カンボジアにとって学校保健がいかに大事かということ

健康であることと教育は深い関係にあります。途上国ではとくに。学齢期における健康は、勉強をするということそのものだけでなく、就学率に関わってきます。就学率は人材育成に、人材育成は国の発展へとつながります。

カンボジアの発展のカギのひとつは健康

カンボジア政府教育省は、今後国が発展するためには、人材の質と生産の効率化を目標にしなければならないとしています。人材の質とは、知識とスキルがあるだけでなく、元気で健康であることを指します。
カンボジア政府は、2030年に中所得国、2050年に高所得国になることを目指していて、そのために、今から、”学校保健”に力を入れていくというポリシーを2019年に出しました。2030年に知識とスキルがあって、かつ元気で健康な人材が豊富な国となるために、今から、小中学校の子どもたちの健康に取り組んでいこうという考えです。

まずは学校に保健の先生を

東京学芸大学のプロジェクトは、保健の先生をカンボジアで育成するため、まずは教員養成大学でその指導者を育成することにしました。
ひとことで指導者を育成するといっても、はいどうそー！　とすぐにできるものではありません。カンボジアの教員養成大学に保健の先生のコースを開設し、カリキュラムとシラバスを作り、指導用の教科書も作って、それからようやく本格始動となります。
このプロジェクトを”School Health Development Project for all Cambodian Children"と名付けました。

このプロジェクトは、木を見れば、保健室の先生を育成するというものですが、森を見れば、子どもたちの健康を、そして国のさらなる発展の基礎作りを担うものとなると考えています。

2020年3月からスタートしましたが、世界中で猛威を振るっているCOVID-19による学校の休講で、スロースタートになってしまいました。しかし、これを機に、保健の重要性、保健の在り方が見直され、より注目される時代となったと思っています。
これから、カンボジアの子どもたちの健康のため、プロジェクトを前に進めてまいります。

Health and education has strong relationship for development of the country especially in developing countries so as Cambodia. Health of learners is an important factor for quality of education and increasing graduation rates, because it helps not only children’s intelligence but also participation in learning activities at school. For more development, Cambodia needs human resources that high quality and productivity (Ministry of Education, Youth and Sport). High quality means that people who have good knowledge and skills, also, positive attitude and good health.
The Royal Government of Cambodia(RGC) has set its vision to become an upper-middle income country by 2030 and a high-income country by 2050. For the vision, one of the strategy focus on promoting public health and nutrition services in order to develop high quality, productive and healthy human resources. In “National Policy on School Health” (Approved by the council of Ministers During the Plenary Session on 5 April 2019), RGC pay strong attention on school health by developing strategies and interactive activities between educational Institutions and health services. For fostering high quality human resources in 2030, school age children would be important potential resources. 

Tokyo Gakugei University (Tokyo, Japan) set a new project named ”School Health Development Project for all Cambodian Children" to foster School Health Teacher in this kingdom. It is not easy to start, it is needed to preparing for curriculum, syllabus and textbook, also training for instructors at Teacher Education College in Cambodia. 

The goal of this project is not only creating school health system in Cambodia but also supporting to develop in this country by health for the future.

This project has started from March 2020, unfortunately, all schools has been closed temporary in Cambodia as well, so this project started in slowly. However, everybody found that health was fundamentally important so as school health. 

We will move forward this project for Cambodian future.
