Roger Rabutin（ロジェ・ラビュタン: 1618-1693）中世フランスの貴族で軍人。フィクションの混じったスキャンダル本を書いたためにルイ14世により投獄される。

★Ａ is to Ｂ what Ｃ is to Ｄ
（ＡのＢに対する関係はＣのＤに対する関係と同じ、ＢにとってのＡはＤにとってのＣだ、Ａ：Ｂ＝Ｃ：Ｄ）
この形は風対火や水対火、雲対太陽など、わかりやすいものを持ってきて比喩として使います。

★ポイントは2つ、①what wind is to fireという関係詞節、そして②語順に入れ替えがみられる点です。
①のwhat wind is to fire（風は火にとって何であるか）は、疑問詞で言えばWhat is wind to fire?（風は火にとって何なの?）となる互いに仲間関係にある表現同士と考えられます。

②語順は、一見この語順では構文が成り立たないように見えるものの、

enkindle（煽る、燃え上がらせる）
the small, the greatは火、ここでは愛の比喩としての火のことです。
the small = the small love
the great = the great lovr
