子化が必要になるだろう。
でも、そういう改善のためにデジタル庁という組織ができたのではないだろうか。
地方自治体の集計にかかる費用も削減できるし、判別しづらい文字で記入された投票用紙の扱いで後々もめないで済む、という利点もある。

もう一つ別の観点からいうと、選択肢が少ない、というのが、小選挙区制の欠点だろう。たった二人しかいないと、０か１かの世界である。候補者の選択肢を増やすという観点から、選挙区の範囲を広げてほしいと思う。

こういった案は、すぐには実現しないかもしれないが、政府に考えてみてほしい。

Electoral system improvement plan: Negative voting, electronic voting, division of 3 or more candidates

I went to the early voting of the House of Representatives election on October 26th.
It was quiet because there are no noisy campaign cars.
That kind of nonsense shouldn't come, not just this time.

The candidates from this district are two men in their fifties.
The title photo is a part of an inset leaflet with a sticker saying "House of Representatives (primary election district) leaflet.

The photo on the left is of the opposition candidate.
I have seen many election posters, but I do not remember such a kneeling pose.
Why did he take a picture of himself in this posture, as if he was about to get down on his knees?
My impression is one word: disgusting.
To whom does he intend to appeal?

The photo on the right is a family photo of the incumbent, a candidate for the ruling party.
The actual photo is quite clear and looks like a happy family.
I wonder what he is trying to say with this photo.
Is he saying, "If I am not elected, my family will be on the street, so please help me?"

It reminds me of the former prime minister who became unpopular when he released a video of himself relaxing at home.

I am not inclined to vote for either of them.
But if enough people feel that way and don't vote, a worse candidate may be elected.

A man named Yoshihisa Aono has started a campaign calling for people to vote for candidates other than those who should not be elected, instead of voting for those who want to be elected. However, the only criterion he is announcing is whether or not to recognize selective marital separation and same-sex marriage.

But what if all the candidates in some constituency do not meet those evaluation criteria? I think we need more than one evaluation criteria. On this premise, I thought about the election method.

At the same time as the House of Representatives election, the National Review of Supreme Court Judges is held.
This is a system in which the judges' names are printed in advance on a piece of paper, and the judges who want to resign are checked.

How about using this format for the House of Representatives election as well?
If you support someone, you write "0.
If you do not support someone, write an X.
A circle is worth one point, an X is worth minus one point, and a blank is worth zero.

For those who don't want to actively vote for candidate A, but definitely don't like that candidate B, this method would have less of a psychological barrier.

In order for this system to work, voting would have to be digitized.
But isn't that what the Digital Agency organization was created for, to make such improvements?
It would also save the local government the cost of counting the votes, and it would save them the trouble of having to deal with ballots filled out with illegible characters.

From another point of view, another drawback of the constituency system is that there is not much choice. When there are only two candidates, it is a world of zero or one. I would like to see the scope of the electoral districts expanded in order to increase the number of choices for candidates.

These ideas may not be realized immediately, but I hope the government will consider them.
